No: 91 <strong>of</strong> 26-09-2005)33 45VII-‘A’ toVII-‘H’Plantation Models with Financial Forecast 46 53I) INTRODUCTIONUnder <strong>the</strong> provisions <strong>of</strong> Jammu and Kashmir Forest (Conservation) Act 1997,(FCA,1997) and in compliance <strong>of</strong> relevant orders <strong>of</strong> Hon’ble Supreme Courtwhenever any <strong>forest</strong> land is diverted for non <strong>forest</strong> use, compensations in terms <strong>of</strong><strong>the</strong> Net Present Value (NPV), Compensatory Af<strong>forest</strong>ation (CA), wildlife developmentand o<strong>the</strong>r activities are paid by <strong>the</strong> user agencies. All <strong>the</strong>se monies are beingcollected as CAMPA fund. In order to manage <strong>the</strong>se funds, <strong>the</strong> Govt. <strong>of</strong> Jammu andKashmir has constituted State, Compensatory Af<strong>forest</strong>ation Fund Management andPlanning Authority (CAMPA) under SRO 354.To make good <strong>the</strong> loss <strong>of</strong> natural resources and environmental servicesincurred due to removal <strong>of</strong> trees and o<strong>the</strong>r vegetation on account <strong>of</strong> diversion <strong>of</strong><strong>forest</strong> land under FCA, <strong>the</strong> amount received on account <strong>of</strong> NPV, CA and o<strong>the</strong>rcharges is to be ploughed back through compensatory af<strong>forest</strong>ation, regeneration,wildlife development and o<strong>the</strong>r allied activities.II) AIMS AND OBJECTIVES OF CAMPACAMPA shall seek to promote:<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 4


a) conservation, protection, regeneration and management <strong>of</strong> existingnatural <strong>forest</strong>s;b) conservation, protection and management <strong>of</strong> wildlife and its habitatwithin and outside protected area including <strong>the</strong> consolidation <strong>of</strong> <strong>the</strong>protected areas;c) compensatory af<strong>forest</strong>ation;d) environmental services, which include:-i. Provision <strong>of</strong> goods such as wood, non-timber <strong>forest</strong> products, fuel,fodder and water, and provision <strong>of</strong> services such as grazing, tourism,wildlife protection and life support.ii. Regulating services such as climate regulation, disease control, floodmoderation, detoxification, carbon sequestration and health <strong>of</strong> soils, airand water regimes;iii. Non-material benefits obtained from ecosystems, spiritual,recreational, aes<strong>the</strong>tic, inspirational, educational and symbolic; andiv. e) Research, training and capacity building.III) StrategiesApart from this <strong>the</strong> o<strong>the</strong>r objectives will include:-1) Protection and conservation <strong>of</strong> natural resources through activeparticipation/involvement <strong>of</strong> people2) Checking land degradation, depreciation and loss <strong>of</strong> bio-diversity3) Ecological restoration, environmental conservation and ecodevelopment4) Improve quality <strong>of</strong> life and self sustenance aspect <strong>of</strong> people in andaround <strong>forest</strong> areas5) Prevention <strong>of</strong> land degradation by adoption <strong>of</strong> appropriate soil andwater conservation measures6) To streng<strong>the</strong>n <strong>the</strong> natural resource base <strong>of</strong> rural livelihood andcreate assets in rural areasThe strategies inter-alia comprise:-a) The highly degraded/degraded areas shall form <strong>the</strong> priority areas fortaking up af<strong>forest</strong>ation and allied works.b) The areas prone to intense biotic pressure shall get preference.c) The areas nearer <strong>the</strong> habitations and prone to encroachment shall also begiven priority.d) As far as possible, larger areas shall be taken up for treatment for a fiveyear period <strong>of</strong> continuous working to ensure judicious use <strong>of</strong> resourcesand manpower.e) Consolidation <strong>of</strong> treatment through effective project approach with properchoice <strong>of</strong> treatment measures will be ensured.f) Emphasis will be laid on sustainability <strong>of</strong> treatment measures.g) Focus will be to enhance development <strong>of</strong> wood, non-timber <strong>forest</strong> produce(NTFP), fodder, water, grazing, tourism, wildlife protection and life supportmeasures.h) Services such as climate regulation, disease control, flood moderation,carbon sequestration shall be promoted along with health <strong>of</strong> soil, air andwater.i) Due emphasis shall be laid on research, training and capacity building.<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 6


j) All buildings constructed under CAMPA shall have <strong>the</strong> provision <strong>of</strong>rainwater harvesting and incorporation <strong>of</strong> o<strong>the</strong>r green buildingtechnologies.IV) Implementing Agencies1. Divisional Forest Officers (DFOs Territorials) under <strong>the</strong> administrativeand monitoring control <strong>of</strong> respective CFs and CCFs2. DFOs Social Forestry under <strong>the</strong> administrative and monitoring control <strong>of</strong>respective Regional Directors and Director in respect <strong>of</strong> Social ForestryDepartment3. Wildlife Wardens under <strong>the</strong> administrative and monitoring control <strong>of</strong>respective CFs Wildlife and Pr. CCF Wildlife/ Chief Wildlife Warden inrespect <strong>of</strong> protected areas (PA) network4. CCF (FCA) and Nodal Officer, CF-Project Co-ordinator CAMPA,respective CFs and CCFs/Head <strong>of</strong> <strong>the</strong> Departments for monitoring,inspection and evaluation5. Work and activities in <strong>the</strong> field shall be executed through people’sparticipation by forming ‘Vigilance and Monitoring Committees’ (VMCs) atvillage level.V) Project areas, planning and project implementation.1. Areas for execution <strong>of</strong> work and activities under CAMPA shall be selected inconsonance with contents <strong>of</strong> Strategies outlined in para III.2. The extent <strong>of</strong> area and quantum <strong>of</strong> work shall be taken up by eachimplementing agency as per <strong>the</strong> ceiling communicated by CAMPA and inaccordance with approved annual plan <strong>of</strong> operations (APOs).3. Minimum area <strong>of</strong> a closure shall not be less than 15 Ha in general.However, under specific circumstances such as checking <strong>of</strong> encroachmentsetc., <strong>the</strong> area could be less. In all such cases, proper justification would berequired to be incorporated in <strong>the</strong> APO.VI) Project Period:-In <strong>the</strong> first instance, <strong>the</strong> project period shall be 5 years (2010-11 to2014-15) with 2009-10 as “0” year, earmarked for advance work <strong>of</strong> 2010-11.Extension <strong>of</strong> <strong>the</strong> project beyond 2014-2015 shall be accorded by competentauthority based on appraisal <strong>of</strong> <strong>the</strong> current project, and <strong>the</strong> need and justificationfor including new areas.VII) Funding and financial pattern:-<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 7


