Honours for a generous ladyElizabeth settled at Winchelsea in 1841. In1845 she married Thomas Austin: isolationand economic depression in the 1840s werefollowed by considerable wealth from woolproduction and sheep breeding. Elizabethwas widowed in 1871 shortly after thecompletion of Barwon Park Mansion. It was in these latter years thatshe made such a significantcontribution to the Victoriancommunity. When Elizabeth’s cookcontracted tuberculosisthe only place she couldreceive treatment wasthe prison hospital.Elizabeth’s response wasto begin a ‘Hospital forIncurables’ to provide carefor such sufferers wherenowhere else catered for them.Trust Board Member kristin Stegley with The Hon Mary Wooldridge accepting Elizabeth Austin’sinduction into the Victorian Honour Role of Women on behalf of the Trust and Barwon Park.Elizabeth Austin of BarwonPark is notable for being themost prominent womanphilanthropist of her generationand 101 years later she has beeninducted on to the VictorianHonour Roll of Women. Each year, the Victorian Honour Rollof Women recognises and celebratestruly remarkable women across Victoriawho through their vision, leadership, commitment and hard work, have madean exceptional contribution to theircommunities or areas of expertise.Described as the country’s first femalebenefactor, Elizabeth gave money to establishthe Austin Hospital in Melbourne, today amajor institution in Victoria’s health system.Elizabeth built the Austin Cottagesin South Geelong, to accommodateimpoverished widows and set up theVictorian Servants Training Institute ofMelbourne enabling working-class womento learn a trade. The new inductees were announced bythe Minister for Women’s Affairs, HonMary Wooldridge as part of InternationalWomen’s Day celebrations on 6 March 2012at Parliament House in Melbourne.Elizabeth Austin was represented at theevent by Kristin Stegley, National TrustBoard Member.Souvenirs of the South Sea IslandsThe origin of Labassa’s namelies in the South Sea Islands andNational Trust curatorshave showcasedmany delicateornamental piecesfrom the regionat this stunningproperty.John Boyd (JB) Watson purchased themansion “Ontario” in Caulfield and renamedit Labassa in 1904.Labassa is named after a Fijian villagevisited by the Watson family during a PacificIslands holiday. Advocac y Update(left)Dillingham Estates House(Yuncken Freeman, 1975) 114 William StreetEstates House was deliberately designedto complement Yunken Freeman’s earlierBHP House (now on the Victorian HeritageRegister), as a foil and backdrop, andoccupying the same ‘plaza’ to create anunmatched modernist ensemble.(right)National Mutual Plaza (Godfrey &Spowers Hughes Mewton & Lobb withLeith & Bartlett in association, 1961-5)447 Collins Street.Occupying the former Western Market site, original plans in the 1950s were to buildover the entire site. However; it was recastin the role of half investment office towerand half public plaza. The tower, (with itsrecent unfortunate loss of marble cladding)and the plaza together are one of the best(and rarest) examples of the modernistplanning ethos of towers with plazas.(far right)Royal Insurance Building (YunckenFreeman, 1965) 430-442 Collins Street.Winner of the Victorian Architecture Medal, the building was the most accomplishedof the early pre-cast concrete clad officeblocks, leading the field away from thelight-weight curtain wall facades of theprevious years. In 1965 Cross Sectionremarked that it is ‘as an architectureplaying it so cool that it makes every othercity building in Melbourne look like anoverdressed juke box.’Advocacy has always beena major priority for us at theNational Trust. Our largecommunity support base playsa monumental role in this, assisting us in lobbying forthe preservation of Victoria’scultural, built and naturalheritage. For more information go towww.nattrust.com.au/advocacy.The following update provides insight intorecent planning issues relating to heritageplaces and spaces throughout Victoria.Melbourne CBDPlanning SchemeAmendmentThe number of places protected by theCity of Melbourne in the CBD throughlocal heritage controls has not alteredsubstantially since the early 1980s, andthe Trust was therefore pleased to supportthe Council at the recent Planning Panelin March and April. The Panel consideredthe addition of 99 places to the heritageoverlay. We were represented by Greg Tobin,Principal of Harwood Andrews Lawyers andour expert witness architectural historian,Rohan Storey. We argued in support of the inclusionof some interiors, which were proposedto be protected through the planningscheme in Melbourne for the first time.We also strongly argued for the inclusionof a number of post-1945 places forprotection, which is also a first for the Cityof Melbourne. The images in this Update are some ofthe buildings proposed for inclusion in thePlanning Scheme Amendment.8 VICTORIAN NEWS

