BILATERAL BEATLaunch <strong>of</strong> next phase <strong>of</strong> the <strong>India</strong>n Housing ProjectThe <strong>High</strong> <strong>Commission</strong> <strong>of</strong> <strong>India</strong> signed agreements on 13 July 2012 to award work to fourImplementing Agencies (IAs), viz., UN-HABITAT, International Federation <strong>of</strong> Red Cross & Red CrescentSocieties (IFRC) in partnership with Sri Lanka Red Cross, National Housing Development Agency (NHDA) <strong>of</strong>the Government <strong>of</strong> Sri Lanka and Habitat for Humanity, Sri Lanka signaling the launch <strong>of</strong> the next phase <strong>of</strong>the <strong>India</strong>n Housing Project for 43,000 housing units in Northern and Eastern Provinces.The signing ceremony was witnessed by Hon. Basil Rajapaksa, Minister <strong>of</strong> Economic Developmentand H.E. Ashok K. Kantha, <strong>High</strong> <strong>Commission</strong>er <strong>of</strong> <strong>India</strong>.The four IAs have been selected on the basis <strong>of</strong> their experience and expertise in implementingsimilar projects in Sri Lanka, through a competitive process following the Expression <strong>of</strong> Interest route. Thesigning <strong>of</strong> these agreements paves the way to commence immediate implementation <strong>of</strong> this Project on theground.In this phase, which will be implemented under the owner-driven model, beneficiaries will beselected through a transparent and norm-based process on the basis <strong>of</strong> clearly defined and objective criteria.These beneficiaries will undertake the construction/repair <strong>of</strong> their houses with necessary technical assistanceand support provided by the IAs. Funds will be released directly by the <strong>High</strong> <strong>Commission</strong> <strong>of</strong> <strong>India</strong> into bankaccounts <strong>of</strong> beneficiaries based on certification <strong>of</strong> progress <strong>of</strong> work. An owner-driven approach has beenfollowed on the basis <strong>of</strong> preferences <strong>of</strong> the Government <strong>of</strong> Sri Lanka, people on the ground as well as projectobjectives <strong>of</strong> contributing to livelihood activities.This phase is expected to meet bulk <strong>of</strong> the housing needs in these areas. In the last phase <strong>of</strong> theproject, which is also expected to commence soon, about 6,000 houses will be directly built by constructionagencies for people from most vulnerable sections <strong>of</strong> IDPs in the Northern and Eastern provinces and forestate sector in the Central and Uva Provinces.The construction <strong>of</strong> 43,000 houses for resettlement and rehabilitation <strong>of</strong> IDPs in Northern andEastern Provinces is part <strong>of</strong> the overall commitment to build 50,000 houses announced by Prime MinisterH.E. Dr. Manmohan Singh during the State visit <strong>of</strong> the President <strong>of</strong> Sri Lanka to <strong>India</strong> H.E. MahindaRajapaksa in June 2010. This commitment also formed part <strong>of</strong> the Joint Declaration issued in New Delhiduring the visit.The <strong>India</strong>n Housing Project is being carried out in close consultation with and cooperation <strong>of</strong> theGovernment <strong>of</strong> Sri Lanka. A Memorandum <strong>of</strong> Understanding was earlier signed on 18 January 2012 betweenthe two governments covering various aspects <strong>of</strong> project implementation. He also highlighted thatMNREGA was the largest <strong>of</strong> its kind anywhere in the world with wage payments amounting to approximately60 billion USD paid to the beneficiaries directly. He mentioned that 20 billion USD was being allocated in thecurrent fiscal year for rural development in <strong>India</strong>. He also underlined the importance <strong>of</strong> a legal rights basedapproach to development and highlighted the important role being played by the Right to Information Act inensuring transparency and good governance.Hon'ble Minister Jairam Ramesh and Hon'ble Minister Pr<strong>of</strong>. G.L. BILATERAL BEAT"PRO FOOD PRO PACK 2012" ExhibitionThe „Pro Food Pro Pack 2012‟ held from 6-8 July 2012 atBMICH <strong>Colombo</strong> yet again provided an excellent platform to around 45participating <strong>India</strong>n companies to showcase their wide range <strong>of</strong> agroand food products to the Sri Lankan public and business community.There was strong buyer interest in the <strong>India</strong>n products such as wine,fresh fruits like mango, pomegranate, apples from Kashmir and Himachal,table honey, ready-to-eat snack foods, pulps, fruit juices,health foods, curry paste and fresh ginger.The <strong>India</strong>n companies participated in the exhibition under the banner <strong>of</strong> Agricultural and ProcessedFood Products Export Development Authority (APEDA) and from Kerala. APEDA is an apex body set upunder the Ministry <strong>of</strong> Commerce and Industry, Government <strong>of</strong> <strong>India</strong> for the development and promotion <strong>of</strong>export <strong>of</strong> agricultural products including Floriculture, Fresh Fruits and Vegetables, Processed Foods,Livestock Products, Alcoholic and Non-alcoholic beverages, cereal products, groundnuts, peanuts and walnuts,pickles, papads and chutneys, etc.. Under the banner <strong>of</strong> APEDA, around 20 <strong>India</strong>n companies had successfullyparticipated in the „Pro Food Pro Pack 2011‟. Spotlight Continues: SteelIntroductionSteel companies from across the world have shown interest in the <strong>India</strong>n steel industry due to itsphenomenal performance.In <strong>India</strong>, the steel industry plays a significant role in theeconomic growth. <strong>India</strong> is world's fourth largest crude steelproducer in 2011-12 with 89 million tonnes (MT) as perprovisional data and is expected to become the second largestproducer <strong>of</strong> crude steel in the world by 2015-16. <strong>India</strong> is also theworld's largest producer <strong>of</strong> sponge iron with a host <strong>of</strong> coal basedunits, located in its mineral-rich States. The major contribution <strong>of</strong>the steel industry focusses on strengthening the sectors, such asinfrastructure, construction, automobile, transportation,industrial applications etc.Tata Steel has been named among the world's most ethical companies by an American think tank,Ethisphere Institute. Ethical business principles and practices have been the key differentiators <strong>of</strong> TataGroup and Tata Steel since inception, according to H M Nerurkar, Managing Director, Tata Steel.Market SizeThe RNCOS research report titled, '<strong>India</strong>n Steel Industry Outlook to 2012,' highlighted that "<strong>India</strong>ncrude steel production will grow at a compound aggregate growth rate (CAGR) <strong>of</strong> around 10 per cent during2010-2013," whereas the finished steel consumption is estimated to grow at a CAGR <strong>of</strong> around 12 per centduring FY 2012-14.For <strong>India</strong>, growth in apparent steel use is expected to grow by 6.9 per cent in 2012 and by 9.4 percent in 2013. The <strong>India</strong>n steel producers have signed 222 memorandum <strong>of</strong> understanding (MoUs) with theState Governments for a planned capacity addition <strong>of</strong> about 275.7 30 MT by 2020.There is a net increase in foreign direct investment (FDI) inflows into <strong>India</strong> in the metallurgicalsector, including steel sector. The amount <strong>of</strong> FDI inflow into the sector for 2011-12 was worth US$ 1,765.07million, as per data provided by Department <strong>of</strong> Industrial Policy and Promotion (DIPP), Ministry <strong>of</strong>Commerce.InvestmentsSurana Industries Ltd (SIL) plans to invest over Rs 4,500 crore (US$ 799.29 million) in expanding itssteel manufacturing capacity and in power projects.<strong>India</strong>'s largest steel maker Steel Authority <strong>of</strong> <strong>India</strong> Ltd (SAIL) and Kobe Steel <strong>of</strong> Japan have signed amemorandum <strong>of</strong> agreement (MoA) at Kobe's headquarters in Tokyo.Jindal Steel and Power Ltd (JSPL), through its Mauritian unit, bought 10 per cent stake in Gujarat NRECoke Ltd's Australian subsidiary, Gujarat NRE Coking Coal (GNM). The total deal amount was aroundUS$ 25 millionJSPL has further raised Rs 3,500 crore (US$ 621.67 million) from a consortium <strong>of</strong> lenders for a steelproject it is setting up in Odisha. Spotlight Continues: SteelGovernment InitiativesThe Union Budget 2012-13 is a pragmatic and growth-oriented one. Infrastructure sector has beengiven due thrust in the budget. Doubling the infrastructure tax-free bond amount to Rs 60,000 crore (US$10.66 billion), and reaffirming investment <strong>of</strong> Rs 50,000 billion (US$ 888.10 billion) in infrastructure sector in12th Plan are steps that present a scenario conducive for growth <strong>of</strong> steel industry.The main highlight <strong>of</strong> the Union Budget 2012-13 for the steel industry was the proposal to reducebasic customs duty on plant and machinery imported for setting up or substantial expansion <strong>of</strong> iron orepellet plants or iron-ore beneficiation plants from 7.5 per cent to 2.5 per cent. The other proposals relatingto the steel sector are as under:To reduce basic customs duty on- Coating material for manufacture <strong>of</strong> electrical steel from 7.5 per cent to 5 per cent- Nickel ore and concentrate and nickel oxide/ hydroxide from 2.5 per cent or 7.5 per cent to NilTo enhance export duty on chromium ore from Rs 3,000 per tonne to 30 per cent ad valoremTo enhance basic customs duty on non-alloy, flat-rolled steel from 5 per cent to 7.5 per centSome other initiatives taken by the Government include the following:100 per cent foreign direct investment (FDI) through the automatic route is allowed in the sectorLarge infrastructure projects in Public-Private Partnership (PPP) mode are being formedGovernment is encouraging research and development (R&D) activities in the sectorReduced custom duty and other favourable measuresGovernment <strong>of</strong> <strong>India</strong> has framed the National Steel Policy (NSP) to encourage the steel industry toreach global benchmarks in terms <strong>of</strong> quality, cost and efficiencyRoad AheadThe Government's support to infrastructure development in both rural and urban cities has beencreating a significant demand for steel. With the Government's proactive incentive plans to boost economicgrowth by injecting funds in various industries, such as construction, infrastructure, automobile, and power;the steel industry in future will grow, as per a RNCOS report.The Union Minister for Steel released a report entitled 'A Roadmap for Research & Developmentand Technology for <strong>India</strong>n Iron and Steel Industry'. The roadmap plans to develop collaborative R&Dprojects at national level with academic and research institutes/ laboratories <strong>of</strong> repute as well as theindustry to share expertise. It also further aims at streamlining R&D investments in the steel industrythrough incentives. Moreover, in order to provide accelerated thrust on research , Ministry <strong>of</strong> Steel is encouragingR&D activities both in public and private steel sectors by providing financial assistance.<strong>India</strong> set to become second largest steel producer<strong>India</strong> is poised to become the world's second largest steel producer. However, this is subject tocompanies finding the right technology to produce special categories <strong>of</strong> steel. Currently, with 74 milliontonnes annual production in 2011, <strong>India</strong> is the fourth largest producer. In corresponding period <strong>of</strong> last year 94,344 tourists from <strong>India</strong> visited SriLanka, which amounts to an increase <strong>of</strong> 2.8%. The country has aligned itself well with global patterns to accept foreign institutional investments(FIIs), capital inflows and foreign direct investments (FDI) with open arms. The Government also, has alwaysplayed vital role in formulating external policies and foreign trade regulations and hence, has stayed an activemember on the global stage when it comes to <strong>bilateral</strong> talks and strategic alliances.<strong>India</strong> enjoys numerous well-cemented trade relations across the developed world including the USand the UK. While UAE appears to be the most significant trading partner, relations with Saudi Arabia arealso developing in terms <strong>of</strong> volume and priority. Within Asia, <strong>India</strong> has bonded well with Malaysia, Vietnamand Indonesia and trade volume with these countries is anticipated to grow at around 11 per cent over thenext five years.Capital InflowsAccording to the Reserve Bank <strong>of</strong> <strong>India</strong> (RBI)'s weekly statistical supplement, <strong>India</strong>'s foreignexchange reserves or forex reserves stood at US$ 287.62 billion for the week ended July 6, 2012. Foreigncurrency assets (FCAs), the biggest component <strong>of</strong> the forex reserves, aggregated to US$ 254.63 billion andthe value <strong>of</strong> gold reserves stood at US$ 25.76 billion for the week. The value <strong>of</strong> special drawing rights (SDRs)was calculated at US$ 4.35 billion, and <strong>India</strong>'s reserves with the International Monetary Fund (IMF) came outto be US$ 2.87 billion.Foreign Direct Investment (FDI)<strong>India</strong> received FDI worth US$ 1.33 billion in May 2012 while cumulative inflows for April-May2012-13 stood at US$ 3.18 billion. The sectors which attracted huge FDI inflows during the 2-month period <strong>of</strong>2012-13 are: services (US$ 754 million), pharmaceuticals (US$ 401 million), metallurgical industries (US$314 million), construction (US$ 181 million), housing and real estate (US$ 132 million) and power (US$ 100million). Mauritius infused highest inflows worth US$ 1.13 billion, followed by Netherlands (US$ 409 million),the UK (US$ 378 million), Singapore (US$ 231 million), Japan (US$ 132 million) and Cyprus (US$ 177million). The Government has recently cleared 14 FDI proposals worth Rs 1,584.11 crore (US$ 281.64million) based on the recommendations <strong>of</strong> Foreign Investment Promotion Board (FIPB).Exports<strong>India</strong>'s exports stood at US$ 25.07 billion in June 2012 and the Government has set a target toachieve 20 per cent growth in exports in the fiscal 2012-13. Exports from <strong>India</strong> recorded an expansion <strong>of</strong>20.94 per cent to US$ 303.71 billion in the financial year ended March 31, 2012, surpassing theGovernment's target <strong>of</strong> US$ 300 billion.Monthly Economic ReportThe overall growth <strong>of</strong> gross domestic product (GDP) at factor cost at constant prices, as perRevised Estimates, is projected at 6.5 per cent in 2011-12. The growth in real GDP is placed at 5.3 per centin the fourth quarter <strong>of</strong> 2011-12. The eight core infrastructure industries registered a growth <strong>of</strong> 3.6 per cent inJune 2012. During April-June 2012-13, these sectors grew by 3.6 per cent. Foreign Currency Assets stood atUS$ 257.4 billion in end July 2012.