All monies received on account <strong>of</strong> NPV and CA in respect <strong>of</strong> diversion <strong>of</strong><strong>forest</strong> land shall be credited into <strong>the</strong> account <strong>of</strong> Central Adhoc CAMPA/State CAMPAand this shall include:-a) Receipt <strong>of</strong> all money from user agencies towards compensatoryaf<strong>forest</strong>ation, additional CA, penal compensatory af<strong>forest</strong>ation, NPV,catchment area treatment plan or any money for compliance <strong>of</strong> conditionsstipulated by <strong>the</strong> State Government under <strong>the</strong> provisions <strong>of</strong> J&K ForestConservation Act, 1997.b) The unspent CAMPA funds realized from <strong>the</strong> user agencies and kept in <strong>the</strong>account <strong>of</strong> Chief Accounts Officer in <strong>the</strong> <strong>of</strong>fice <strong>of</strong> Pr.CCF.c) Net Present Value (NPV) <strong>of</strong> <strong>the</strong> <strong>forest</strong> land diverted for non-<strong>forest</strong>ry purposes,collected in pursuance <strong>of</strong> <strong>the</strong> judgment <strong>of</strong> <strong>the</strong> Hon’ble Supreme Court dated 29October 2002 from user agencies.d) Any o<strong>the</strong>r grant-in-aid.e) Any loan taken by <strong>the</strong> CAMPA or any borrowings made by itf) Any o<strong>the</strong>r sums received by <strong>the</strong> Authority by way <strong>of</strong> benefaction, gift or donations.g) The money deposited with State CAMPA Central Adhoc CAMPA shall be kept ininterest bearing accounts in bank and periodically withdrawn/released for <strong>the</strong>works as per <strong>the</strong> Annual Plan <strong>of</strong> Operations (APOs) approved by <strong>the</strong> SteeringCommittee.VIII) Release <strong>of</strong> Funds:-For implementation <strong>of</strong> field work and o<strong>the</strong>r activities under CAMPA, 100% amountshall be released from CAMPA fund as per approved APOs. Funds will be released to <strong>the</strong>implementing agencies only after <strong>the</strong>ir APOs are received and scrutinized by CAMPA cell,recommended by Executive Committee and approved by <strong>the</strong> Steering Committee.IX) Accounting procedure:-Accounting procedure for CAMPA is being evolved in consultation with AccountantGeneral, Jammu and Kashmir in accordance with <strong>the</strong> provisions <strong>of</strong> SRO-354. Theaccounting manual such produced will be placed before ‘Steering Committee’ after clearance<strong>the</strong>re<strong>of</strong> by <strong>the</strong> ‘Executive Committee’.X) Project activities and component-wise allocation <strong>of</strong> fundsComponent-wise allocation <strong>of</strong> funds is proposed as under:-a)Plantation, soil and water conservation70% <strong>of</strong> total outlayb)O<strong>the</strong>r works, viz, <strong>forest</strong> protection, fire protection andmanagement, communication and mobility etc.5% ,, ,,c)Capacity-building, training, workshops, demonstrations forstaff and public, cost <strong>of</strong> training material etc.2% ,, ,,d)Infrastructure development, 14% ,, ,,<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 8


e)Survey/demarcation/provision <strong>of</strong> energy saving devices etc. 2% ,, ,,f)Monitoring and evaluation 2% ,, ,,g)Overhead and maintenance 5% ,, ,,Total 100% ,, ,,Note: 1) Representatives <strong>of</strong> NGOs participating in <strong>the</strong> meetings/field tours etc. shallbe paid TA @ same rates as for Class-I <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> State Government.2) Modalities for providing energy saving devices etc. shall be worked out separatelyXI) Project componentsThe project components shall comprise:-1. Aided Natural Regeneration - Appendix VII-‘A’2. Planting with BL Species - Appendices VII-‘B’, VII-‘C’ &VIII-‘D’3. Planting <strong>of</strong> Conifers - Appendices VII-‘E’ & VII-‘F’4. Sowing Dibbling Model - Appendix VII-‘G’5. Silvi-pasture Development - Appendix VIII-‘H’6. Enhancement <strong>of</strong> Productivity <strong>of</strong> fringe <strong>forest</strong>s (Firewood, fodder andsmall wood plantations)7. Incorporating medicinal plants and o<strong>the</strong>r NTFP in plantation closures8. Providing <strong>forest</strong> fringe populations with energy saving devices likesolar appliances, gobar gas plants, CNG/LPG and smokeless chullas etc.(The provision shall exclusively be applicable to <strong>the</strong> locals where work isexecuted. However, modalities in this regard shall be worked outseparately).9. Awareness activities.XII) Cost Norms:-As prevalent in <strong>the</strong> Forest Department for various components <strong>of</strong> work as perFO No: 91 <strong>of</strong> 2005 date: 26-9-2005 (Enclosed as Annexure) with due provision forincorporating enhancement in <strong>the</strong> cost corresponding to increase in <strong>the</strong> labour andmaterial costs.XIII) Preparation and submission <strong>of</strong> Annual Plan <strong>of</strong> Operations (APOs):-<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 9


