Arina AndreiikaHead of the Managing Authorityof the <strong>Latvia</strong>–<strong>Lithuania</strong> Cross BorderCooperation Programme 2007–2013<strong>Latvia</strong> <strong>and</strong> <strong>Lithuania</strong> have a long history of cooperation, which today hasgained new meaning in the context of territorial integration <strong>and</strong> the efcientmanagement of resources in the region <strong>and</strong> its more competitive status inthe Baltic Sea region. Cross border cooperation illustrates a common desireto have deeper commitments to create smooth neighborhood <strong>and</strong> achievetangible results in the border regions.In the period 2007 – 2013 the next generation of European TerritorialCooperation programmes has given us the great opportunity to continueINTERREG IIIA experience in more extend <strong>and</strong> targeted way by creatingnew cross border cooperation programme for <strong>Latvia</strong> <strong>and</strong> <strong>Lithuania</strong>.This programme provides an important forum for national <strong>and</strong> regionalauthorities, NGO, municipalities <strong>and</strong> universities for sharing commoninterest in regional development <strong>and</strong> cross border partnership, exchangeof experience as well as implementation of joint investment projects in ourborder regions.Introduction2


On behalf of the Managing Authority of the Programme I have the honour ofpresenting our rst brochure, which introduces 44 cross border cooperationprojects that were already been approved <strong>and</strong> launched. At present, a totalof 33 million euros has already been allocated to various projects, which ismore than a half of the total programme funding, however we look forwardto the addition of more joint projects that were selected in 2010 <strong>and</strong> alsolook forward to receiving more project applications in future open calls.This brochure will give programme stakeholders a chance not only to learnmore about the projects, but also about the added value created by these44 cross border cooperation projects in promoting the development ofa dynamic European region. This region is a gateway for transport <strong>and</strong>trade, <strong>and</strong> possesses not only a unique cultural <strong>and</strong> historical identity, buta highly-educated <strong>and</strong> exible population able to meet global economicchallenges, spur innovative, <strong>and</strong> attract investment.It is a great honour for the Ministry of Regional Development <strong>and</strong> LocalGovernments of <strong>Latvia</strong> fullling the functions of the Managing Authority <strong>and</strong>assisted by newly established Joint Technical Secretariat to undertake theimplementation <strong>and</strong> monitoring of the programme in close cooperation withnational responsible authorities in both countries of <strong>Latvia</strong> <strong>and</strong> <strong>Lithuania</strong>.I would hope this brochure would act as an impetus for you in initiating<strong>and</strong> implementing new joint projects which create a basis for growth <strong>and</strong>prosperity for all.3

European Union Strategy for theBaltic Sea RegionStarting at the end of 2009, the Programme took on board the EU Strategyfor the Baltic Sea Region, the rst ever macro-regional strategy created bythe EU.European Union Strategy for the Baltic Sea RegionThe main aim of the Strategy is to coordinate existing efforts to improveliving st<strong>and</strong>ards for inhabitants through the stimulation of social <strong>and</strong>economic development together with the improvement of environmentalst<strong>and</strong>ards in the Baltic Sea Region.As cross border cooperation supported by the Programme has shown theimportance of performance-based <strong>and</strong> result-oriented regional developmentin the Baltic Sea Region, we therefore suggest to outline how the projectsof the Programme contribute to the implementation of the Strategy.6

