IntroductionThe Comprehensive Africa <strong>Agricultural</strong> Development Programme(CAADP) has been endorsed by the <strong>African</strong> Heads of State andGovernment as a vision <strong>for</strong> the restoration of agricultural growth, foodsecurity, and rural development in Africa. A specific goal of CAADP is toattain an average annual growth rate of 6 percent in agriculture. To achievethis goal, CAADP directs investment to four mutually rein<strong>for</strong>cing ‘pillars’:(i) extending the area under sustainable land management and reliablewater control systems; (ii) improving rural infrastructure and trade-relatedcapacities <strong>for</strong> improved market access; (iii) increasing food supply andreducing hunger; and (iv) agricultural research, technology disseminationand adoption. Each of these pillars incorporates policy, institutional re<strong>for</strong>mand capacity building.NEPAD has requested the Forum <strong>for</strong> <strong>Agricultural</strong> Research in Africa(<strong>FARA</strong>) to take the lead in developing a framework through which thechallenges prioritised by the CAADP Pillar IV might effectively andefficiently be achieved. In response to NEPAD’s wishes, <strong>FARA</strong> has, inconsultation with stakeholders, developed the <strong>Framework</strong> <strong>for</strong> <strong>African</strong><strong>Agricultural</strong> <strong>Productivity</strong> (<strong>FAAP</strong>). This framework addresses the challengesof CAADP Pillar IV and its aim to achieve strengthened agriculturalknowledge systems delivering profitable and sustainable technologies thatare widely adopted by farmers resulting in sustained agricultural growth.This will require major improvements in <strong>African</strong> capacity <strong>for</strong> agriculturalresearch, technology development, dissemination and adoption, togetherwith enabling policies, improved markets and infrastructure.Introduction
