Board of EducationThe seven-member Board of Education is elected bythe registered voters of the district. Board membersserve for three-year terms without pay and areresponsible under state law for establishing the policiesgoverning the operation of the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong>s.Communication meetings of the Board of Educationbegin at 8:00 p.m. The Board provides opportunitiesfor members of the audience to speak at thesemeetings. Persons following protocol may address theBoard by making statements, by requestinginformation, and by presenting particular viewpoints.The public is invited to attend all meetings on thosedates listed on the calendar pages. The Board ofEducation may schedule additional public meetings asnecessary on topics of importance, including thoserelated to instruction and budget.Work sessions of the Board are held each month.Pursuant to the New York State Open Meetings Law,the public is invited to observe work sessions of theBoard except on those occasions when mattersconcerning personnel, acquisition, sale or lease ofproperty, and particular matters of finance arescheduled for discussion. These areas are considered bythe Board in executive sessions. The Board ofEducation values input from members of the public andwelcomes attendance at all business meetings of theBoard. However, public comments regarding staff orother personnel matters, collective bargaining issues,pending legal matters, and particular in-process itemsof finance are not subjects for public comment ordiscussion. SCREENING NEW ENTRANTSThe New York State Education Department mandates that students who enter aschool in New York State for the first time must be screened. The purpose ofscreening is to identify students who may demonstrate behavior relating todisabling conditions or who may demonstrate potential for giftedness. Screening isnot to be viewed as an in-depth method of assessing development; rather, it is aquick method of assessing a student’s overall performance and should indicatewhether or not an in-depth evaluation is necessary. Based upon the results ofscreening, students who are in need of further evaluation will be referred toappropriate school and/or medical personnel, following notification to parents.KINDERGARTENA child will be eligible for entrance into kindergarten in Septemberif he or she will have attained the age of five on or before the followingDecember 1. No child will be enrolled in kindergarten after September 30,unless the family has just moved into the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong>.Kindergarten registration will be ongoing for the month of March and willbe held at the Leon J. Campo Center. Anannual medical and dental examination is recommended. All new entrants, as wellas all students in grade 2, grade 4, grade 7, and grade 10 are required to have aphysical exam per state mandate. If the family doctor performs the physical anddental exam, it should be after June 1. Health records must be returned to theschool nurse by October 15, since the school physician begins examinationsimmediately thereafter. New York State and the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong>require that, in order to remain in school, all children receive these physicals. Theannual dental examination must be performed by the family dentist. Dental recordcards should be returned as soon as the work is completed.<strong>School</strong> nurses are responsible for the first aid care of school children who areinjured or become ill while under school supervision. Responsibility for providingmedical care beyond first aid is the obligation of the parent or legal guardian.Since no care beyond first aid can be given, it is VERY IMPORTANT thatwe know the home telephone number, parent’s business telephone number, aneighbor’s telephone number, and the name and telephone number of thefamily doctor.Dispensing internal medicine by nurses, including aspirin, is prohibited.Medication, including prescription and nonprescription drugs, prescribed by aprofessional may be dispensed by the school nurse with a written statement fromthe professional stating the name of the medication, the dosage, and thedispensing interval. Self-medication release forms require a physician’s signaturefor any medication.SPECIAL EDUCATIONThe district operates a comprehensive special education program whichconsists of several options along a continuum of services, including regularclass placement with aides and supportive services, resource room, and specialclass placement. Upon recommendation of the <strong>District</strong> Committee on SpecialEducation, school-aged children may be placed in a special district program, ina special education program in a neighboring district, or in a special schooloutside the district. Upon recommendation of the <strong>District</strong> Committee onPreschool Special Education, three- and four-year-old resident childrensuspected of having disabilities may receive evaluations and be placed inappropriate preschool programs or may receive special support services.Any parent who believes that his/her child (age birth through 21) may have adisability should contact the Office of Special Education/Pupil PersonnelServices for program information and assistance.28