However the number ofthose working in this sector is steadily decreasing each year, affecting theentire maritime sector in the Klaipeda <strong>and</strong> Kurzeme regions.Two educational institutions, Liepaja Maritime College <strong>and</strong> the <strong>Lithuania</strong>nMaritime Academy, have joined forces to tackle this problem by providinglife-long learning opportunities, assisting those who want to further theirstudies or receiving certification for working in the industry according to<strong>Lithuania</strong>n <strong>and</strong> <strong>Latvia</strong>n laws.The project also calls for the upgrading of teacher qualifications <strong>and</strong> teachingcompetence, while students are offered the opportunity to participate inmobility programmes. Newly built modern training facilities, laboratories, anew Global Maritime Distress <strong>and</strong> Safety System simulator <strong>and</strong> up-to dateteaching <strong>and</strong> learning materials help to provide informative <strong>and</strong> insightfulclasses.8

A virtual incubator <strong>and</strong> businessinformation centre is an ideal way for start-ups to exchange business ideas<strong>and</strong> experiences so they can become competitive, profitable businesses.The project calls for the creation of a joint virtual business support networkfor innovative start-up companies. The virtual incubator will be a storeroomof information with 93 hours of online courses, while experts will beavailable to provide information <strong>and</strong> consultations. There are also plans tomake a digital map of creative industries <strong>and</strong> innovative businesses <strong>and</strong>also organise two interregional career fairs.10

A website in <strong>Lithuania</strong>n, <strong>Latvia</strong>n <strong>and</strong> Englishhas been created for those involved in the universities as well as the widerpublic of the region. In addition, a database of companieswill be created where they can advertise internships <strong>and</strong> training, servingas a bridge between businesses <strong>and</strong> those looking for experience <strong>and</strong>further training.Another objective of the project is targeted at youth. Students in theirfinal year of secondary school from both <strong>Latvia</strong> <strong>and</strong> <strong>Lithuania</strong> were invitedto joint training sessions. University lecturers <strong>and</strong> representatives frombusinesses gave advice on how to develop a business plan, work in a group,the basic principles of marketing, <strong>and</strong> communication in business. Thesesessions helped students to develop their leadership skills, start planning acareer or start their own business.16

Universities <strong>and</strong> municipalities are workingtogether to reduce the administrative burden in starting <strong>and</strong> running abusiness in 8 cities <strong>and</strong> regions.In close cooperation with municipalities, the project partners will initiatetwo pilot projects <strong>and</strong> analyze how the administrative system could beimproved. It is hoped that the results will be able to be used to find applicablesolutions on how to reduce bureaucracy <strong>and</strong> ensure work effectiveness.18

The projectwill be implemented in 1st <strong>and</strong> 2nd Basic Schools, 5th Secondary School,Evening School, the Creativity <strong>and</strong> Science Centre in Ventspils, GrobinasSecondary School, Durbenes Secondary School, H. Zudermanas SecondarySchool, <strong>and</strong> Vytautas Magnus Gymnasium <strong>and</strong> Vetrunge Gymnasium inKlaipeda.20

