One car to be used as Staff Car and other three as operational vehicle in the O/othe Director of Income Tax(Vig), North Zone, New Delhi. Three vehicles will be required w.e.f.01.06.2013 for a period 12 Months & rest one vehicle will be required w.e.f. 01.07.2013 for a period of11 Months. The maximum rate for hiring of these vehicles as approved by the competent authority isRs. 36,000/- per vehicle plus Service Tax (as applicable).The bid shall consist of two parts - Technical Bid and Price Bid. Both the bids are to be placed intwo sealed envelopes (clearly super scribing 'Technical Bid' and "Price Bid") which in turn are to beplaced in one sealed cover. The Bids of all parties whose Price Bid is not in a separate sealed cover orthe rates quoted by them finds mention in their Technical Bid shall be rejected forthwith. All theinformation sought under the head 'Conditions' and 'Other Information to be supplied' is to be given inTechnical Bid while the price quoted by them will have to be mentioned only in the Price Bid. Terms & Conditions--2--The interested parties must be capable of providing vehicles on their own on the following terms &conditions-1. The make of the vehicles should be specified separately & the model should not be earlier than2011. The service provider should bear a valid service tax number & all the vehicles offered for hireshould have valid Taxi Permit to run in the capital of NCR. All the Toll related charges & parkingcharges in NCR shall be borne by the vender. In case of failure to provide the designated vehicle ona certain day, the vender shall be allowed to provide a substitute vehicle of similar make.2. The successful bidder shall have to provide the desired number of vehicles. However, in case thesuccessful bidder expresses his inability to supply the total number of vehicles required, the optionshall be given to the next lowest bidder to supply remaining number of vehicles at the quoted rates(L2) and so on.3. The bidder must have past experience of providing minimum 4 vehicles on hire to at least onegovernment organization/PSU/a prominent private sector entity.4. The vehicle shall be at the disposal of the Income Tax Department throughout the contract period atall times. Dedicated vehicle and driver shall not be changed without prior approval of hiring authority.5. Contract charges include annual/monthly charges of driver, repairs and maintenance of vehicle,insurance, petrol/diesel, oil and also any other incidental expenses including penalty, fine etc. thusunder no circumstance would the vender be paid anything more than the contracted prices.6. CNG fitted vehicles shall also have the option of running on petrol/diesel in emergency situation.7. In the case of any accident, all the claims arising out of it shall be met by the Contractor.8. The vehicle will be kept neat and clean and in perfect running condition & should be provided with airconditioners, heaters, neat & clean seat covers & air fresheners.9. If the vehicle is out of order, the Contractor shall provide a substitute of similar vehicle immediately.In case vehicle does not report on time/does not report at all, the Department would have a right tohire a mid size vehicle from the market including Radio Cab & the additional cost incurred by theDepartment will be reimbursed by the Contractor before presentation of bills. The time and mileageof the vehicle so hired would be included in the times-mileage of the contractor.10. Payment shall be made at the end of every month on presentation of the bill.11. The Driver should have valid driving license & the vehicle should be registered with the concernedauthorities of Central/State Govt. A certificate to this effect should be provided. The drivers of thevehicle provided must follow traffic rules and other regulations prescribed by the Government fromtime to time. The vender shall provide the required details of the driver in prescribed proforma forPolice Verification. The vender shall also provide an undertaking that the driver has not beenconvicted or charge sheeted by any court in India.

--3--12. The contract between the Department and the Transport Operators can be cancelled with anotice of 30 days by operator or the department.13. A penalty of Rs. 2000/- per day per vehicle may be levied if any vehicle fails to meet the terms &conditions prescribed herein on any day. However, in case of frequent violations of the terms &conditions, the contract can be cancelled forthwith without any notice.14. The Drivers shall observe all the etiquette and protocol while performing the duty. He shall beneatly dressed and shall carry a mobile phone in working condition, for which, no separatepayment shall be made by the Department.15. The Transport Operator and driver shall be bound to carry out the instructions of the Departmentas well as of the Officers to whom the vehicle is assigned.16. A daily record indicating time and mileage for each vehicle shall be maintained in a log book bythe vender who would obtain signature from the officer. A photocopy thereof would have to befiled with the bill raised by the vender.17. The Director of Income Tax(Vig), North Zone, New Delhi reserves the right to accept or rejectany or all quotations without assigning any reasons.18. An interest free refundable security deposit of Rs. 10,000/- in the form of a crossed demanddraft in favor of DDO O/o DIT(Vig), NZ, New Delhi shall be submitted by the contractor at thetime of the award of the contract. The security amount shall be refunded to the vender after 60days of successful probation period.19. In the event of the award of the tender & prior to execution of the contract, the contractor shallbe required to submit copies of the Registration Certificates & Comprehensive InsurancePolicies of the vehicles being offered for hire & particulars with photograph of the driversdedicated to each vehicle. He shall also be required to produce the vehicles in the office of theundersigned for the physical verification/ inspection.20. This contract will be effective for duration of period as mentioned in the Tender Notice from thedate of signing of the contract. The contract may be renewed for a further period of one year asmutually agreed upon, subject to satisfactory performance.21. Notwithstanding anything contained in para-12 and para 20 above, this contract can becancelled by the Department without any notice for violation of any terms and conditions of thecontract.

PRICE BID--5--a) The rate for running of hired vehicles should be quoted for 2800 K.Ms. & 330 hours per month.The time & distance is to be calculated from the time & place for reporting to the time & place ofrelease. (The award of contracts shall be considered on the basis of lowest quote L-1 subject tofulfillment of other conditions as stipulated in terms & conditions and Technical Bid.b) Rates should be inclusive of all levies and taxes, but excluding Service Tax.c) Rates for extra Km/hour must be separately specified. (This shall be considered only in situationwhere a tie is found in L-1 Bidders.