A detailed survey shall be conducted with <strong>the</strong> following objectives:-XIV) Nurseries:-a) To collect physical data for identifying <strong>the</strong> treatment measuresb) To identify biological resource endowment and utilities with a view todetermining specific thrust areas.c) To identify critical factors contributing to degradation <strong>of</strong> naturalresources in project areas.d) To establish benchmark for evaluation <strong>of</strong> <strong>the</strong> impact <strong>of</strong> <strong>the</strong> projectwith respect to selected parameters. Parameters <strong>of</strong> benchmark/keyperformance indicators are required to be spelt out in advance alongwith<strong>the</strong> mode <strong>of</strong> baseline data collection for periodical assessments.e) To identify linkages and also infrastructural institutions to promotesocio-economic development <strong>of</strong> <strong>the</strong> area.f) The survey must collect data on rainfall, its distribution, intensityand run-<strong>of</strong>f behavior. It is, <strong>the</strong>refore, suggested that instead <strong>of</strong> venturinginto individual site specific meteorological data, <strong>the</strong> data <strong>of</strong> <strong>the</strong> nearestestablished met station shall be utilized.g) An inventory <strong>of</strong> physical resource should be made to identify <strong>the</strong>grass, shrub and tree species growing in <strong>the</strong> area, and <strong>of</strong> use to <strong>the</strong> localpeople. This inventory will also identify fodder trees and grass specieswhich can be introduced in <strong>the</strong> area especially in <strong>forest</strong> fringe belts.h) An inventory <strong>of</strong> successful economic activities and correspondingavailability <strong>of</strong> species shall also be madei) To have uniformity, <strong>the</strong> APOs shall be prepared in accordance with<strong>the</strong> pr<strong>of</strong>orma attached as appendix to <strong>the</strong>se operational guidelines.j) The APOs shall be formulated by <strong>the</strong> implementing agencies for <strong>the</strong>forthcoming financial year in <strong>the</strong> month <strong>of</strong> August and <strong>the</strong> same afterscrutiny by concerned CF/CCF/HOD shall be forwarded to CAMPA cell by15 th <strong>of</strong> September. These APOs shall be technically appraised by <strong>the</strong> CAMPAcell by 15 th <strong>of</strong> October. CAMPA cell shall put up <strong>the</strong>se APOs duly checkedand technically appraised to <strong>the</strong> Executive Committee during 1 st fortnight <strong>of</strong>November. Thereafter, <strong>the</strong>se APOs toge<strong>the</strong>r with breakup <strong>of</strong> proposedactivities and estimated cost shall be put up to <strong>the</strong> Steering Committee forobtaining its approval and concurrence for release <strong>of</strong> funds. The approval interms <strong>of</strong> APOs/technical sanction etc. shall be communicated to <strong>the</strong>implementing agencies by 31 st December <strong>of</strong> <strong>the</strong> preceding year.To cater to <strong>the</strong> planting needs <strong>of</strong> af<strong>forest</strong>ation under CAPMA, nurseries shallbe formed in each Division with strategic location as permanent nurseries. Some <strong>of</strong><strong>the</strong> existing underutilized nurseries can identified for <strong>the</strong> purpose. Planting stock in<strong>the</strong> nurseries shall be raised as per <strong>the</strong> planting targets <strong>of</strong> <strong>the</strong> Division for<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 10


succeeding year under CAMPA with margin for beating up <strong>of</strong> casualties (BUC). As faras possible, <strong>the</strong> improved technologies such as tissue culture, clonal seedlings androot-trainers shall be encouraged. Each Division shall have at least one ModelCentral Nursery with improved technologies.A separate portion in each nursery shall be delineated for raising <strong>of</strong> conifers, i.e.,Deodar, Kail, Fir, Taxus and Chir species. The type and composition <strong>of</strong> <strong>the</strong> species to beraised in this nursery shall correspond to <strong>the</strong> components <strong>of</strong> af<strong>forest</strong>ation included in APOs<strong>of</strong> <strong>the</strong> forthcoming year. The seed source for nursery should be genuine and certified.XV) Treatment <strong>of</strong> Forest Lands:-For planting operations in hilly terrain, planting in staggard contour trenchesshall be followed. Apart from this, seed shall be sown on <strong>the</strong> trench berms.In case <strong>of</strong> flat areas, pit planting with water harvesting structures shall beundertaken. The soil binder plant species along with grass species shall be preferredin eroded/land-slide areas. Soil conservation works shall be executed wherevernecessary and as dictated by <strong>the</strong> ground conditions. For soil conservation works, asfar as possible, <strong>the</strong> local material will be used.Wherever <strong>the</strong>re is significant threat <strong>of</strong> encroachment and biotic interference,chainlink fencing shall be used and for remaining areas, 4-strand barbed wire fenceshall be preferred which shall be supplemented by brush wood to enhance itsefficacy.Each closure shall be provided with proper wooden country type stair-case forentry <strong>of</strong> staff and participating villagers and a sign board shall also be installed nearthis stair gate entry, depicting following details:-a) Scheme = CAMPAb) Year <strong>of</strong> formationc) Location = (Name <strong>of</strong> nearby village)d) Compartment No =e) Species planted =f) No. <strong>of</strong> plants planted =g) Type <strong>of</strong> fencing with (rft) =h) Area <strong>of</strong> closure = HaThe size <strong>of</strong> sign board shall be 5’x3’ with two iron legs <strong>of</strong> 5’ length, <strong>of</strong> which1½’ shall be embedded/dug in <strong>the</strong> soil. The signboard shall have yellow backgroundwith dark green letterings. The signboard shall be installed to <strong>the</strong> right <strong>of</strong> <strong>the</strong> staircase as one faces it.<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 11