A report on the research that provides data to foreign franchisors<strong>and</strong> raises awareness on franchising locally will be published in English,<strong>Latvia</strong>n, <strong>Lithuania</strong>n, Spanish, French, German <strong>and</strong> Russian. Fire FightingPriority II - Attractive Living Environment <strong>and</strong> Development of Sustainable Community2.1 Enhancing Joint Management of Public Services <strong>and</strong> Natural ResourcesCommon Fire <strong>and</strong> Rescue ServiceResponse System on the BorderA lack of equipment <strong>and</strong> cooperation have been some of the main barriersin responding quicker to fire <strong>and</strong> rescue calls from border residents.Faced with similar problems, the two project partners - Panevezys County’sFire Fighting Rescue Board <strong>and</strong> State Fire <strong>and</strong> Rescue Service of <strong>Latvia</strong>’sBauska District - prepared a joint project that aims to create a joint firefighting rescue service response system in the Panevezys <strong>and</strong> Bauskaregions. This would allow them to pool the resources of their fire fightingrescue forces.Organizations are working on preparing a joint plan for responding to fires<strong>and</strong> rescue situations. There are seminars being organized that discussstrategies <strong>and</strong> provide an opportunity to share best practices. Water qualityPriority II - Attractive Living Environment <strong>and</strong> Development of Sustainable Community2.1 Enhancing Joint Management of Public Services <strong>and</strong> Natural ResourcesImprovement of water quality in small settlements Vircava (LV)<strong>and</strong> Sauginiai (LT)Since 1999, the municipalities of the Siauliai District in <strong>Lithuania</strong> <strong>and</strong> JelgavaDistrict in <strong>Latvia</strong> have been cooperating in preparing <strong>and</strong> implementingjoint projects. These municipalities share a common border, which includesthe Lielupe river basin. Both project partners are currently faced with theproblem of polluted rivers in the Lielupe river basin due to poor waste watertreatment that leads to sewage flowing into surface <strong>and</strong> groundwater.Poor waste water treatment is a barrier for greater biodiversity <strong>and</strong> thedevelopment of water tourism in both districts. Moreover it adverselyaffects the inhabitants of the towns of Sauginiai <strong>and</strong> Vircava. Hospitals in border areas have a responsibility toensure necessary first-aid services to everyone. Medical equipment for thereceiving units <strong>and</strong> emergency units has been purchased under the projectto help upgrade the infrastructure of hospitals in Skuodas <strong>and</strong> Mazeikiaiin <strong>Lithuania</strong> <strong>and</strong> hospitals in Priekule <strong>and</strong> Saldus in <strong>Latvia</strong>. In addition,emergency vehicles have been purchased for these hospitals so help canbe rendered to everyone along the border.In order to develop public health services in the border area, languagecourses were organized for medical staff in each hospital. Doctors <strong>and</strong>specialists from Priekule <strong>and</strong> Saldus attended <strong>Lithuania</strong>n language coursestotalling 40 hours, while doctors <strong>and</strong> specialists from Skuodas <strong>and</strong> Mazeikiaiattended <strong>Latvia</strong>n courses for the same duration. These language coursesaid communication between doctor <strong>and</strong> patient <strong>and</strong> allow for the sharingof medical staff <strong>and</strong> knowledge, thereby contributing to the well-being ofinhabitants on both sides of the border.Creating a joint strategy <strong>and</strong> model for e-cooperation is the first step forhospitals located along the <strong>Latvia</strong>n-<strong>Lithuania</strong>n border to be able to pooltheir resources effectively. Their culture centres