Governance<strong>The</strong> GMCDA will be governed by a boardof trustees under the direct authorityof the Libyan government. <strong>The</strong> trusteesinclude leading experts on sustainabledevelopment, including environmentalists,economists, conservationists, architects,archaeologists and public administrators.<strong>The</strong> board of trustees will guide,oversee and approve all executive actionsand partnerships with other organisations,including local and foreign governmentbodies, NGOs and businesses.Objectives of the GMCDA<strong>The</strong> goals of the GMCDA are thefollowing:• To create and protect in perpetuity theworld’s first regional-scale, world-classconservation and development area• To move towards “CO2 neutrality” ona regional scale• To create local economic development,high quality resources, reliable incomeand infrastructure for the residentsthe Green Mountain region• To protect and restore the GreenMountain’s unique animals, plantsand geography• To create a master conservationplan for UNESCO World Heritagesites in the Green Mountain region• To exchange knowledge andunderstanding between youngLibyans and their brothers andsisters throughout the world• To create a long-term cultural andenvironmental tourism industry thatwill provide access for peopleinterested in the cultural heritageof human civilisation• To provide partnership opportunitiesfor volunteer organisations representingall age groups and from all regions• To create intelligent infrastructure withmaximum utility and minimum impact• To facilitate and encourage inwardinvestment.Saif al-Islam Gadafi, <strong>Cyrene</strong>,10 September, 2007.8 9