HOME INSTRUCTIONStudents attending the <strong>East</strong> <strong>Meadow</strong> Union Free <strong>School</strong> <strong>District</strong> will beprovided home tutoring when a doctor indicates that it is probable the studentwill be absent for more than 20 consecutive days, and the student can benefitfrom this service in the judgment of the school administration. Eligibility willbe reviewed periodically. In certain instances the opinion of the schoolphysician may be requested to confirm the pupil’s health status. The goal of the program is to provide quality child care in asupervised setting before and after the school day. Children have a choice ofindoor and outdoor activities which may include sports, arts and crafts, storytime,music, games, and homework. SCOPE staff members are chosen based ontheir child care skills and professional credentials. There is a ratio of one staffmember for every 10 children. Each elementary school will have a SACC centerwhen a minimum of 25 children are enrolled. No transportation is provided.Parents must bring their children to the “before-school program” and pick theirchildren up at the conclusion of the “after-school program.” The program will beconducted mornings from 7:00 a.m. until 9:20 a.m. and afternoons from 3:20 p.m.to 6:00 p.m. For registration information, please call the SCOPE Child CareDepartment at (631) 360-0800.CONTINUING EDUCATIONThe <strong>East</strong> <strong>Meadow</strong> Board of Education sponsors a program of adultlearning experiences in our district schools. It is a diversified educationprogram which includes many course offerings.Residents of the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong> will receive two coursecatalogs describing all program offerings. DELAYED SCHOOL OPENINGNotificationThe Superintendent will notify the appropriate staff members of the decision todelay the opening of school by using the Blackboard Connect System (Connect Ed).Staff members should begin their notification system as soon as possible thereafter.TransportationThe transportation system will begin the routes 60 minutes, 90 minutes, or 120minutes later than the usual start time, depending on the length of the delayedopening. For example, <strong>East</strong> <strong>Meadow</strong> High <strong>School</strong> routes usually begin at 7:00 a.m.If there were a 90-minute delayed opening, the route would begin at 8:30 a.m.,arriving at the school by 9:00 a.m.Operation of Day at Elementary <strong>School</strong>sThe elementary schools will operate their school day on an abbreviated schedule.Operation of Day at Middle/Secondary <strong>School</strong>sRegardless of the length of the delayed opening, school will operate on anabbreviated nine-period day. The six-day cycle system will still be in effect. Thenumerical day is the same day as if there were no delayed opening.Students are to report to their homerooms. Homeroom/beginning period (howeverit is referred to within the building) will be extended for as long as students arearriving at school. The length of the abbreviated nine-period day will be determinedby the administration.In a delayed opening operation, lunch is to be served during the normallyscheduled period. Under these circumstances lunch will be provided but may differfrom the official menu.BOCESBOCES schools are encouraged to follow the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong>s’ schedule.If BOCES does not have a delayed opening, students who attend the morningsession at BOCES are to report to their resident school. The principal will determinewhat these students will do. In the event of a delayed opening, parents may chooseto drive their children to and from BOCES.Emergency Closing DaysShould it become necessary to make up additional days of instruction lost todays of school closings, make-up days may be taken from the spring recess.TRANSPORTATIONSection 3635 of New York State Education Law mandates that transportation beprovided for pupils in grades K-8 who live more than two miles but not more than15 miles from the school they legally attend. Pupils in grades 9-12 who live morethan three miles but not more than 15 miles from the school they legally attend areentitled to transportation.Transportation for lesser or greater distances may be provided by a vote of thedistrict. The voters of the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong> have authorized a moreliberal policy. The general policy regarding provision of transportation for schoolchildren in the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong> is as follows: K-5, over one-half mile;grades 6-8, over one mile; and grades 9-12, over one-and-one-half miles.This policy is applicable to public schools and to non-public schools situated upto 17 miles from a pupil’s residence. Parents of children attending non-publicschools are required by law every year to file a formal request