CRIMINAL INVESTIGATION DIVISIONThe Criminal Investigation Division is comprised <strong>of</strong> 5 distinct units that have extensive expertisein their investigative disciplines. The Violent Crime Unit and Property Crime Unit make up the InvestigativeSection, whose responsibility it is to probe all criminal acts which occur within <strong>Knoxville</strong>. TheFamily Crimes Unit is responsible for the investigation, follow up, and service coordination <strong>of</strong> domesticviolence and juvenile related cases. The Organized Crime Unit is tasked with both the reactiveand proactive investigation <strong>of</strong> narcotic <strong>of</strong>fenses, vice, gambling, and other forms <strong>of</strong> organized crimesand also includes the Internet Crimes Against Children Task Force. Finally, the Forensic Unit is responsiblefor the delivery <strong>of</strong> crime scene and forensic services.The Violent Crimes Unit investigates all reported homicides, assaults, rapes and robberies. In2009, the Unit investigated 22 homicides, clearing 15 through arrest or exceptional means. The ViolentCrimes Unit investigated 1,649 total cases in 2009 achieving a clearance rate <strong>of</strong> over 60%, wellover the state average clearance rate for violent crime. The Violent Crimes Unit investigated an average<strong>of</strong> 80 cases per <strong>of</strong>ficer for the year. The Unit also provides the public with walk in warrant service,reviewing cases for possible prosecution and working to connect victims and the Attorney GeneralsOffice. In 2009, investigators assigned to the walk in warrant detail reviewed over 750 cases.The Property Crimes Unit consists <strong>of</strong> the Auto Theft Detail, Forgery and Fraud Detail, Pawn ShopDetail, Burglary and Larceny Detail, and the Metal Theft Detail. In 2009, the Unit reviewed 15,702reports. The Property Crimes Unit also works closely with surrounding counties on crimes with similarmethods <strong>of</strong> operation.The Auto Theft Detail is responsible for investigating all theft cases <strong>of</strong> vehicles occurring in the<strong>City</strong>’s jurisdiction including heavy equipment, airplanes, and boats. The Detail investigates cases involvingstolen auto parts and monitors all facets <strong>of</strong> the city impound lot. The Detail reviews and investigatesany vehicles placed on hold at the impound lot, clears every vehicle placed in the stolencar lot before it is released to the owner, and reviews and checks the documentation on every vehiclesold in the monthly impound auction. The Detail collects physical evidence and ensures evidenceis recovered from vehicles when necessary. The Detail maintained a 79% clearance rate on all assignedcases in 2009.The Forgery and Fraud Detail is responsible for investigating forgeries, scams, embezzlements,fraudulent use <strong>of</strong> credit cards, and Internet-related fraud cases. The Detail is a member <strong>of</strong> the EastTennessee US Attorney Generals Identity Task Force and the <strong>Knoxville</strong> Bankers Group that meet andshare information. The Detail reviewed 996 cases in 2009 and 557 cases were assigned to an investigatorfor follow-up. The Detail maintained a 77% clearance rate on all assigned cases.The Pawn Shop Detail is responsible for working as a liaison with all pawn shops and second handstores within the <strong>City</strong> <strong>of</strong> <strong>Knoxville</strong>. Daily inspections <strong>of</strong> the area pawn shops and second hand storesare conducted to ensure that the businesses are complying with city ordinances and state law. Inaddition, the Detail works with other agencies to enhance communications, introduce legislative initiativesand improve general working relationships. The Detail was assigned 206 cases in 2009.The Detail maintained a 90% clearance rate on all assigned cases.2009 Annual Report 31