There shall be a separate plantation journal for each closure treated areastrictly as per <strong>the</strong> pr<strong>of</strong>orma appended to <strong>the</strong>se guidelines. Similarly, <strong>the</strong>re shall be anursery journal for each nursery as per <strong>the</strong> pr<strong>of</strong>orma attached herewith as appendix.Plantation and allied works shall exclusively be executed as per <strong>the</strong> approvedAPOs and no deviation shall be allowed. However, in case <strong>of</strong> dire exigency, if <strong>the</strong>re isneed to deviate from <strong>the</strong> approved APOs, prior sanction shall be obtained from <strong>the</strong>Executive Committee.XVI) Institutional Arrangements:-As provided in <strong>the</strong> SRO 354 dated 11 th November 2009, <strong>the</strong>re shall be following3 Committees to implement APOs and o<strong>the</strong>r activities <strong>of</strong> CAMPA.1. The Governing Body <strong>of</strong> CAMPA under <strong>the</strong> chairmanship <strong>of</strong> Hon’ble ChiefMinister <strong>of</strong> Jammu and Kashmir State with Secretary (Forests) as MemberSecretary.The Governing Body shall lay down <strong>the</strong> broad policy framework for <strong>the</strong>functioning <strong>of</strong> <strong>the</strong> CAMPA and review its working from time to time.2. The Steering Committee with Chief Secretary as its chairperson and ChiefConservator <strong>of</strong> Forests (Planning & Projects) as Member Secretary.The Steering Committee shall:i. Lay down and/or approve rules and procedures for <strong>the</strong>functioning <strong>of</strong> <strong>the</strong> body and its Executive Committee, subject to <strong>the</strong>overarching objectives and core principles <strong>of</strong> CAMPA;ii.iii.iv.Monitor <strong>the</strong> progress <strong>of</strong> <strong>the</strong> utilization <strong>of</strong> funds released by <strong>the</strong>CAMPA;Approve <strong>the</strong> Annual Plan <strong>of</strong> Operation (APO) prepared by <strong>the</strong>CAMPA wing and recommended by <strong>the</strong> Executive Committee;Approve <strong>the</strong> annual reports and audited accounts <strong>of</strong> <strong>the</strong> CAMPA;v. Meet at least once in six months.3. Executive Committee with Pr.CCF as its chairmanThe Executive Committee shall:-i. Take all steps for giving effect to <strong>the</strong> CAMPA and overarchingobjectives and core principles, in accordance with rules andprocedures approved by <strong>the</strong> Steering Committee and <strong>the</strong> approvedAPO;<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 12


ii.iii.iv.Prepare <strong>the</strong> APOs <strong>of</strong> <strong>the</strong> State for various activities, place <strong>the</strong>sebefore <strong>the</strong> Steering Committee before December every year forimplementation <strong>of</strong> APOs in <strong>the</strong> forthcoming financial year; andobtain <strong>the</strong> Steering Committee’s concurrence for release <strong>of</strong> funds,while giving break-up <strong>of</strong> <strong>the</strong> proposed activities and estimated costs;Supervise <strong>the</strong> works being implemented in <strong>the</strong> State out <strong>of</strong> <strong>the</strong>funds released from <strong>the</strong> CAMPABe responsible for proper auditing <strong>of</strong> both receipt and expenditure<strong>of</strong> funds;v. Develop <strong>the</strong> code for maintenance <strong>of</strong> <strong>the</strong> account at <strong>the</strong>implementing agency level and in CAMPA Cell in headquarters;vi.Prepare Annual Report by end <strong>of</strong> June for each financial year.4. For technical control, supervision, planning, monitoring and evaluation<strong>of</strong> <strong>the</strong> execution <strong>of</strong> field works, a cell headed by CF/Project Co-ordinatorCAMPA is provided. This shall be called CAMPA Cell. The project coordinatorshall be assisted by two <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> rank <strong>of</strong> DeputyConservator <strong>of</strong> Forests, one each for Kashmir and Jammu regions. EachDCF will be assisted by two Range Officers each for Kashmir and Jammuregions. Each Range Officer shall be assisted by one Forester and twoForest Guard level <strong><strong>of</strong>ficial</strong>s. Apart from this, CAMPA Cell shall have o<strong>the</strong>rminimum ministerial staff and accounts <strong><strong>of</strong>ficial</strong>s.The functions <strong>of</strong> CAMPA Cell shall include:-a) To ensure that <strong>the</strong> APOs are received from <strong>the</strong> implementing agencieswithin <strong>the</strong> prescribed timeframe. Technically appraise <strong>the</strong> APOs receivedand get <strong>the</strong>se completed in all respects as per <strong>the</strong> prescribed guidelinesand pr<strong>of</strong>orma. Once <strong>the</strong> APOs are set in order and technically appraised,<strong>the</strong> same shall be submitted to <strong>the</strong> Executive Committee for fur<strong>the</strong>rperusal, appraisal and approval for onward submission <strong>of</strong> <strong>the</strong> same to<strong>the</strong> state level Steering Committee for final approval.b) CAMPA Cell shall be responsible for supervision <strong>of</strong> works executed in<strong>the</strong> field and shall carry out internal monitoring and evaluation <strong>of</strong> suchworks.c) Release <strong>of</strong> funds to implementing agencies through respectiveHODs/CCFs/CFs shall be made in two equal instalments. Firstinstalment shall be released during <strong>the</strong> month <strong>of</strong> January so as to takecare <strong>of</strong> advance work for <strong>the</strong> next year. After APOs are approved bySteering Committee, 2 nd instalment shall be released after four months,i.e., month <strong>of</strong> May after <strong>the</strong> CAMPA Cell submits <strong>the</strong> report regardingsatisfactory execution <strong>of</strong> works to <strong>the</strong> Executive Committee alongwithutility certificates, during 1 st week <strong>of</strong> May .<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 13


