CONTRA COSTA COUNTY FIRE & EMS MSRtransport, rescue, hazardous materials response, fire inspection, education, <strong>and</strong> fire-related permitservices.The District provides ground ambulance transport services directly. Ambulances are typicallystaffed by two paramedics. Ambulance transport <strong>of</strong> critical trauma patients requires an extra EMTon board when transport time is expected to exceed 15 minutes. Private companies provide airambulance transport services when needed. The District also provides mutual aid to MOFPD <strong>and</strong>AMR as needed. The District responded to a total <strong>of</strong> 5,129 EMS calls in FY 07-08. SRVFPDprovided 3,412 ambulance transports in 2007. 339 Approximately two-thirds <strong>of</strong> EMS calls required anambulance transport.The District responds to hazardous material incidents within its bounds, <strong>and</strong> also providesmutual aid assistance elsewhere in the County upon request from the lead (first-in) agency. 340SRVFPD’s primary fire prevention strategy is to adopt appropriate requirements (e.g., sprinklers)<strong>and</strong> minimize grass fire exposure. <strong>Fire</strong> prevention activities include inspections for codecompliance, weed abatement, fire suppression systems, fire warning, smoke control <strong>and</strong> watersystems to ensure those facilities meet fire safety codes. <strong>Fire</strong> safety inspections are completedannually for large retail stores, hotels, apartments, schools, day care, <strong>and</strong> residential care facilities;other businesses are prioritized based on risk <strong>and</strong> inspected on a regular 18-30 month cycle.Vegetation inspections are conducted annually for approximately 2,200 properties with complaintsor past compliance challenges; further enforcement <strong>and</strong> inspection activity is focused on bringingthe non-compliant properties into compliance. The District abates no more than five percent <strong>of</strong>these properties annually.The District’s public education programs, providing safety <strong>and</strong> disaster preparednessinformation, include traditional school safety programs as well as programs oriented toward seniors<strong>and</strong> business communities. The school program provides a 50-minute in-classroom teaching activityfor grades 1-5, <strong>and</strong> educates 6,000 students annually. Through its Community <strong>Emergency</strong> ResponseTeam (CERT), the District <strong>of</strong>fers periodic training to local agencies <strong>and</strong> the public in CPR, first aid,hazardous materials, <strong>and</strong> light search <strong>and</strong> rescue to promote disaster preparedness.The District serves as the primary emergency operations centers for the cities <strong>of</strong> San Ramon <strong>and</strong>Danville.Dispatch <strong>Service</strong>sAll 911 calls made from l<strong>and</strong> lines are automatically routed to the Contra Costa County Sheriff,which is the Public Safety Answering Point (PSAP). Once the PSAP dispatcher determines a callrequires fire department response, the call is relayed to the SRVFPD secondary PSAP. SRVFPDdirectly dispatches the District’s staff, <strong>and</strong> provides accredited emergency medical dispatch services(i.e., pre-arrival life-saving techniques).