play a big rolein community life. They are places where both locals <strong>and</strong> visitors can meettogether, listen to music, watch a play or actively participate in variousclubs.Before the project, both culture centres were suffering: they were poorlylit <strong>and</strong> insulated, <strong>and</strong> had damaged furniture, as well as outdated sound<strong>and</strong> light systems. The buildings, which were at least 30 years old, hadnever been properly renovated. It was also felt that the management ofthe centres needed to be upgraded. These problems united both projectpartners to look for solutions.The project was able to strengthen cooperation in the cultural sectorbetween Daugavpils <strong>and</strong> Rokiskis. The infrastructure of the culture centresin both towns was improved. International theatre <strong>and</strong> circus festivals aswell as other events have been organized in the reconstructed halls. Culturalmanagers have been able to participate in trainings <strong>and</strong> raised competence -which was a first step introducing a new modern management system.All project activities resultedthat culture centresbecame more attractive<strong>and</strong> accessible fordifferent social groups,including people withdisabilities <strong>and</strong> familieswith small children, thusenhancing cross-bordercooperation.54

Five new tourist routes along the <strong>Latvia</strong>n-<strong>Lithuania</strong>nborder will invite one to explore the art of wood carving, enjoy the richculinary heritage of the region by tasting traditional foods, find out thesecrets of artisans as they work on leather, stone or clay, or experience anunforgettable journey into the world of history <strong>and</strong> art.Those employed in the cultural sphere along with artisans will have theopportunity to develop their skills in workshops. Local inhabitants <strong>and</strong>visitors will also be able to enjoy international craft festivals <strong>and</strong> travellingphoto exhibitions that are planned for the region. This project is a continuation of previousprojects between the Latgale region <strong>and</strong> Utena County, which set a goalof establishing joint tourism destinations. Previous cooperation promotedgreater administrative capacity, aspects for further development, <strong>and</strong> acommon strategy.The project aims to help deepen knowledge of developing tourism <strong>and</strong>focus on specific investments in the water tourism infrastructure, alongwith market product development <strong>and</strong> capacity building activities. Theproject will help to provide a greater range of tourism brochures, maps <strong>and</strong>services, raise economic gains from tourism, <strong>and</strong> improve the coordinationof tourist destinations along the border involved with water tourism. Theproject is investing in 20 water tourism recreation sites, which are locatedin a total of 7 municipalities; 10 objects in 2 districts in Utena County in<strong>Lithuania</strong>, <strong>and</strong> 10 objects in 6 municipalities in <strong>Latvia</strong>’s Latgale region. Alsothere are technical documentation for improvement of 11 recreation sitesprepared.These rebuilt or soon to be rebuilt places are linked by a networkbringing together more than 150 tourism providers in <strong>Latvia</strong> <strong>and</strong> 102tourism providers in <strong>Lithuania</strong>. The project partners are coordinating thedevelopment <strong>and</strong> promotion of 16 new water-based tourism products,conducting training <strong>and</strong> seminars to facilitate the exchange of experience,product development workshops, <strong>and</strong> the publication of maps of tourismroutes. An extensive marketing campaign has been <strong>and</strong> is currently beingcarried out in local media. The