d) To ensure that <strong>the</strong> utilization certificates (UCs) for <strong>the</strong> 1 st instalmentare received before <strong>the</strong> release <strong>of</strong> 2 nd instalment (The pr<strong>of</strong>orma <strong>of</strong> UC isattached herewith as an appendix).e) To ensure that <strong>the</strong> monthly accounts are submitted by <strong>the</strong> respectiveimplementing agencies to <strong>the</strong> CAMPA Cell by 10 th <strong>of</strong> every month. Noncomplianceon this account may lead to necessary disciplinary actionagainst <strong>the</strong> DDO and even seizure <strong>of</strong> DDO powers <strong>of</strong> inchargeimplementing agency, as regards CAMPA.f) Receiving <strong>the</strong> monthly progress report from <strong>the</strong> implementingagencies by 10 th <strong>of</strong> every month as per <strong>the</strong> pr<strong>of</strong>orma attached asappendix.g) To oversee that <strong>the</strong> works in <strong>the</strong> field are being executed strictly asper <strong>the</strong> approved APOs and prescribed guidelines both in terms <strong>of</strong> SRO-354 and operational guidelines <strong>of</strong> CAMPA.h) The Project Coordinator CAMPA will keep close liaison with hiscounterparts (CFs) <strong>of</strong> implementing departments for smooth functioning andbetter coordination. He may hold quarterly meetings with concerned CFs.i) Compiling and maintaining funds <strong>of</strong> CAMPA on monthly basis andget <strong>the</strong> same audited by AG annualy.j) Maintain separate account for NPV, CA and Wildlife amountsreceived from user agencies.k) Transfer amount <strong>of</strong> NPV to Central Adhoc CAMPA as per courtorders.l) Convey request for release <strong>of</strong> funds from NPV account, to <strong>the</strong> Central AdhocCAMPA.m) Prepare and present annual budget.n) Perform all o<strong>the</strong>r duties/works as directed by Steering and ExecutiveCommittees from time to time.o) Receive monthly progress report from implementing agencies,compile and prepare Progress Report for <strong>the</strong> State.p) Prepare annual report <strong>of</strong> CAMPA and place before <strong>the</strong> Steering andExecutive Committees.XVII) Vigilance and Monitoring Committees (VMCs):-For every location <strong>of</strong> work sanctioned under <strong>the</strong> scheme, <strong>the</strong>re shall be a localvigilance and monitoring committee (VMC) composed <strong>of</strong> members <strong>of</strong> <strong>the</strong>locality/village where work is undertaken. The VMC shall monitor <strong>the</strong> progress andquality <strong>of</strong> work while in progress. The VMC shall comprise 6 Members, <strong>of</strong> which atleast 2 shall be female Members and one from SC/ST category. The committee shallhave its President, Secretary and four Members. shall be <strong>the</strong> Member-Secretary. The term <strong>of</strong> <strong>the</strong> committee shall be 2 years and <strong>the</strong>members <strong>of</strong> <strong>the</strong> committee including its President and Secretary shall be elected by<strong>the</strong> local village community by voice vote in presence <strong>of</strong> <strong>the</strong> concerned RangeOfficer/Forester/Staff. The committee shall be involved in <strong>the</strong> planning and APOformulation process. The implementing agency should apprise <strong>the</strong> committeeregarding <strong>the</strong> estimate <strong>of</strong> works, timeframe and quality parameters. The committeeshall be responsible for ensuring distribution <strong>of</strong> benefits to <strong>the</strong> community memberswhich may accrue from time to time out <strong>of</strong> <strong>the</strong> af<strong>forest</strong>ation and o<strong>the</strong>r field worksbeing executed. In case <strong>of</strong> distribution <strong>of</strong> any incentives to <strong>the</strong> community in term <strong>of</strong>energy devices/ smokeless chullas etc., <strong>the</strong> committee shall be associated. Thecommittee shall be involved for engaging skilled/unskilled labour, social audit, flow<strong>of</strong> funds, progress and quality <strong>of</strong> works.XVIII) Maintenance and Sustainability:-In <strong>the</strong> 1 st instance, <strong>the</strong> Project shall be for 5 years duration with provision <strong>of</strong>maintenance for 3 years beyond <strong>the</strong> project period. For plantations, <strong>the</strong> maintenance shallinclude beating up <strong>of</strong> casualties (BUC), pruning, trimming, weeding, repair <strong>of</strong> fencing andsoil conservation works etc.A provision for BUC for each model is proposed to be kept for threesubsequent years after <strong>the</strong> year <strong>of</strong> treatment @ 25%, 15% & 5% respectively for 2nd,3rd & 4th Year <strong>of</strong> plantation subject to actual requirement.For every 15 Ha closure, one local labourer to be nominated by <strong>the</strong> VMC shallbe engaged for watch and ward for 5 years duration without any claim/stake forregular service. 10% <strong>of</strong> <strong>the</strong> fencing cost shall be provided for repair <strong>of</strong> Fencing andSC Works during 2 nd , 3 rd , 4 th & 5 th years <strong>of</strong> plantation.XIX) Monitoring and Evaluation:-An independent system for concurrent Monitoring and Evaluation <strong>of</strong> <strong>the</strong> worksimplemented shall be evolved and implemented to ensure effective and properutilization <strong>of</strong> fundsCAMPA, apart from <strong>the</strong> Monitoring and Evaluation done by <strong>the</strong> CAMPA Cell,will also get evaluation <strong>of</strong> <strong>the</strong> project done by independent agencies/consultants,every year. The State Level Steering Committee would monitor <strong>the</strong> implementation <strong>of</strong>project under <strong>the</strong> scheme. However, <strong>the</strong> CAMPA Cell shall be responsible for regularmonitoring <strong>of</strong> <strong>the</strong> project. Online monitoring must become <strong>the</strong> feature <strong>of</strong> <strong>the</strong> project.The <strong>website</strong> <strong>of</strong> <strong>the</strong> Forest Department shall be updated monthly as regards <strong>the</strong>progress reports. The progress <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> programme shall be<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 15