for transportationfor their children, prior to April 1 preceding the school year involved.A separate request form must be submitted to the Transportation Department foreach child to be transported. With the exception of students with disabilities,distance is the sole determinant of general eligibility for transportation. Distance ismeasured by the Transportation Department via the nearest available route fromthe crosswalk at the home of the pupil to the nearest access onto school grounds,utilizing a school district vehicle equipped with a special survey odometer.Measurements are conducted on public thoroughfares, excluding measuringthrough school property.Where a request for transportation is based on a medical condition, considerationis based on the nature and severity of the medical concern. Parents seeking a medicalbus pass should apply to the school nurse at the school which the student attends.The district advocates the use of seat belts on all regular school buses. Weurge parents to encourage their children to buckle up while riding the schoolbus. Seat belts are not available on coach buses.FOR INFORMATION ON BUSES AFTER SCHOOL HOURS, CALLCOURTESY BUS CO. AT 766-6107.MOTORISTS MUST STOP FOR BUSES!It is illegal - and very dangerous - to pass a stopped school bus when the largered lights located at the top of the bus are flashing. Flashing red lights mean thebus is picking up or dropping off students. Flashing yellow lights mean the bus ispreparing to stop, and serve to warn motorists to slow down.Motorists must stop for buses flashing their red lights,whether traveling on single or multilane roadways whenapproaching the bus from either the front or the rear. Thefirst-time fine for illegally passing a school bus is a $250 fine,5 points on your license, and/or a possible 30 days in jail.Motorists passing school buses are the second leading causeof student transportation fatalities.31


STUDENT ACCIDENT INSURANCEThe Board of Education maintains a program of accident insurancecovering all enrolled students in the district. This program is intended to takecare of most medical expenses arising from injuries incurred during schoolapprovedactivities.The school coverage is in excess of any hospital or surgical coveragecarried by the family. Such personal insurance must pay the limit provided,after which the school policy will reimburse the family in accordance with theindemnity schedule.Exclusions:No benefits shall be provided for:1. Cosmetic surgery, sickness, disease, orthodontia treatment.2. Chiropractic treatment.3. Self-inflicted injuries.4. Injuries resulting from fighting with other students.SPECIAL STUDENT ACCIDENTINSURANCE RE SERVEThe Board of Education has approved a program designed tosupplement the Benefit plan as follows:1. The claim is to be submitted to the parent’s insurance carrier forreview and payment.2. If there are remaining unpaid balances, the claim is then to beprocessed under the terms of the plan.3. If the claim has only been partially paid after steps one and twohave been completed, the claim is to be submitted with appropriatedocumentation to the school district for review. The district shallreimburse, subject to a $20 deductible, up to the maximum payment.Only claims which involve injuries to youngsters participating inapproved school activities may be considered under thissupplemental program.If a child is injured during a school activity, the nurse will furnish fullinformation about coverage and claim procedures. The accident must bereported to the nurse within 15 days.TAX CODEThe IRS Tax Code for <strong>East</strong> <strong>Meadow</strong> residents to include in filing annual taxreturns is 162.PET PROHIBITIONNotice to Residents: In the interest of the health and safety of ourchildren, dogs, cats, and other household pets are prohibited from schoolproperty. This policy will be strictly enforced by the Nassau CountyPolice Department.HOME-SCHOOL CONNECTIONThe <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong> is committed to promoting a positivehome-school connection. In order to facilitate a respectful, opencommunication, we ask that you start at the building level and address yoursuggestions or concerns to the staff member closest to the situation, as thatperson will usually have themost information.At times, additional buildingadministrators or directors maybe required to resolve specificsituations. After you haveutilized the building protocol,please call the appropriatecentral office administrator,who will assist you. Thedistrict encourages questionsfrom parents and residentsregarding school matters.<strong>East</strong> <strong>Meadow</strong> High <strong>School</strong> offers classes in American SignLanguage. In October 2010, students enrolled in the classwere invited to share their signing skills at CitiField forDeaf Awareness Day.32


