Thissummary is intended to reflect the original scope and nature of your project, not your intended plans forcontinuation.<strong>ITQ</strong>08-07 UA: Teachers of reading in Arizona are now required to earn an ArizonaReading Endorsement, which sets strict standards for both content knowledge andclassroom technologies in reading. This project, created by the Department ofLanguage, Reading, and Culture at the University of Arizona’s College of Education,offers reading teachers the chance to meet this requirement with a unique onlinegraduate course in literacy in the STEM (science, technology, engineering, andmathematics) classroom. Thirty teachers are participating in the pilot development of theonline coursework, representing high-poverty LEAs in Tucson and in Nogales, on theArizona-Mexico border, as well as a high-poverty charter school. In Phase Two, theonline Arizona Reading Endorsement preparatory course will be available to LEAsstatewide through IDEAL, the Arizona Department of Education’s online teacherdevelopment portal.2. F. CERTIFICATE OF ASSURANCES – PROJECT DIRECTORThe intent of Congress in Improving Teacher Quality is to improve the quality of teaching and instruction inthe United States. Title II of the Act provides financial assistance to the states to improve the skills ofteachers in these disciplines, and to increase the access of all students to that instruction. A portion of thefederal financial assistance received by the State of Arizona has been designated for grants to highereducation institutions to conduct projects which will help to satisfy that Congressional intent. As the dulyauthorized representative of the applicant, I certify and agree on behalf of the applicant that:1. Each such program will be administered in accordance with all applicable statutes, regulations, programplans, and applications;2. The control of funds provided under each such program and title to property acquired with program fundswill be in a public agency, a nonprofit private agency, institution, or organization, or an Indian Tribe, if thelaw authorizing the program provides for assistance in those entities; and3. The public agency, nonprofit private agency, institution, or organization, or Indian tribe will administerthose funds and property to the extent required by the authorizing law;4. The State will adopt and use proper methods of administering each such program, including –a. CERTIFICATION REGARDING GOVERNMENTWIDE DEBARMENT,SUSPENSION (NONPROCUREMENT),AND OTHER RESPONSIBILITY MATTERSExecutive Order (E.O.) 12689 requires federal agencies to establish regulations for reciprocal government wide effectacross procurement and nonprocurement debarment and suspension actions requirements for [a] drug-freeworkplace (grants). Section 2455 of the Federal Acquisition Streamlining Act of 1994 provides that the debarment,suspension, or other exclusion of a participant in a procurement activity under the Federal Acquisition regulation, or ina nonprocurement activity under regulations issued pursuant to Executive Order 12549, shall be given reciprocalgovernment wide effect. The final regulation establishes reciprocity between the procurement and nonprocurementdebarment and suspension systems.Final Federal regulations were published in the Federal Register, Vol. 60, No. 22, Monday, <strong>June</strong> 26, 1995, Rulesand Relations section, pp. 33037 to 33063. These regulations became effective August 25, 1995. Regulationsspecifically pertaining to the U.S. Department of Education include 34 CFR Parts 85, 668, and 682. [See NOTE atend of this section.]Text from Appendix A, page 33042, of the Federal Register [Vol. 60, No. 122, Monday, <strong>June</strong> 26, 1996, Rules andRegulations section], is provided below.Instructions for Certification1. By signing and submitting this proposal, the prospective primary participant is providing the certification set outbelow.2. The inability of a person to provide the certification required will not necessarily result in denial of participation inthis covered transaction. The certification or explanation will be considered in connection with the departmentor agency's determination whether to enter into this transaction. A participant may decide the method and frequency by which it determines the eligibility of itsprincipals. Each participant may, but is not required to, check the List of Parties Excluded from FederalProcurement and Nonprocurement Programs.9. Nothing contained in the foregoing shall be construed to require establishment of a system of records in order torender in good faith the certification required by this clause. The knowledge and information of a participant isnot required to exceed that which is normally possessed by a prudent person in the ordinary course of businessdealings.10.