monitored regularly by CAMPA Cell, and also by Executive and Steering Committees.Periodic field visits by <strong>the</strong> Members <strong>of</strong> Executive and Steering Committees wouldalso be undertaken for efficient implementation <strong>of</strong> <strong>the</strong> project. Online web-basedmonitoring <strong>of</strong> <strong>the</strong> implementation <strong>of</strong> <strong>the</strong> programme shall be done regularly byCAMPA Cell. For online web-based monitoring system, <strong>the</strong> J&K Forest Departmentweb-site jk<strong>forest</strong>.com shall be utilized. The monthly progress report shall bedisplayed on <strong>the</strong> <strong>website</strong> in <strong>the</strong> standard Progress Report pr<strong>of</strong>orma.The VMCs shall be encouraged for effective articulation <strong>of</strong> <strong>the</strong>ir entitlementand <strong>the</strong>ir access to <strong>the</strong> information. The following minimum targets are fixed for internal verification andinspections <strong>of</strong> <strong>the</strong> works at field level by <strong>the</strong> <strong><strong>of</strong>ficial</strong> functionaries:-1. Foresters = 100%2. Range Officer = at least 80%3. Divisional Forest Officer = at least 50%4. Conservator <strong>of</strong> Forests = at least 20%5. Chief Conservator <strong>of</strong> Forests = at least 10%6. CAMPA wing = at randomThe percentage/proportion for inspection and verification by ControllingOfficers, i.e., CF and above shall be as percentage <strong>of</strong> number <strong>of</strong> units established.The incharge implementation agency, i.e., DFO shall report regularly onmonthly basis <strong>the</strong> progress <strong>of</strong> works, online, on <strong>the</strong> departmental <strong>website</strong>. Fieldvisits, inspections <strong>of</strong> sample checks (internally and externally) must be undertakenon regular basis to ensure comprehensive and continuous assessment <strong>of</strong> <strong>the</strong>scheme.The inspecting <strong>of</strong>ficers should submit <strong>the</strong>ir tour notes to <strong>the</strong> respectiveControlling Officers with a copy to <strong>the</strong> CAMPA Cell for information <strong>of</strong> <strong>the</strong> ‘Executive’& ‘Steering Committees’.XX) Financial Procedures:-1. State CAMPA shall prepare its budget for <strong>the</strong> each financial year,showing <strong>the</strong> estimated receipts and expenditure <strong>of</strong> <strong>the</strong> state CAMPA.2. CAMPA shall adopt financial regulations and procedures and inparticular <strong>the</strong> procedure for approval and implementing <strong>the</strong> APOs.3. CAMPA shall maintain proper accounts and o<strong>the</strong>r relevant records andprepare an annual statement <strong>of</strong> accounts in such forms as may beprescribed in consultation with <strong>the</strong> Accountant General.4. The accounts <strong>of</strong> <strong>the</strong> CAMPA shall be audited by <strong>the</strong> Accountant Generalat such intervals as may be specified by him and any expenditure incurredin connection with such audit shall be payable by <strong>the</strong> CAMPA to <strong>the</strong>Accountant General.5. The Accountant General and any o<strong>the</strong>r person appointed by him inconnection with <strong>the</strong> audit <strong>of</strong> <strong>the</strong> accounts <strong>of</strong> <strong>the</strong> State CAMPA shall have<strong>the</strong> same rights and privileges and authority in connection with <strong>the</strong> audit <strong>of</strong><strong>the</strong> Government accounts and in particular, shall have <strong>the</strong> right to demand<strong>the</strong> production <strong>of</strong> books, accounts, connected vouchers and o<strong>the</strong>rdocuments and papers and to inspect <strong>the</strong> <strong>of</strong>fice <strong>of</strong> <strong>the</strong> CAMPA.<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 17


