In South America, E&E'sWalsh-Ecuador subsidiary has completed itsenvironmental impact assessment(EIA) for the award-winning newQuito International Airport. Wehelped guide important design andoperational decisions to ensure thatthe new facility is not only compatiblewith the sensitive ecosystems, but alsocontributes to conservation andrecreational uses. When complete, itwill be one of the few airports wherea person with a three-hour flightlayover can quickly access naturetrails extending straight out from theterminal and go bird watching in ahigh-diversity forest.Work is progressing on the Inter-American Development Bank’s longrangecontract to monitorenvironmental and social conditionsassociated with its credit guaranteefor the $400 million CostaneraNorte Toll Road being built acrossSantiago, Chile. The monitoring willcontinue through road constructionand operation, with an anticipatedcompletion date of late 2018.E&Eisconducting dozens ofcomplex domestic and overseastasks under various contracts withthe Naval Facilities EngineeringCommand. We recently developedan Encroachment Control andAction Plan based on Navy andMarine Corps policy and guidance.This was conducted during the standup of the first Navy “joint region” –Joint Region Marianas – aDepartment of Defense initiative toconsolidate and streamlineinstallation management functionsacross service components. Potentialor future encroachment challengesfocused on the pending relocation ofselect Marine Corps elements fromthe III Marine Expeditionary Forcesfrom Okinawa, Japan to Guam.Our global headquarters building wasdesigned and constructed in 1988 byE & E's founders to embodyenvironmental quality. In 2008, thebuilding was awarded Platinum-levelLeadership in Energy and<strong>Environment</strong>al Design (LEED)certification for existing buildings bythe U.S. Green Building Council. Wehave been applying the corporateexpertise that went into our planningfor this headquarters facility forclients interested in reducing theircarbon footprints to lessen theirenvironmental impact. For example,last fall E&Eworked with the StateUniversity of New York at Buffalo todevelop a climate action plan (CAP)as part of their requirements as asignatory of the American Collegeand University Presidents ClimateCommitment. The CAP outlines astrategy to achieve climate neutralitythrough a combination of efficienciessuch as building retrofits,E&Eisanenvironmental pioneer. Our globalheadquarters is the world's oldest existing LEEDPlatinum building.transportation infrastructureupgrades, telecommuting, materialuse reduction, high performancedesign for new facilities, andbehavioral changes along with thepurchase of carbon offsets andRenewable Energy Certificates.Walsh <strong>Environment</strong>al Scientists andEngineers, Inc., an E&Esubsidiary,is progressing on its six-year, $3million contract with Colorado’sRegional Transportation District(RTD), providing environmentalservices to support its FasTracksProgram: a voter-approved, $4.7billion capital construction project fornine rapid transit corridors in theseven-county Denver region. Thescope of work includes Phase I and IIenvironmental site assessments,underground tank services, technicalservices for RTD projects initiatedunder the state’s Voluntary CleanupProgram, remediation design,services for asbestos and lead-basedpaint, data management, andassociated technical services.Military and local government representatives discuss encroachment at anE&E-facilitatedworkshop on the island of Guam. Participants worked collaboratively to develop recommendationsthat address encroachment issues through prevention, mitigation, or improved management.4<strong>Ecology</strong> and <strong>Environment</strong>, Inc.
