(7) Fumes and Vapors. There shall be no emission of any fumes orvapors of a noxious, toxic or corrosive nature, which can cause damage orirritation to health, animals, vegetation, or to any form of property.(8) Heat, Cold, Dampness or Movement of Air. Activity, which wouldproduce an adverse impact on the temperature, motion or humidity of theatmosphere beyond the lot line, shall not be permitted.(9) Toxic Matter. The applicant of a permit for any facility which wouldutilize toxic matter in the process of manufacturing, fabricating, assembling,packaging, or any related activity, shall provide with the application acertificate from the South Carolina Department of Health andEnvironmental Control, indicating compliance with the rules and regulationsof such agency.(10) Exterior Illumination. All outdoor light fixtures shall be fullyshielded and installed in such a way that no light is emitted above ahorizontal plane running through the lowest part of the fixture. Lowpressuresodium should be used wherever possible. The pattern of lightpooling from each light source shall be carefully considered to avoidthrowing light onto adjacent properties. Light sources visible in residentialor medical areas shall not exceed 0.1-foot candles. Light sources visible inother areas shall not exceed 0.5-foot candles. Measurements shall be in avented plane at the property line.(11) Compliance Guarantee. The applicant of a permit for amanufacturing or processing plant which would produce any of the above"objectionable elements" shall acknowledge in writing his understanding ofthe performance standards applicable to the proposed use and shall submitwith the permit application, an agreement to conform with such standardsat all times. Any violation of the agreement shall constitute a violation ofthis <strong>Ordinance</strong> and shall be treated accordingly. Enforcement of thisagreement shall be precipitated by complaint from any person allegedlyaggravated by failure of the industrial use to comply with the provisions ofthis section. Where there is a potential problem in meeting any one of theperformance criteria in this Section, the applicant shall be required tomitigate to the satisfaction of the <strong>Zoning</strong> Administrator any potentialadverse impacts of such operation and/or request a variance before the<strong>Zoning</strong> Board of Appeals in accord with the provisions of Article 9.35