6. The accounts <strong>of</strong> <strong>the</strong> State CAMPA as certified by <strong>the</strong> Accountant Generalor any o<strong>the</strong>r person appointed by him in this behalf toge<strong>the</strong>r with <strong>the</strong> auditreport <strong>the</strong>reon and annual report, shall be forwarded annually to <strong>the</strong> StateGovernment by <strong>the</strong> State CAMPA.7. The State Government shall have <strong>the</strong> power to conduct special audit orperformance audit <strong>of</strong> <strong>the</strong> CAMPA.8. The Annual Report shall provide, inter alia, for:-a. The details <strong>of</strong> various works done and <strong>the</strong> amount spent;b. The details <strong>of</strong> <strong>the</strong> amount received by <strong>the</strong> State CAMPA from varioussources including Central Adhoc CAMPA andc. The observations made in <strong>the</strong> audit report.XXI) Functions <strong>of</strong> CAMPA:-i. Funding, overseeing and promoting Compensatory Af<strong>forest</strong>ation donein lieu <strong>of</strong> diversion <strong>of</strong> <strong>forest</strong> land for non-<strong>forest</strong>ry use under <strong>the</strong> J&KForest (Conservation) Act. 1997ii. Overseeing <strong>forest</strong> and wildlife conservation and protection workswithin <strong>forest</strong> areas undertaken and financed under <strong>the</strong> programme.iii. Maintaining a separate account in respect <strong>of</strong> <strong>the</strong> funds received forconservation and protection <strong>of</strong> Protected Areas.iv. Creating transparency for <strong>the</strong> programme and mobilizing citizensupport; andv. Earmarking up to two percent <strong>of</strong> <strong>the</strong> funds for monitoring andevaluation.Funds <strong>of</strong> <strong>the</strong> State CAMPAThe CAMPA funds o<strong>the</strong>r than NPV shall be kept in an account in <strong>the</strong> <strong>of</strong>fice <strong>of</strong><strong>the</strong> PrCCF. Amount <strong>of</strong> NPV will be regularly transferred to Central Adhoc CAMPA asper orders <strong>of</strong> Hon’ble Supreme Court.1) There shall be credited into <strong>the</strong> account <strong>of</strong> State CAMPAi.Amount transferred to it by <strong>the</strong> Central ad-hoc CAMPA, if any.ii. Receipt <strong>of</strong> all money from user agencies towards CompensatoryAf<strong>forest</strong>ation, penal Compensatory Af<strong>forest</strong>ation, Catchment AreaTreatment Plan or any money for compliance <strong>of</strong> conditions stipulatedby <strong>the</strong> State Government while according approval under <strong>the</strong>provisions <strong>of</strong> <strong>the</strong> J&K Forest (Conservation) Act, 1997 and <strong>the</strong> rulesand <strong>the</strong> guidelines made <strong>the</strong>reunder; and<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 18


2) The State Government may also credit to <strong>the</strong> State CAMPAa. Grants or aid received if any;b. Any loan taken by <strong>the</strong> CAMPA or any borrowings made by it; andc. Any o<strong>the</strong>r sums received by <strong>the</strong> Authority by way <strong>of</strong> benefaction,gift or donations.3) The money received in <strong>the</strong> State CAMPA shall be kept in interest-bearingaccount(s) in bank(s) and periodically withdrawn for <strong>the</strong> works as per <strong>the</strong>Annual Plan <strong>of</strong> Operations (APOs) approved by <strong>the</strong> Steering Committee.Utilization <strong>of</strong> <strong>the</strong> money: <strong>the</strong> money available with <strong>the</strong> CAMPA shall be utilized for meeting -a. Expenditure towards <strong>the</strong> development maintenance andprotection <strong>of</strong> <strong>forest</strong>s and wildlife management as per <strong>the</strong> approved APO;b. The non-recurring as well as recurring expenditure for <strong>the</strong>management <strong>of</strong> <strong>the</strong> State CAMPA, including <strong>the</strong> remunerations payable toits employees appointed on contract by utilizing a minor part <strong>of</strong> <strong>the</strong> incomefrom interest received on funds invested by State and Central CAMPA, butexcluding income from funds recovered from <strong>the</strong> user agencies in caseswhere <strong>forest</strong> land diverted falls within <strong>the</strong> protected area, that is, areanotified under <strong>the</strong> J&K Wildlife (Protection) Act, 1978 for undertakingactivities related to protection <strong>of</strong> biodiversity and wildlife;c. The expenditure incurred on monitoring and evaluation subjectto overall ceiling <strong>of</strong> 2% <strong>of</strong> <strong>the</strong> amount to be sent every year; andd. Disbursement on such o<strong>the</strong>r projects related to <strong>forest</strong>conservation.XXII) Capacity Building Strategies:-Capacity building and training <strong>of</strong> <strong>the</strong> <strong><strong>of</strong>ficial</strong>s and VMCs personnel shall beensured. For this purpose, a state level workshop should be held to discuss <strong>the</strong> newthrust areas and future plan <strong>of</strong> action for successful implementation <strong>of</strong> programmes,once a year. This workshop should be conducted preferably during <strong>the</strong> month <strong>of</strong>June. A workshop one each at regional level should also be conducted on similarlines. At project level, two training workshops for staff and VMCs should beconducted and apart from this, a one day villagers camp should be conductedannually as part <strong>of</strong> Social audit. Leaflets, pamphlets and o<strong>the</strong>r publicity materialsmay be developed and distributed for awareness and publicity purposes. Basictraining on core issues pertaining to <strong>the</strong> act and guidelines must be arranged for <strong>the</strong>staff, including Right to Information Act, 2009.<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 19