projectincludes student exchanges between the two schools, which can facilitatethe sharing of knowledge from different learning environments.Attention is also focused on the involvement of people with disabilitiesliving in these towns. A joint opera called “Little Grasshopper” will be organizedfor them, along with an art therapy festival. It is hoped that theseactivities will contribute to lessening social exclusion <strong>and</strong> discrimination ofthe people with disabilities in the countries of the project partners.The main activities of the project include the Symbols of Ziemgala artplenary, a trash cleaning campaign of Lokava Mound along with a Midsummercelebration on the mound. Based on this research, learning material is being preparedon national costumes, history, culture <strong>and</strong> ethnography of the Balts as wellas <strong>Lithuania</strong>n-<strong>Latvia</strong>n comparative linguistics. In addition, art exhibitionsdevoted to promoting unity among the Balts are scheduled to be held inJelgava, Liepaja <strong>and</strong> Siauliai.To develop an academic <strong>and</strong> cultural network between <strong>Latvia</strong>n <strong>and</strong> <strong>Lithuania</strong>nstudents <strong>and</strong> researchers a youth conference on unity among theBalts will be organized. Be to, šiomsligoninms nupirkti greitosios pagalbos automobiliai,kad visiems pasienio gyventojams pagalbatapt prieinama.Viešosioms sveikatos apsaugos paslaugoms pasienioregione pagerinti kiekvienoje ligoninjemedicinos personalui organizuoti kalb kursai.Priekuls ir Saldaus gydytojai ir specialistailank 40 val. trukms lietuvi kalbos kursus,o Skuodo ir Mažeiki medikai – tokios pat trukmslatvi kalbos kursus. Tokie kalb kursaipadeda gydytojams bendrauti su pacientais irleidžia medicinos personalui dalytis patirtimi, otai svarbu abiej šali pasienio regiono gyventojams.Bendros strategijos ir elektroninio bendravimokrimas – pirmas palei Latvijos ir Lietuvossien išsidsiusi ligonini žingsnis siekiantveiksmingai naudoti turimus išteklius. J kultros centrai vaidina svarb vaidmenbendruomens gyvenime. Tai yra vietos,kur vietos gyventojai ir lankytojai gali susitikti,klausytis muzikos, žirti vaidinimo ar aktyviaidalyvauti vairi klub pramogose.Prieš projekto pradži abiem kultros centramsdaug ko trko: jie buvo prastai apšviesti ir apsaugoti,juose trko bald, o garso ir šviesossistemos buvo pasenusios. Mažiausia prieš 30met pastatyti pastatai niekada nebuvo tinkamairemontuoti. Jautsi, kad centr valdymreikt pagerinti. Abu projekto partneriai nutarsprendim ieškoti bendrai.Projektui pavyko sustiprinti Daugpilio ir Rokiškiokultros sektori bendradarbiavim. Buvopagerinta abiej miest kultros centr infrastruktra.Rekonstruotose salse suorganizuotitarptautiniai teatro ir cirko festivaliai, vyksta kitirenginiai. Kultros vadybininkai galjo dalyvautimokymuose ir kelti kompetencij, o tai yrapirmas žingsnis naujos šiuolaikiškos valdymosistemos link.Dl visos pagal projekt vykdytos veiklos kultroscentrai tapo patrauklesni ir prieinamesnivairi socialini grupi žmonms, skaitant ne-galiuosius ir mažus vaikus turinias šeimas, otai skatina tarpvalstybin bendradarbiavim irkuria teigiam regiono vaizd.108


Clay TourProjekto tikslas – skatinti bendruomeni kultrinir krybin turizm populiarinant keramikostradicijas Daugpilio ir Utenos regionuose.Utenos kraštotyros muziejus, kuris yra svarbiausiaistorijos ir meno staiga Lietuvos šiaursrytuose, ir Daugpilio miesto dmos Kultrosvaldyba, kuri yra svarbiausia kultros staigaDaugpilyje, bendromis jgomis steig keramikosmeno centrus, kuriuose saugomas ir populiarinamasregiono paveldas ir kultra.Atnaujinti centrai tapo doms vietos gyventojamsir turistams. Moksleiviai nekantrauja daugiausužinoti apie keramik ir dalyvauti naujoseedukacinse programose, o reguliars renginiaisulaukia didelio lankytoj skaiiaus. Projektastaip