SERP believes thatpoor have a strong desire and innate ability to come out of poverty. Further theyhave a strong sense of self help and volunteerism. They are poor on account ofvarious obstacles - social, psychological, political and economic, and it is theseobstacles which are suppressing poor people's innate abilities. SERP believes thatonly by building their own institutions they can unleash their innate energies andcome out of poverty. The process of social mobilization and empowerment doesnot happen on its own and it needs to be induced.SERP is the statewide sensitive support institution which induces socialmobilization. SERP is an independent autonomous Society registered under PublicSocieties Act. The General body consists of 25 members of whom 9 are ex-officiomembers and 16 are non-official members. The Chief Minister of the State is theChairperson and Minister. Rural Development is the Vice Chairperson of theGoverning body. Nonofficial members are from among the participatingcommunities and persons having experience and expertise in poverty reductionand community development sectorAbout the initiative:CMSA is a paradigm shift in moving from input centric model to knowledge and skillbased model. It involves making best use of locally available natural resources and

takes best advantage of the natural processes. The main objective of CMSA is tobring sustainability to agricultural based livelihoods, win special focus on small andmarginal farmers, tenants, agriculture labour and women. Its major objective is tomaking small farming viableCommunity Managed Sustainable Agriculture is the largest ecological agricultureinitiative across the globe.
