The Central Business Districtanswered approximately2,000 calls for servicein 2009. The District’score mission is to enhancedowntown public safety byreducing crime and publicdisorder, to manage trafficand parking, and to keepdowntown a nice place tolive and visit. The District isworking on problem orientedpolicing projectssuch as anti-car burglaryand theft, homeless campcleanup, graffiti abatement,tactical building plans, andparking and traffic serviceprojects.The East District, which is headquartered at <strong>Knoxville</strong> Center Mall, provides police services to citizenswithin an approximately 51 square mile area in <strong>Knoxville</strong>. The District boundaries can roughlybe described as Midway Road to the east, Gov. John Sevier Highway to the south, I-75/I-275 to thewest, and Emory Road to the north.Within the East District, there are many historic communities such as; Burlington, Fountain <strong>City</strong>, HolstonHills, Old North Knox, 4 th and Gill, Parkridge and Island Home just to name a few. Over thepast year, the District has worked closely with many neighborhood groups to identify problems andbuild better lines <strong>of</strong> communication. The District encompasses the <strong>Knoxville</strong> Police Department’scommunity policing philosophy through partnerships with a total <strong>of</strong> 24 schools and 44 neighborhoodwatch groups and community organizations. East District <strong>of</strong>ficers attended over 184 communitymeetings that were held during 2009. They also participated in the 2009 National Night Out programwhere neighbors and their beat <strong>of</strong>ficers teamed together to improve the quality <strong>of</strong> life in ourneighborhoods.In collaboration with the Tennessee State Probation and Parole Office, the East District conductedthe annual ―Youth Boot Camp‖ for ―at-risk‖ children from the Phillip Moore Outreach Center in East<strong>Knoxville</strong>. This program provided <strong>of</strong>ficers an opportunity to lead and teach the youth in the communityon how to deal with common problems that are plaguing our society. The <strong>of</strong>ficers were able toutilize this program to continue to break down the barriers that exist between police and the youth,who are the future <strong>of</strong> our community.The Repeat Offender Squad’s (ROS) primary directive is to focus on repeat violent <strong>of</strong>fenders,violent street gangs, street level illegal drug sales, repeat property crimes violators, and street levelprostitution.The Squad uses a ―Top Ten‖ list <strong>of</strong> property crimes <strong>of</strong>fenders to identify the worst property <strong>of</strong>fenders.Forty people on this list have been arrested on 62 felony charges.2009 Annual Report 20
