PM2.5 isassumed to be equal to PM10 for the perlite storage silo. PM2.5 is for included forinventory purposes only.EQUIPMENT OPERATION REQUIREMENTS5. The use of digester gas at the Cosumnes Power Plant is restricted to 2,500 scfm and shallnot commence until U.S. EPA approval of the permittee's acid rain program petition (DatedMarch 2011, amended July 2011) is granted. The petition requests approval of (1) the Fand F c factors used to calculate nitrogen oxide (NOx) and carbon dioxide (CO2) emissions,respectively, associated with the combustion of the proposed combination of fuels, (2) theproposed alternative methods of measuring digester gas fuel flow rate and digester gassulfur content, and (3) an alternative method of apportioning SO 2 emissions between thetwo CPP turbines.[Basis: SMAQMD Rules 201, 202, and 208]6. The digester gas used at this facility shall not exceed 50 PPM of H2S, measured prior to thecommingling with the natural gas.[Basis: SMAQMD Rules 201 and 202]7. Each combined cycle turbine shall not be operated without a functioning selective catalyticreduction air pollution control system, excluding periods of startups and shutdowns asdefined in Condition No. B-8 Gas Turbines.[Basis: SMAQMD Rules 201 and 202]8. Startup, shutdown and short term excursions are defined as follows:A. Startup is defined as the time period commencing with the introduction of fuel to the gasturbine and ending at the time that the 15 minute average NOx and CO concentrationsdo not exceed 2.0 ppmvd at 15% O2 and 4.0 ppmvd at 15% O2 respectivelyi. In no case shall the startup time period exceed 180 consecutive minutes.B. Shutdown is defined as the 30 minute time period immediately prior to the termination offuel flow to the gas turbine.C. Short term excursion is defined as a 15-minute period designated by theowner/operator, that is the direct result of transient load conditions, when the 15 minuteaverage NOx concentration exceeds 2.0 ppmvd at 15% O2.i. No more than four consecutive 15-minute periods shall be designated as short termexcursions.ii.
