MANAGEMENT SERVICES DIVISIONThe Accreditation Unit is responsible for the Department's continuing compliancewith 464 international law enforcement standards developed by the Commissionon Accreditation for Law Enforcement Agencies (CALEA). The <strong>Knoxville</strong> PoliceDepartment was first accredited in November 1992 and has been re-accredited 5times since. The Department earned its most recent award at the CALEA conferencein Salt Lake <strong>City</strong>, Utah in November 2009. In addition to its accreditationaward, the Department was recognized by CALEA as a Flagship Agency for its excellentwork in accreditation and also awarded the Meritorious Award for being continually accreditedfor 15 or more years.The Accreditation Unit also oversees the <strong>Knoxville</strong> Police Department's Law Enforcement TrainingAcademy Accreditation Program and ensures its compliance with CALEA's 160 Public Safety Trainingstandards. The Police Department's Training Academy, accredited in December 2004, is the firsttraining academy that is part <strong>of</strong> a law enforcement agency to be internationally accredited. The <strong>City</strong><strong>of</strong> <strong>Knoxville</strong> is the first recipient <strong>of</strong> CALEA's TRI-ARC Excellence Award for having successfully completedthree accreditation programs – law enforcement, communications, and public safety trainingacademy. In 2009, CALEA introduced the 2 nd Edition <strong>of</strong> its training standards manual. The <strong>Knoxville</strong>Police Department’s Law Enforcement Training Academy will undergo an assessment in August 2010under this new edition.The <strong>Knoxville</strong> Police Department has 2 active CALEA assessors on staff which provide an opportunityfor the Department to share information and observe first-hand the operations <strong>of</strong> law enforcementagencies, communications centers, and training academies nationally and internationally.The Accreditation Unit is also responsible for ensuring the <strong>Knoxville</strong> Police Department's policies andprocedures are reviewed annually and revised as needed. The review process ensures that the Department'spolicies and procedures stay current with all local, state, and federal laws and remain incompliance with CALEA standards. In 2009, there were 67 revisions to written directives and 2 newdirectives enacted.The Planning & Grants Office is responsible for overseeing both short term and strategic planning.The <strong>of</strong>fice oversees the grant application process, the administration <strong>of</strong> all federal and stategrants, and delivery <strong>of</strong> new programs for the Department. During 2009, the Department wasawarded three American Recovery Reinvestment Act (ARRA) grants totaling over $1.4M.The Planning and Grants Office managed federal grant funding for the Family Justice Center, ProjectSafe Neighborhoods, Anti-Gangs, Regional Community Policing Institute, Local Law EnforcementBlock Grants, Internet Crimes Against Children (ICAC), Transitional Housing, and Domestic Violence.In addition, the <strong>Knoxville</strong> Police Department received state grants for Highway Safety Enforcementand Education, Domestic Violence Programs, and State ICAC allocation funds. During 2009, thePlanning and Grants Office managed $6.5 million <strong>of</strong> grant funds for the <strong>Knoxville</strong> Police Department.2009 Annual Report 13