pat trauk vyresniosios kartos amatininkus,padeda jiems susigržinti pasitikjim savimiir teikia param, pabržia j darbo svarbši<strong>and</strong>ienos visuomenei ir ateities kartoms. Beto, projektui sukurta svetain www.keramikosratas.visiems.lt, kur galima rasti vis su juosusijusi informacij.Museum AccessLatvijos Žiemgalos regiono ir Lietuvos šiaursmuziejai gali pasigirti senoviniu kultriniu paveldu,taiau j apsaugos ir populiarinimo priemonesreikjo modernizuoti.Projektas suvienijo 10 partneri, siekiani gerinantdevyni regiono muziej slygas ir darbbei padaryti juos patrauklesnius ir prieinamesnius.Taip pat šis projektas padjo sukurti regionomuziej tinkl.Vykdant projekt atnaujinti muziej pastatai, oparodoms pristatyti naudojamos šiuolaikiškostechnologijos. Kitos projekto veiklos yra kelioninuotrauk paroda, kurioje demonstruojami vaikdarbai, ir regiono konferencija apie miestovaizdžio krim. Projektas pasilys didesnturizmo brošir, žemlapi ir paslaug pasirinkim,didins turizmo teikiam peln ir padsgeriau koordintuoti poilsiautoj, pasirinkusiv<strong>and</strong>ens turizm palei sien, pasiskirstym. Pagalprojekt investuojama dvidešimt v<strong>and</strong>ensobjekt, išsidsiusi septyniose savivaldybse:dešimt objekt dviejuose Utenos apskrities rajonuoseir dešimt objekt penkiose Latgalos regionosavivaldybse Latvijoje. Sukurtisporto infrastruktros gerinimo planai, skaitantnaujojo sporto komplekso statybas Plungje irBausks sporto komplekso tobulinim.TSOC110Šiuo projektu siekiama sukurti palankesnesslygas žmonms aktyviau sportuoti ir skatintiaktyv sporto bendradarbiavim tarp Skuodo irLiepojos rajon.Vykstant projektui organizuojamos vairiossporto rungtyns, kuriose dalyvauja abiej partneriteritorij atstovai. Ši rungtyni tikslasyra skatinti sveik vairi amži ir socialini ekonominisluoksni žmoni gyvensen. Siekiantužtikrinti ilgalaik rezultat planuojama gerintiLiepojos ir Skuodo rajon sporto infrastruktrir pirkti sporto inventori.Projekto privalumai – atnaujinti sporto kompleksaiabiejuose regionuose, dvišaliai ryšiai irbendradarbiavimas, kur šie rajonai gali panaudotivisam savo potencialui atskleisti ir suvienytivairi sporto interes skirtingo amžiaus abiejlyi žmones.ASPARAGUSProjekto tikslas yra skatinti vietines Latvijos irLietuvos bendruomenes bendradarbiauti ir pradtinaujovišk žems kio versl bei populiarintigerj šparag auginimo praktik.Projekto metu bus atliktas rinkos tyrimas, kuriotikslas yra aiškinti šparag naudingum ir ieškotiprodukcijos realizavimo galimybi Latvijosir Lietuvos pasienio regionuose.Siekiant skatinti darbo viet krim šiamesektoriuje bus dalijamasi gerja praktika, organizuojamiseminarai, kuriuose bus vaizdžiaiaiškinamas šparag auginimas, kulinariniaisusitikimai, kuriuose bus rodoma, k galimaiš j pagaminti. Taip pat bus aiškinamas augalovartojimo poveikis sveikatai ir pristatomiveiksmingi jo auginimo bdai. Be to, bus sukurtidu mokomieji filmai apie šparag auginimoraid.SEASONSBalv rajono (Latvijoje) ir Kelms rajono (Lietuvoje)vietos gyventojai skatinami dalyvauti festivaliuoseir rengti „žaliuosius“ turgelius, kuriebus organizuojami per tradicines met šventes.Projektas skatina šoki kolektyv, chor irliaudies muzikos ansambli, nevyriausybiniorganizacij ir vis dalyvaujani amatininkbendradarbiavim, teikia jiems galimyb dalytispatirtimi, plsti akirat ir užmegzti ryšius. Projektaspadjo vietos savivaldybms populiarintisavo tradicijas ir vertybes bei parodyti savo unikalumvisuomenei.Education Network mokymo programas traukta nauja mokymogamtoje koncepcija. Vykdant projekt bus išpltotasaplinkos mokymo tinklas, kurio centrubus Kaman valstybinis gamtinis rezervatasLietuvoje ir Tervets gamtos parkas Latvijoje.Pagrindinis projekto tikslas yra sukurti naujusspecializuotus mokymo metodus ir mokytimoksleivius pažinti aplink.Abi apsaugotos teritorijos siekia tapti regioniniaisaplinkosauginio švietimo centrais,kuriuose bus organizuojami mokymo gdžitobulinimo mokymai mokytojams, kuriamanaujoviška mokomoji medžiaga moksleiviamsir rengiamos interaktyvios parodos. Visa mokomojimedžiaga bus rengiama latvi ir lietuvikalbomis.