XXIII) Payment <strong>of</strong> Wages:-a) Every person working under <strong>the</strong> scheme shall be entitled to wages at <strong>the</strong>minimum wages rate fixed by <strong>the</strong> State Government (Labour deptt.)b) Equal wages shall be paid to both men and women workers under <strong>the</strong>provisions <strong>of</strong> <strong>the</strong> Equal Renumeration Act, 1976.c) It is recommended that wages should be paid preferably on a weeklybasis on a pre-specified date.d) It is essential to ensure that wages are paid to <strong>the</strong> labourers on time andwage rates shall be publicized.XXIV) Records to be maintained:-Proper maintenance <strong>of</strong> records is one <strong>of</strong> <strong>the</strong> success factors <strong>of</strong> <strong>the</strong> scheme.Information <strong>of</strong> critical inputs, process, outputs and outcomes have to bemeticulously recorded. Muster roll registers should be maintained date-wise. Aworks register shall also be maintained which should contain details <strong>of</strong> works suchas number, date <strong>of</strong> sanction, completion date and expenditure incurred etc. Anassets register containing details <strong>of</strong> assets, <strong>the</strong>ir cost, location, current actions,benefits derivable and <strong>the</strong> details <strong>of</strong> works which have added to <strong>the</strong> assets. Amaterial purchase register, depicting <strong>the</strong>rein <strong>the</strong> date <strong>of</strong> purchase <strong>of</strong> material, details<strong>of</strong> material purchased, utilized and balance stocks shall be maintained. Apart from<strong>the</strong>se, nursery journal and plantation journal shall be maintained. Photo and videography<strong>of</strong> <strong>the</strong> area to be tackled shall be done before <strong>the</strong> work is started, after everyone year and at <strong>the</strong> completion <strong>of</strong> works. This should form as part <strong>of</strong> project’s <strong><strong>of</strong>ficial</strong>record.The formats for maintenance <strong>of</strong> <strong>the</strong>se records need to be standardised andprinted at one place for uniform implementation in all areas, which shall follow. Thiswill facilitate proper consolidation and maintenance <strong>of</strong> records at <strong>the</strong> CAMPA CentralOffice.The monthly account shall be maintained at Divisional level and alsosubmitted by 10 th <strong>of</strong> each month to CAMPA Cell, ( presently PrCCF <strong>of</strong>fice), as per <strong>the</strong>prescribed pr<strong>of</strong>orma and laid out procedures contained in Accounts Manual <strong>of</strong>CAMPA (To be compiled and issued separately).<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 20


XXV) Right to information (RTI) Act, 2009 and proactive disclosure:-a) RTI Act shall be followed both in letter and in spirit in all mattersrelating to CAMPA.b) Public access to key records and key information should be resumed atall levels.c) People should be educated on RTI Act.d) The project implementing agencies shall prepare annual report onimplementation <strong>of</strong> <strong>the</strong> Act and a copy <strong>of</strong> it be sent to CAMPA Cell in <strong>the</strong>month <strong>of</strong> April for onward submission to <strong>the</strong> Executive/Steering committeeand to <strong>the</strong> media.The accounts <strong>of</strong> <strong>the</strong> CAMPA shall be audited by Accountant General at suchintervals as may be specified by him and any expenditure incurred in connectionwith such audit, shall be payable by <strong>the</strong> CAMPA to <strong>the</strong> Accountant General.The Accounts <strong>of</strong> <strong>the</strong> State CAMPA as certified by <strong>the</strong> Accountant General orany o<strong>the</strong>r person appointed by him in this behalf toge<strong>the</strong>r with <strong>the</strong> audit report<strong>the</strong>reon, and an annual report, shall be forwarded annually to <strong>the</strong> State Governmentby <strong>the</strong> State CAMPA.CAMPAThe state Government shall have <strong>the</strong> power to conduct special Audit <strong>of</strong> <strong>the</strong>The annual report shall provide enter-alia:-a) The details <strong>of</strong> various works done and amount spentb) The details <strong>of</strong> <strong>the</strong> amount received by <strong>the</strong> state CAMPA form varioussourcesc) The observations made in <strong>the</strong> Audit ReportsXXVI) Public Vigilance and Social Audit:-The basic objective <strong>of</strong> a social audit is to ensure public accountability in <strong>the</strong>implementation <strong>of</strong> <strong>the</strong> project and <strong>the</strong> related terms and policies. One simple form <strong>of</strong>social audit is a public assembly where all <strong>the</strong> details <strong>of</strong> <strong>the</strong> project are scrutinized.However, Social Audit can also be understood in a broader sense, as a continuousprocess <strong>of</strong> public vigilance. Social audit will be used here to refer to <strong>the</strong> periodicassembly convened in respect <strong>of</strong> locals as part <strong>of</strong> <strong>the</strong> process <strong>of</strong> <strong>the</strong> social audit.Social Audit shall also include that <strong>the</strong> beneficiaries and stakeholders <strong>of</strong> <strong>the</strong> projectare involved at every stage right from <strong>the</strong> planning to <strong>the</strong> implementation,<strong>Operational</strong>_<strong>Guidelines</strong>_date_09_FEB___<strong>Page</strong>_1-193169240145820284844.doc. <strong>Page</strong> No: 21


monitoring and evaluation. However, in case <strong>of</strong> CAMPA works <strong>the</strong> technicalparameters shall not be compromised. The transparency in <strong>the</strong> process <strong>of</strong>administration and decision making shall be ensured. Consultation and consent <strong>of</strong><strong>the</strong> people shall be taken while executing <strong>the</strong> works.XXVII) Updating <strong>of</strong> <strong>Operational</strong> <strong>Guidelines</strong>:-As implementation <strong>of</strong> CAMPA activities progresses, need will be felt forclarification, amplification and modification <strong>of</strong> <strong>the</strong>se guidelines.