PARENTS’ AND STUDENTS’ RIGHTSFederal law requires that you be informed of your rights under the FamilyEducational Rights and Privacy Act (FERPA) of 1974.Parents of a student under the age of 18 or students 18 and older have the rightto inspect and review any and all official records, files, and data directly related totheir child or themselves, including all material that is incorporated into thecumulative record folder and intended for school use or to be available to partiesoutside the school system. These materials include but are not necessarily limitedto identifying data, academic work completed, level of achievement (grades,standardized test scores), attendance data, scores on standardized intelligence,aptitude, and psychological tests, interest inventory results, health data, familybackground information, teacher or counselor ratings or observations, and verifiedreports of serious or recurrent behavior problems.A parent of a student under 18 years of age or a student 18 and older may makea written request for access to school records to the Superintendent of <strong>School</strong>s.Arrangements will be made for access to such records within a reasonable periodof time, but no more than 45 days after the request has been received.Parents and students over the age of 18 are also entitled to a hearing tochallenge the content of school records to insure that they are not inaccurate,misleading, or otherwise in violation of the privacy or other rights of students.Questions regarding the procedure to be followed should be directed to theSuperintendent’s office.Student records and any information contained therein which is personallyidentifiable are confidential and may not be released or made available to personsother than parents or students without the written consent of the parent or student(if over the age of 18). Exceptions to this law include school employees andofficials and certain state and federal officials who have a legitimate educationalneed for access to such records.CODES OF CONDUCTThe Board of Education of the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong>s is committed to providinga safe and orderly school environment where students may be educated withoutdisruption or interference. Our schools have a longstanding set of expectations forconduct on school property and at school functions. Specific expectations areoutlined in the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong>’s Codes of Conduct, which areavailable through the main office of each of the school buildings.TITLE 45Consistent with Title 45, the <strong>East</strong> <strong>Meadow</strong> <strong>School</strong> <strong>District</strong> will provide,release, or publish information pertaining to students as may be appropriateunder the circumstances. Parents or legal guardians who do not want the districtto release information must make a specific request in writing to theSuperintendent of <strong>School</strong>s. Unless objection to any of the specific items in thefollowing “Directory Information” is submitted in writing by parents, legalguardians or by those students over the age of 18 years, the <strong>East</strong> <strong>Meadow</strong><strong>School</strong> <strong>District</strong> herewith gives notice of intention to provide, release, orpublish in the district newsletter or bulletins, the district website, school orstudent newspapers, magazines, yearbooks or other publications, daily orweekly newspapers, athletic programs, musical, theatrical or awardprograms, news releases, videos, and school-related organizations, any orall of the following directory information pertaining to students as may beappropriate under the circumstances: the student’s name, photograph, dateof birth, parents’ names, address, telephone number, date and place ofrecognized activities and sports, weight and height of members of athleticteams, dates of attendance, grade in school, immunization status, degreesand awards received, and the most recent previous educational agency orinstitution attended by the student.Under the regulations of this act, parents, guardians, or students overthe age of 18 who do not desire the release of any of the above directoryinformation must make a specific request in writing to the Superintendent.Failure to make such a request shall be deemed consent to release, provide,or publish the directory information during the remainder of the school year.STUDENT ATTENDANCEThe Board of Education recognizes that regular school attendance is a majorcomponent of academic success and an integral part of the student’s ability tomeet New York State’s academic standards. To this end, the <strong>East</strong> <strong>Meadow</strong><strong>School</strong>s have specific expectations for school attendance, which are availablethrough the main office in each of the school buildings.33


