This <strong>maglev</strong> line, with a total length of<br />
291 km, is planned to run from <strong>Hamburg</strong><br />
to <strong>Berlin</strong> through the federal states of<br />
Schleswig-Holstein, Mecklenburg-Western<br />
Pomerania and Brandenburg. Passenger<br />
<strong>train</strong>s will reach a speed of 450<br />
km/h and travel non-stop or with a single<br />
stop in Schwerin, cutting the journey time<br />
from <strong>Hamburg</strong> to <strong>Berlin</strong> from three hours<br />
to one hour.<br />
The total costs for the project, which was<br />
planned from 1994 to 2000, are estimated<br />
at 4,9 billion Euros, whereby the track<br />
and stations would cost 3,05 billion Euros,<br />
the remaining ca. 1,85 billion Euros<br />
for systems technology and vehicles.<br />

The <strong>Transrapid</strong> <strong>maglev</strong> was the first major<br />
“private public partnership” project in<br />
Germany. A large number of public and<br />
private institutions were involved.<br />
Among other tasks, Krebs und Kiefer<br />
was responsible for the outline design<br />
<strong>planning</strong> and for the production of the<br />
public <strong>planning</strong> procedure documents<br />
(authorization <strong>planning</strong>) in the Schleswig-Holstein<br />
section. Its activities included<br />
object <strong>planning</strong>, structural design,<br />
coordination of equipment <strong>planning</strong>, project<br />
support, cost and schedule <strong>planning</strong><br />
as well as support for public relations<br />
work and for the public hearings procedure.<br />

In addition to the pure <strong>planning</strong> tasks, a<br />
main focus of the project was on coordination<br />
and management. Many expert reports<br />
and results of specialist <strong>planning</strong><br />
work, e.g. on geology, hazardous waste,<br />
environmental impact, noise and vibrations,<br />
technical equipment of the line,<br />
energy supply and temporary measures<br />
for construction logistics purposes were<br />
integrated and matched during numerous<br />
meetings in order to ensure seamless<br />
<strong>planning</strong>.<br />
An important prerequisite for the construction<br />
of a successful high-tech transportation<br />
facility is the choice of the best<br />
possible route layout. For this purpose,<br />
Krebs und Kiefer evaluated aerial photos<br />
of the terrain which had been transformed<br />
into a digital terrain using the latest<br />
computer technology.<br />
Existing settlements, buildings and infrastructure<br />
were taken into consideration<br />
in the <strong>planning</strong> process, as were environmental<br />
and cost criteria, in order to identify<br />
the best position for the new line which<br />
was to be in close proximity to the existing<br />
A24 motorway. As a result, the line<br />
crosses the motorway in two places at a<br />
very oblique angle.<br />
The large numbers of traffic routes crossing<br />
the line make high demands on the<br />
<strong>planning</strong> and construction of the required<br />
civil engineering structures. In the<br />
Schleswig-Holstein section, the two flyovers<br />
over the motorway, the Billetal bridge<br />
(needed to cross the Billetal nature reserve<br />
and flora and fauna habitats in the<br />
area) and the bridge over the Elbe-<br />
Lübeck canal are of special interest.<br />
For these structures, difficult structural<br />
and construction issues (deformation limits,<br />
poor subsoil) have to be solved and<br />
demanding requirements on design,<br />
cost-effectiveness and environmental acceptability<br />
must be fulfilled.<br />
Informing the public about the progress<br />
of the <strong>planning</strong> process is another important<br />
factor in successful project management.For<br />
this purpose, the <strong>planning</strong> documents<br />

parties the opportunity to find out<br />
about the project at an early stage, which<br />
helps to optimize the handling of the authorization<br />
process. The results from this<br />
preparatory project agreement phase<br />
are integrated into the outline design<br />
<strong>planning</strong> and the public <strong>planning</strong> procedure.<br />
Krebs und Kiefer's <strong>planning</strong> work also includes<br />
support for the public <strong>planning</strong> procedure.<br />
All objections are documented,<br />
analyzed and addressed individually<br />
using a special objection processing system.<br />
Krebs und Kiefer took part in the hearings<br />
and explanatory meetings, preparesfor<br />
these and provided support for the<br />
preparation of the public <strong>planning</strong> decisions.<br />
