Conclusion<strong>The</strong> main positive aspect of creating the <strong>Common</strong> economic space for economic entities ofthe Republic of Belarus is the opportunity to work on the markets of the Russian Federation andthe Republic of Kazakhstan on equal terms with their residents. This is provided by theAgreement on common principles and rules of competition, the Agreement on service trade andinvestments in member states of the CES, the Agreement on common principles of regulation inthe sphere of intellectual property protection.<strong>The</strong> Agreements of the Parties, signed in section III of the Agreements, which form thelegal basis of the CES "Power, transport and communication" stipulate common conditions ofactivities in natural monopolies in spheres of energy, oil and gas transmission, access to railwaytransport services.<strong>The</strong> reduction of financial backing of agricultural enterprises will be a negative factor foreconomic entities of the Republic of Belarus and that is likely to entail an increase in the value ofagricultural production, and decrease of its competitiveness on the market of the CES members.<strong>The</strong> Agreement on legal status of migrant workers and members of their families makes itpossible for residents of the Republic of Belarus to attract workers from the Russian Federationand the Republic of Kazakhstan in a facilitated way, as well as citizens of the Republic ofBelarus will be able to work freely in the CES countries.A great advantage of the <strong>Common</strong> <strong>Economic</strong> <strong>Space</strong> is the laws convergence of the parties,which will allow the residents of all CES member states to orientate themselves freely in thelegislation of the parties.Within the <strong>Common</strong> <strong>Economic</strong> <strong>Space</strong> the Agreements do not contain direct norms, theapplication of which would make the market in the Republic of Belarus more open for thirdcountries non- CES members- . Despite this, it is safe to say that the creation of equal (similar)conditions for the functioning of economic mechanisms in the Republic of Belarus, the RussianFederation and the Republic of Kazakhstan, as well as the establishment of quantitativeparameters that determine the stability of the economic development of the CES member states,may improve the investment attractiveness of the Republic of Belarus.<strong>The</strong> establishment of competition principles in the Agreements, as well as new rules onstate subsidies are positive things to attract foreign investments from countries - members andnon-members of the CES. Somehow the application of these rules equates the companies withprivate capital with the companies with state shares in the statutory fund, which often receivegovernment support.A positive aspect of the Agreement on the adoption of common principles and rules oftechnical regulation in the Republic of Belarus, the Republic of Kazakhstan and the RussianFederation, which establishes common standards throughout the territory of the CES, is theguarantee for the residents of the Republic of Belarus of their products conformity with therequirements of the CES countries, and thus, the possibility of realization of products withoutfear of its non-compliance with internal standards of the Russian Federation and Kazakhstan.<strong>The</strong> existence of common standards for economic entities that are non-residents of the CES is aguarantee that their products, imported into the territory of one state of the CES (the CustomsUnion) will meet the requirements of another CES state.On the other hand, in the process of technical standards adoption, it is possible that therequirements for the production of certain goods will be more rigorous, which will entail thenecessity to invest in the production facilities upgrade and to increase the costs of production.It is also necessary to take into consideration that most of the agreements require furthermeasures for their implementation (adoption of internal regulations, coordination of the parties’activities etc.), and therefore, the creation of favorable conditions for the activities of the partiesgreatly depends on the future political situation and the desire of the leadership of the CEScountries to move towards further integration.24