SUBSTANCE ABUSEPOLICYThe <strong>East</strong> <strong>Meadow</strong> Public <strong>School</strong>s recognizethe need to maintain preventive programs in thearea of drug and alcohol abuse education whichwill utilize all school and community resources.When evidence of drug or alcohol abuse isrecognized, the policy of the <strong>East</strong> <strong>Meadow</strong><strong>District</strong> is based on the following premises:A. If a student is suspected of drug or alcoholinvolvement, the school’s primaryresponsibility is to inform the parents and/orguardians.B. Within the framework of the law, an attemptwill be made to protect the relationship of thestudent in his peer group and with theprofessional staff.C. The appropriate law enforcement agencies willbe notified of suspected student involvementin the sale of drugs and narcotics. In casesinvolving student use or possession, theprincipal will notify appropriate lawenforcement agencies.Guidelines for Suspected UsersA. Pupils who exhibit symptoms of being underthe influence of drugs, narcotics, or alcoholwhile in school, or by their own admissionreveal that they are under the influence ofdrugs, narcotics, or alcohol, shall be seen bythe school nurse. The student’s emotional andphysical state shall be evaluated by the schoolnurse, who will consult with the schooladministration for possible follow-up. Theparents will be notified and the case treated asany other emergency.B. In the event that a search of facilities iswarranted in the judgment of a schooladministrator, the lockers, closets, desk, andsimilar areas under control of the school maybe inspected by a school administrator and awitness at any time. Where the schooladministrator has reason to believe that anindividual student possesses drugs orhypodermic instruments on his/her person, thesearch shall be completed by the administratorand observed by a witness.C. In the event that a student is removed fromthe school by the parent/guardian or byemergency procedure for suspected drug oralcohol-related reasons, a physician’sstatement indicating that the student is fit toreturn shall be presented to the administrationbefore the student may be readmitted.D. A conference of the parents, administrators,and pupil personnel team will be held and amutually agreed-upon program of counselingand referral will be established for the studentupon reentry to school.Possession or Sale of DrugsA. <strong>School</strong> employees who apprehend individualsin the possession or sale of dangerous drugswhile in the school or on school grounds shalltake the individual to the principal’s office.The principal will contact the parents and thepolice so that due process of law can bepursued.1. As defined in Section 330 of the New YorkState Penal Law, “sale” is defined as to sell,exchange, give, or dispose to another, or tooffer or agree to do the same.2. As defined in the New York State PenalLaw, dangerous drugs include:a. Narcotic drugs (e.g., heroin, morphine,opium, any opium derivative, or cocaine)b. Depressants (barbiturates)c. Stimulants (amphetamines)d. Hallucinogenic drugs (e.g., LSD,marijuana, STP, DMT, peyote)B. The principal of the school may detain thestudent until the police arrive.C. Readmission to the regular school programwill be determined as a result of a conferenceinvolving parent, student, administrator, and apupil personnel team designed to protect theinterests of the pupil, school, and society.<strong>East</strong> Mead ow <strong>School</strong>s have beeniden ti fied by the Nassau Coun tyPo lice Department asDRUG-FREEZONES.Any convictions for drug-relatedactivities within these zones willqualify for greater penaltiesthan nor mal.34


EAST MEADOW COUNCILOF PARENT-TEACHER ASSOCIATIONSThe <strong>East</strong> <strong>Meadow</strong> Council of PTAs is comprised of nine local member units. Itspurpose is to promote the conference, leadership training, and coordination ofefforts of the local PTAs. The council brings the power of united planning andefforts to solve communitywide problems affecting children and youth.The voting body of the council consists of its executive board, the president ofeach member unit, and nine delegates from each unit, selected according to unitbylaws. The voting body also includes one immediate past president of council,and the teacher representative to council.As a member of the PTA, you will belong to a nationwide democratic, voluntaryorganization (the National Congress of Parents and Teachers) that centers its wholeinterest on the welfare and education of children and youth.The LOCAL UNIT PTA serves the individual school and cooperates with thelocal school staff in solving any problem within the school. N OTESClarke Middle <strong>School</strong> eighth grader Ganesh Ravichandran won a silvermedal at the Long Island Math Fair at Hofstra University in April2010. He presented on Mathematics in Global Warming. He chose thistopic as he has an interest in the effects of global warming and itsimpact on the environment.In May 2010, a team of students from W.T. Clarke High <strong>School</strong> wasawarded Top Honors at the final citywide round of the 2010 JuniorAchievement of New York (JANY) Business Plan Competition (BPC)for their innovative product idea, “Infinity Hosiery.”<strong>East</strong> <strong>Meadow</strong> High <strong>School</strong> annually hosts a Senior Project Fair. Thepurpose of the initiative is to prepare students for their future, and tofoster compassion, creativity, citizenship, and confidence in students asthey enter the workforce, college, and society.