Arts, Ethnic IdentityŠio projekto tikslas – bendradarbiavimas tarpdviej muzikos mokykl, esani 15 km atstumuviena nuo kitos Naujojoje Akmenje (Lietuvoje)ir Aucje (Latvijoje). Projektas apimaši mokykl mokini mainus, kurie skatins dalijimsiskirtingose mokymo aplinkose gytomisžiniomis.Ypatingas dmesys kreipiamas šiuose miestuosegyvenani negalij traukim. Jie bustraukti opera „Žiogelis“ krim ir men terapijosfestivalio veiklas. Tikimasi, kad ši veikla mažinssocialin atskirt ir negalij diskriminacijprojekto partneri šalyse.Pagrindiniai projekto renginiai – Žiemgalossimboliu taps meno pleneras, šiukšli rinkimokampanija ir Jonini švent Luokavos piliakalnyje.Taip pat projekto metu bus rengiami seminaraimuzikos mokykl mokytojams, jungtinioabiej mokykl simfoninio orkestro koncertas,Latvijos nepriklausomybes dienai pamintiskirtas liaudies muzikos koncertas ir džiazofestivalis, kurio kulminacija – muzikos festivalis„Žiemgalos aidas“.Mokykloms bus nupirkti muzikos instrumentai,baldai, liaudies drabužiai, metodin literatrair gaid popierius. Taip pat bus atlikti remontodarbai.CelebrateRokiškio, Viesyts ir Aknystos gyventojai ir lankytojaibus pakviesti tris liaudies festivalius,organizuojamus kiekviename ši pasienio miesteli.Projektu siekiama praturtini ši bendruomenikultrin gyvenim ir suteikti kultrosdarbuotojams galimyb dalytis patirtimi. Vietosliaudies artistai turs galimyb dalyvauti tarptautiniameprojekte ir užmegzti kontaktus sukaimynais.Taip pat numatoma investuoti scen garso iršviesos rang ir pirkti tradicinius instrumentusir kostiumus vietos liaudies muzikos ansambliams.Innovative CultureSaldaus, Mažeiki ir Telši rajonai panašs netik teritorijos dydžiu ir gyventoj skaiiumi.Juos taip pat sieja ilga bendradarbiavimo (daugiausiakultrinio) istorija.Projektas padjo skatinti naujas idjas ir renginius,tokius kaip naktinis jaunimo šoki festivalis,bendros poezijos kolekcijos publikavimas irparod organizavimas. Seminarai, naujos menšvietimo ir mokymo programos, nauj medžiagir rangos pirkimas teikia mokiniams galimybdidinti j krybinius gdžius.Projekto ne tik padeda pltoti bendradarbiavimper sien, bet taip pat numatyta ir parengtibendr rinkodaros plan darbui kultros sferoje.Planas bus numatytas nuolatinis trij projektopartneri bendradarbiavimas, veikl kultrossrityje koordinavimas, numatyta bendra kultrosrengini rinkodaros strategija.UBUSŠiauli, Latvijos žems kio ir Liepojos universitetstudentai aktyviai dalyvauja kultriniamesavo regiono gyvenime, bet jiems trksta žiniapie j kaimyn kultr. Universitetai, kuriuossieja bendra balt kultra ir istorija, pradjogaivinti ilgas tradicijas turint balt bendradarbiavim.Vienas pagrindini projekto tiksl buvo surengtistudentams dvi stovyklas, kuri uždaviniai –mokyti scenografijos, scenarij rašymo ir drabužidizaino, taip pat skatinti regiono istorinioir kultrinio paveldo tyrimus. Remiantis tyrimorezultatais parengta mokomoji medžiaga apiebalt tautinius drabužius, istorij, kultr iretnografij bei lietuvi ir latvi kalb lyginamjkalbotyr. Be to, suplanuota Jelgavoje,Liepojoje ir Šiauliuose vyksianti balt vienybsparoda.Akademiniam ir kultriniam Latvijos ir Lietuvosstudent ir tyrintoj tinklui pltoti bus surengtajaunimo konferencija apie balt vienyb. Pasibaiguskonferencijai rinktiniai jos pranešimaiir meno darbai bus paskelbti naujojoje projektosvetainje adresu www.ubus-latlit.eu. Svetainjebus skelbiama informacija apie bendr baltistorin ir kultrin paveld, skatinamas Latvijosir Lietuvos student bendradarbiavimas,taip pat naudojantis svetaine galima dalytisidjomis.ART SPAWNLietuvos ir Latvijos menininkai iš Šiauli ir Kuldygossutelk jgas bendroms naujovišk rengini,toki kaip gatvi