An approved amendment by <strong>County</strong> Council shall become effectiveimmediately after such adoption and any such amendment to the <strong>Zoning</strong>Map(s) shall be made by the <strong>Zoning</strong> Administrator within seven daysthereafter.An approved variance or appeal shall be accompanied by an order of the<strong>Zoning</strong> Board of Appeals to direct the issuance of a permit.Step 6.AppealsAny person who may have a substantial interest in any decision of thePlanning Commission, <strong>Zoning</strong> Board of Appeals or <strong>County</strong> Council mayappeal their decision to the Circuit Court in and for the <strong>County</strong> of<strong>Orangeburg</strong> by filing with the clerk of such court a petition in writing settingforth plainly, fully, and distinctly wherein such decision is contrary to law.Such appeal shall be filed within 30 days after the decision of the Board isrendered. Where land is the subject of a decision by the <strong>Zoning</strong> Board ofAppeals, notice of appeal to the Circuit Court may be accompanied by arequest for pre-litigation mediation in accordance with Section 6-29-825 ofthe Code of Laws of South Carolina.Section 9.6 Consideration of Denied ApplicationsNeither the Planning Commission, <strong>County</strong> Council, nor the <strong>Zoning</strong> Board ofAppeals shall reconsider an application for change or relief to the same lot,parcel or portion thereof, within a period of one year from the date of finaldetermination and notification.Section 9.7 Application RequirementsAll applications shall be filed on forms provided by the <strong>County</strong> and shallcontain the information required by said forms, together with a processingfee as required by Section 9.9 to help cover the cost of administration.Section 9.8 Required Permits/CertificatesNo building, structure or sign requiring a permit or any part thereof shall beerected, added to or structurally altered, nor shall any excavation orgrading be commenced until the required permits have been issued.102
