Water Availability• TCEQ is charged with managing Statesurface water in <str<strong>on</strong>g>Texas</str<strong>on</strong>g>.• To divert, use, orstore state water oruse the bed andbanks of a watercourserequires authorizati<strong>on</strong>.


Water Right Permits• Water right permits have priority dateswhich determine their place in line foravailable water.


Water Right Permits (c<strong>on</strong>t.)• For a new appropriati<strong>on</strong>, the <str<strong>on</strong>g>Texas</str<strong>on</strong>g> WaterCode requires TCEQ to determine whetherwater is available.– Water availability models(WAM)– Envir<strong>on</strong>mental flows

C<strong>on</strong>servati<strong>on</strong>:Public Water Supplies• Public water systems should be familiar with their watersupply:– Know the capacity of your system – how much water do youhave left?– Surface water intakes: understand water level and otherrequirements.– Groundwater systems: know the level of groundwater andunderstand the mechanics of the pumps.– Maintenance: m<strong>on</strong>itor the maintenance <strong>on</strong> your intake,treatment plant, and distributi<strong>on</strong> system.


C<strong>on</strong>servati<strong>on</strong>:Drought C<strong>on</strong>tingency Plans• Strategies for temporary supply and demandmanagement resp<strong>on</strong>ses to temporary/potentiallyrecurring water supply shortages/water supplyemergencies• Required for:– New or amendment to an existing water right– Wholesale and retail public water suppliers• TCEQ has str<strong>on</strong>gly encouraged implementati<strong>on</strong> of DCPsat the highest appropriate stage.

Watermaster Evaluati<strong>on</strong>s• TCEQ’s Sunset Bill (HB 2694) – Secti<strong>on</strong> 5.05• Requires the Executive Director to evaluate eachbasin that does not have a watermaster programat least <strong>on</strong>ce every 5 years.• The <str<strong>on</strong>g>Commissi<strong>on</strong></str<strong>on</strong>g> is requiredto determine the criteria orrisk factors for evaluati<strong>on</strong>.