meno pasirodymai irparodos senoviniuose pastatuose, programomspltoti. Kultros darbuotojams surengtos patirtiesdalijimosi kom<strong>and</strong>iruots, abiej miestmenininkams pasilyti seminarai.Ypatingas dmesys buvo skirtas seminaruspakviestiems jauniems žmonms, kurie moksifilmuoti, naudoti naujas priemones pasirodymuoseir tobulinti meninius sugebjimus.Ziemgala TraditionsProjekto tikslas – pritraukti kuo manoma daugiaužmoni iš Latvijos ir Lietuvos pasienio regiontarpkultriniam dialogui ir bendradarbiavimuiskatinti.Projekto metu bus surengta konferencija švietimoir kultrinio identiškumo, tradicini paproiugdymo, kultrinio bendradarbiavimo ir bendrrengini skatinimo temomis. Bus parengta internetosvetain, kurioje bus patalpinta informacijaapie Žiemgalos istorij, paproius ir tradicijas,vairi rengini datas ir vietas, Latvijosir Lietuvos men ir muzikos ansambli ir organizacijkontaktai.Taip pat numatoma išleisti knyg apie pasienioregiono kulinarin paveld, papildyt paveikslliaisir receptais.111


Preschool EducationŽeimelio darželis Lietuvoje ir Rundals darželisLatvijoje yra vos 12 km atstumu vienas nuokito, taigi puikiai tinka bti projekto partneriais.Darželiuose siekiama stiprinti bendradarbiavimpasirinkus vaik sveikatingumo tem ir mokytikaimyn paproi ir tradicij.Tam tikslui organizuojami vairs renginiai,skaitant vaikams ir j tveliams rengiamasSveikatos dienas, festivalius, koncertus, vasarosvaik stovyklas, informacini technologijmokymus ir seminarus aukltojams.Dar viena projekto užduotis yra paruošti mokomjmedžiag latvi ir lietuvi kalbomis.Vaikai bus supažindinami su Žiemgalos regionotradicijomis ir mokomi pratim, padsiani išlaikytiteising kno laikysen.Kuriama interneto svetain, kurioje bus pateiktainformacija apie projekt, lietuvi ir latvipaproiai ir tradicijos, rengini datos ir vietosbei forumas, kuriame Rundals ir Žeimelio bendruomensgalt aptarti juos dominanius dalykusir pasidalyti idjomis.Green InvestmentsAštuonios Latvijos ir Lietuvos bendruomenskurs patrauklesn žali gyvenamj aplink.Per talkas vietini bendruomeni nariai statyssuoliukus ir šiukšliadžes, sodins medžius irgles vienuolikoje viešj erdvi: Ludzos piliesteritorijoje, Uod kalno, rotušs aikšts ir ežeroapylinkse Ludzoje, Lznavos parke, centrinjeaikštje ir lauko estradoje Agluonoje, Kraslavospilies parke, Smlyns parke Utenoje, Anykš-i parke, Kupiškio piliakalni parke. Naujairengtas „Draugysts“ parkas Kraslavojetaps tarpvalstybiniu kaimynini šali bendradarbiavimosimboliu.Projekte taip pat numatyta surengti tarptautinforum „Žalia visuomen ir žalios investicijos“,kurio tikslas – vietos gyventoj patrauklios gyvenimoaplinkos ir tausaus gamtos ištekli naudojimoprivalum supratimo ugdymas.TouchBall-TouchLifeSportas pasirinktas kaip moksleivi sveiko ir socialiaiaktyvaus gyvenimo bdo skatinimo priemon. š projekt trauktos institucijos kovojasu bendromis pasienio regiono jaunimui bdingomisproblemomis, tokiomis kaip rkymas,nepakankamas fizinis aktyvumas ir alkoholiovartojimas.Sportas pasirinktas problemai sprsti. Lietuvojeir Latvijoje buvo pristatytas australiškas regbis,kadangi šis žaidimas yra nekontaktinis, sužalojimtikimyb maža. Sportuodami vaikai galiišmokti sžiningo žaidimo princip, taisykli laikymosi,pagarbos kitiems, disciplinos.Taip pat siekiama surengti kelis seminarus irmokymus, o sezon užbaigti „Sauls taurs“rungtynmis, kurios taps projekto kulminacijair skatins mokytoj ir jaunimo motyvacij treniruotis,mokytis ir sportuoti.Siekiant užtikrinti kuo didesn dalyvaujanimokykl ir moksleivi kiek ir kuo ilgiau išlaikytidalyvius, sukurta interneto svetain, kuriojegalima rasti vis svarbi informacij, skaitantdalyvi registracij, tvarkarašius ir rungtynirezultatus. Daugiau informacijos pateikta projektoportale www.balticrugby.net.Be to, Eljos ir Joniškio mokyklos bus aprpintosšiuolaikiškomis mokomosiomis priemonmis,kurias galima panaudoti sportuojant.