Scots Church precinctThe demolition of Scots Church Hall(1928) in Russell Street and the adjacentVictoria Car Park (1938) and four storeywarehouse (1912) has begun. The sitewill be developed with a 12 storey glasstower, with principal tenant Westpac. The carpark was the first of its kind inAustralia and the former Minister forPlanning, Justin Madden, overruled theHeritage Council to allow its demolition. The other two buildings did not haveheritage controls.Castlemaine PoliceStation VCAT hearingThe Trust appeared at the Victorian Civiland Administrative Tribunal (VCAT) inFebruary to contest the design of thenew police station in Castlemaine. Wewere represented by Barrister Julie Davisand expert witnesses John Briggs andJames Holdsworth. We have always beensupportive of a new police station at cornerof Hargraves Street and Templeton Street, however the community was not in favourof the original design released 18 monthsago due its lack of contextual design to thehistoric civic precinct. Our appearance at VCAT forced a radicalreappraisal of the design last Decemberand required the architects and plannersto do much more work to understand localheritage requirements. As a result of ourinvolvement a much altered and improveddesign was presented and we have made asignificant contribution to a better outcome.Boroondara HeritageOverlays – PlanningPanel successOur appearance at the Planning Panel toconsider the Hawthorn Heritage PrecinctsStudy last year helped secure a positiveoutcome for West Hawthorn Village, theManningtree Road area, Glenferrie RoadActivity Centre area and Lisson Grovearea. The building at 733 Glenferrie Road(1902 doctor’s surgery and residence)was a particularly contentious issue, itsdemolition having already been rejectedby a VCAT hearing. The Panel has nowrecommended it for a permanent heritagecontrol. We are now working on furthersubmissions for the City of Boroondara,in particular to support adoption of theKew Junction heritage precinct.MAY 2012 9

Protecting andcelebrating ournatural heritageThe Bacchus Marsh Avenue of HonourHere are just a few of the waysthat we are helping to protectour living heritage throughadvocacy and environmentalcampaigns.Bacchus Marsh Avenueof Honour SuccessThe Bacchus Marsh Avenue of Honourwill remain intact after construction of aroundabout was refused. The announcement that the Avenue ofHonour will remain intact was a great winfor our members and supporters whocampaigned with us against the roundabout. In January this year, Victorian PlanningMinister Matthew Guy refused a permit forthe removal of five mature Dutch elm treesfor the construction of a roundabout. The Bacchus Marsh Avenue of Honour is oneof the finest avenues of Dutch Elms left inthe world. Our role in this outcome could only havebeen achieved with the support of manytalented individuals in a campaign that tookmore than two years. We would like to thank our legal teamof David Hope and James Davaris ofMiddletons, Anthony Southall QC, BarristersMegan Fitzgerald, and David O’Brien (nowMLC for Western Victoria) who all providedinvaluable advice and appearances at thenumerous Heritage Council hearings. To Dr. Greg Moore, who appeared onseveral occasions as our expert and LauraJames, PhD candidate, who also appearedand presented her research of soldierscommemorated on the Avenue, we owea debt of gratitude. We would also like tothank our many supporters, notably JohnDwyer QC from the Australian GardenHistory Society and the many members ofSeparation Tree 2009, prior to vandalismthe Trust who wrote letters and emailed thegovernment. We thank Minister Guy for hisdecision to protect the Avenue in perpetuity. Finally, it was also inspirational to beworking alongside Damien Strangio and theAvenue Preservation group. This team oftireless residents advocated brilliantly forthe preservation of an intact Avenue.30th Anniversary orthe Register of SignificantTreesThis year celebrates the 30th anniversary ofour Register of Significant Trees. Today, weremain the only independent organisationthat lists individual trees with the aim ofimproving their management, encouragingtheir protection, and where possibleextending their life spans. The first tree to be added to the Registerwas the ‘Separation Tree’ – a River RedGum (Eucalyptus camaldulensis) in theRoyal Botanic Gardens (RBG). Followingvandalism of this tree in 2010, members ofthe Committee have been assisting the RBGwith monitoring and advice. The Significant Tree Committee, composedof volunteers who are considered expertsin their fields, meet four times each yearto consider nominations to the Registerand make recommendations to the TrustBoard. We would like to make special mentionof several members of the Committeewho have been actively involved from theearly days. John Hawker (1982), AndrewMcCutcheon (1983) and Dr Greg Moore, whojoined in 1988 and has been chair of thecommittee since 1996.Trust assists LocalGovernment with TreeProtectionWe are assisting the City of Melbourne todevelop their Exceptional Tree Register fortrees on private land. We also appearedat the City of Frankston Planning SchemeAmendment Panel Hearing in February withexpert witness Dr Greg Moore to give ourstrong support for the protection of treesacross the municipality with EnvironmentalSignificance Overlays. Like the Trust’sown Register of Significant Trees, theselocal government initiatives celebratetrees that contribute to our community. These Registers and Planning SchemeAmendments fit closely with our strategyof encouraging statutory protection forsignificant trees, as well as the recognitionof their local significance.12 VICTORIAN NEWS
