<strong>Elim<strong>in</strong>at<strong>in</strong>g</strong> <strong>Bus<strong>in</strong>g</strong> <strong>for</strong> <strong>Desegregation</strong><strong>in</strong> <strong>the</strong> <strong>Wichita</strong> <strong>Public</strong> <strong>Schools</strong>Approved by <strong>the</strong> <strong>Wichita</strong> Board of Education January 28, 20081) <strong>Bus<strong>in</strong>g</strong> <strong>for</strong> desegregation purposes will bediscont<strong>in</strong>ued effective with <strong>the</strong> 2008-09 schoolyear.2) Commenc<strong>in</strong>g with <strong>the</strong> 2008-09 school year, allstudents will be allowed to attend <strong>the</strong>irneighborhood school. This <strong>in</strong>cludes neighborhoodmagnet schools, but excludes pure magnet schools.3) For purposes of this recommendation <strong>the</strong> orig<strong>in</strong>alAssigned Attendance Area (AAA) and <strong>the</strong> peripheralAAA area will jo<strong>in</strong>tly be referred to as <strong>the</strong> “Area”.4) Secondary students:a. who reside <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al AAA area will beassigned to schools based on address untilsuch time as capacity issues have beenaddressed <strong>in</strong> <strong>the</strong> orig<strong>in</strong>al AAA area.b. who reside <strong>in</strong> <strong>the</strong> peripheral AAA area will beassigned to attend schools based upongeographic boundary areas that will beestablished <strong>for</strong> <strong>the</strong> Peripheral area.5) A strong magnet school program will be ma<strong>in</strong>ta<strong>in</strong>edby <strong>the</strong> <strong>Wichita</strong> <strong>Public</strong> <strong>Schools</strong> <strong>in</strong> order that familieswill cont<strong>in</strong>ue to have school choice. Theneighborhood magnet schools located with<strong>in</strong> <strong>the</strong>AAA and peripheral AAA areas will cont<strong>in</strong>ue tooperate as neighborhood magnet schools, and <strong>the</strong>pure magnet schools located with<strong>in</strong> this area willrema<strong>in</strong> <strong>in</strong> <strong>the</strong>ir current <strong>for</strong>mat.6) Priority magnet placement will be given <strong>in</strong> 2008-09,if space is available, to students bused <strong>for</strong>desegregation <strong>in</strong> <strong>the</strong> 2007-08 school year (seeAttachment A).7) Priority magnet placement will be given to studentswho reside <strong>in</strong> <strong>the</strong> Area, subject to space availability,beg<strong>in</strong>n<strong>in</strong>g <strong>in</strong> <strong>the</strong> 2009-10 school year andcont<strong>in</strong>u<strong>in</strong>g until such time as capacity issues havebeen addressed <strong>in</strong> <strong>the</strong> Area.8) The Gordon Parks Academy will be a neighborhoodK-8 magnet school, and half of <strong>the</strong> seats <strong>in</strong> <strong>the</strong>school will be guaranteed to students <strong>in</strong> <strong>the</strong>designated neighborhood. Gordon Parks Academyneighborhood students must still apply through <strong>the</strong>magnet lottery process due to capacity concerns.The neighborhood boundaries <strong>for</strong> Gordon ParksAcademy will be <strong>the</strong> Area. Application will be made<strong>for</strong> Gordon Parks Academy to be designated as anInternational Baccalaureate program school.9) Students bused <strong>for</strong> desegregation purposes <strong>in</strong> <strong>the</strong>2007-08 school year to <strong>the</strong> schools noted <strong>in</strong>Attachment A, ei<strong>the</strong>r <strong>for</strong>ced or voluntary, will have<strong>the</strong> option to cont<strong>in</strong>ue attend<strong>in</strong>g <strong>the</strong> school <strong>in</strong>which <strong>the</strong>y were enrolled <strong>in</strong> 2007-08, as well as <strong>the</strong>feeder pattern <strong>for</strong> that school, through <strong>the</strong> durationof <strong>the</strong>ir education <strong>in</strong> <strong>the</strong> <strong>Wichita</strong> <strong>Public</strong> <strong>Schools</strong>. Iftransportation was provided <strong>in</strong> 2007-08, thatservice will rema<strong>in</strong>. Sibl<strong>in</strong>gs of such students shallalso have <strong>the</strong> option to attend <strong>the</strong> school to which<strong>the</strong>ir sibl<strong>in</strong>g is bused, and also rema<strong>in</strong> <strong>in</strong> that feederpattern <strong>for</strong> <strong>the</strong> duration of <strong>the</strong>ir education <strong>in</strong> <strong>the</strong><strong>Wichita</strong> <strong>Public</strong> <strong>Schools</strong>.10) The Board of Education will appo<strong>in</strong>t a <strong>Bus<strong>in</strong>g</strong>Oversight Transition Committee to monitor thistransition. This committee will meet at least onceeach n<strong>in</strong>e weeks dur<strong>in</strong>g <strong>the</strong> 2008-09 school year,and at least once annually each year <strong>the</strong>reafter. Areport will be submitted to <strong>the</strong> BOE follow<strong>in</strong>g eachmeet<strong>in</strong>g. Each BOE member will appo<strong>in</strong>t twocommunity representatives from <strong>the</strong>ir BOE district.The Super<strong>in</strong>tendent will also appo<strong>in</strong>t two members,one of whom will be a staff member responsible <strong>for</strong>support<strong>in</strong>g <strong>the</strong> committee. This committee will take<strong>the</strong> place of <strong>the</strong> exist<strong>in</strong>g <strong>Desegregation</strong>/DiversityCommittee.
