f r a m e w o r k f o r a f r i c a n a g r i c u l t u r a l p r o d u c t i v i t yForewordThe <strong>Framework</strong> <strong>for</strong> Africa’s <strong>Agricultural</strong> <strong>Productivity</strong> is a product ofextensive consultations among diverse stakeholders at different levelsin Africa, including the development partners who have continuouslysupported Africa. The <strong>FAAP</strong> process did not end when the <strong>African</strong> Headsof States endorsed it (<strong>African</strong> Union Summit, Banjul, Gambia, June 2006)but rather it marks the beginning of hard work required to make it the tool<strong>for</strong> implementing CAADP pillar 4. <strong>FARA</strong> will primarily work with the<strong>African</strong> Union and NEPAD so that the <strong>African</strong> vision is well articulated inits implementation. But at the same time <strong>FARA</strong> will have to work with the<strong>African</strong> government’s concerned ministries and regional economic bodiesand will still depend on the subregional research organizations (SROs ---ASARECA, CORAF/WECARD and SADC-FANR) and national researchsystems to ensure that the principles of <strong>FAAP</strong> are aligned to the existingand future programmes on agricultural productivity.The <strong>FAAP</strong> process will work based on lessons learnt from similar ongoinginitiatives such as the national poverty reduction strategies and regionaleconomic communities’ strategy <strong>for</strong> agricultural productivity. As thenational programmes are aligning their programs to <strong>FAAP</strong>, the SROsare working closely with the RECs, to develop their own Multi-country<strong>Agricultural</strong> <strong>Productivity</strong> Programme (MAPP) at the subregional level.The national programmes will be the basic block, and anything that hascross-border advantages will be passed on to the subregional level.Foreword
