<strong>The</strong> Academy <strong>of</strong> Distinguished Alumni was established in 2003 to recognize alumni for<br />

James L. Barnard<br />
Global Practice and Technology Leader, Black & Veatch<br />
Dr. James L. Barnard received his MS in Environmental <strong>Engineering</strong> and Water Resources<br />
from the <strong>University</strong> <strong>of</strong> Texas at Austin in 1969.<br />
Barnard is recognized internationally for developing the BarndenphoR Process and<br />
Phoredox, the basis for all biological and nutrient removal process configurations in use<br />
today. Dr. Barnard has over 45 years <strong>of</strong> experience in water resources engineering and has<br />
designed over 100 innovative installations throughout the world by successfully adapting<br />
the BNR principles to a broad range <strong>of</strong> locations and environments including developing<br />
and industrialized countries.<br />
Mason C. Brown, Jr.<br />
President, Big City Crushed Concrete<br />
After graduating from UT in 1959, Mason Brown, Jr. held various positions at Robert<br />
E. McKee General Contractors including field engineer, project manager, construction<br />
manager, and was president <strong>of</strong> the company for four years.<br />
In 1988, Brown acquired a small concrete recycling operation which has grown into<br />
one <strong>of</strong> the largest concrete rubble processors in the country. Big City Crushed Concrete<br />
currently has seven permitted plants and has provided the construction industry with<br />
significant economic and environmental benefits by recycling clean, concrete rubble into<br />
TxDOT Grade rock material. Over the years, Big City has processed more than 20 million<br />
tons <strong>of</strong> concrete rubble and is currently processing at a rate <strong>of</strong> 2 million tons annually.<br />
Eugene H. Dawson<br />
Co-Founder, Pape-Dawson<br />
Eugene Dawson graduated in 1957 with a B.S. in <strong>Civil</strong> <strong>Engineering</strong>. In 1965, Dawson<br />
and partner, Gus Pape, formed Pape-Dawson Engineers, Inc. <strong>The</strong> company is now<br />
the leading San Antonio-based civil and environmental consulting engineering firm and<br />
provides service to private and public sector clients throughout South Texas.<br />
Dawson has led the company from two employees to a total staff <strong>of</strong> 400 with 200<br />
pr<strong>of</strong>essional employees. Pape-Dawson has an extensive list <strong>of</strong> successful public and private<br />
sector projects including access and infrastructure improvements to the SBC Center and<br />
the Toyota Plant in San Antonio.<br />
Dawson has maintained a strong relationship with the CAEE <strong>Department</strong> by serving<br />
as Chairman <strong>of</strong> the Visiting Committee and establishing the Eugene H. and Mary Duane<br />
Dawson Endowed Presidential Scholarship.<br />

Pr<strong>of</strong>essor and Director <strong>of</strong> CTR, <strong>University</strong> <strong>of</strong> Texas at Austin<br />
Dr. Randy Machemehl has been Director <strong>of</strong> the Center for Transportation Research<br />
(CTR), a multi-disciplinary research organization with an annual research budget <strong>of</strong> nearly<br />
$15 million, since 1999. Under Machemehl’s leadership, CTR’s annual funding has doubled<br />
and working relationships have been established with several other U.S. and international<br />
universities and agencies.<br />
Machemehl’s recent research work has dealt with optimization <strong>of</strong> large scale transportation<br />
systems including urban traffic signal networks and bus transit route networks.<br />
He has developed a variety <strong>of</strong> general and special purpose computer simulators <strong>of</strong> ground<br />
transportation system. Machemehl has also conducted human factors studies in which he<br />
examined vehicle driver responses to traffic control systems using instrumented vehicles<br />
and experimental driver monitoring systems.<br />
Kishor Mehta<br />
Pr<strong>of</strong>essor, Texas Tech <strong>University</strong><br />
Dr. Kishor Mehta is a worldwide authority on wind engineering and member <strong>of</strong> the<br />
National Academy <strong>of</strong> <strong>Engineering</strong>.<br />
Dr. Mehta completed his Ph.D. at UT Austin in 1964 and accepted a faculty position<br />
at Texas Tech <strong>University</strong>. <strong>The</strong> Lubbock Tornado <strong>of</strong> May 11, 1970 led to the development<br />
<strong>of</strong> an extensive program in wind engineering research at the university. By 1988, the scope<br />
<strong>of</strong> the wind engineering program had grown beyond wind disasters and Mehta organized<br />
the Wind Science and <strong>Engineering</strong> Research Center, where he became Director.<br />
Mehta was the first to study tornado damage from an engineering perspective. He<br />
developed techniques for estimating tornado wind speeds by structural analysis <strong>of</strong> damaged<br />
and undamaged structure.<br />
Alan H. Plummer, Jr.<br />
President, Alan Plummer Associates, Inc.<br />
Since 1978, Alan Plummer has provided leadership in the firm <strong>of</strong> Alan Plummer Associates,<br />
Inc., (APAI), a consulting engineering firm recognized as a leader in the environmental<br />
field in Texas. Plummer has planned and designed multiple water and wastewater<br />
systems, a particular area <strong>of</strong> focus being the Trinity River Basin where he has helped his<br />
clients greatly improve the river’s water quality.<br />
He has promoted the development <strong>of</strong> odor technologies, which have significantly<br />
reduced odorous emissions from many plants. He developed the concepts for the largest,<br />
urbanized non-potable and potable augmentation reuse projects in Texas and has also<br />
received state and national engineering excellence awards for the Richland-Chambers<br />
Reuse Wetlands Project.
H. Douglas Steadman<br />
Sparks <strong>Engineering</strong>, Inc.<br />
Douglas Steadman is one <strong>of</strong> the most respected structural engineers in the city <strong>of</strong> San<br />
Antonio. He attended the <strong>University</strong> <strong>of</strong> Texas in the Navy V-12 Program and received his<br />
B.S.C.E. and Commission as an Ensign in 1946. After discharge from the Navy, Steadman<br />
received his M.S. degree from UT-Austin in 1948. He was hired by W.E. Simpson Co.,<br />
Inc. in San Antonio, Texas, becoming Chief Engineer and Administrative Vice President<br />
<strong>of</strong> the company, and later Executive Vice President in 1979 and President in 1985.<br />
With more than 50 years <strong>of</strong> civil and structural engineering experience, he is widely<br />
recognized for his project direction and attention to detail. <strong>The</strong> San Antonio Airport’s<br />
expansion project as well as the Alamodome’s design was completed under Steadman’s<br />
leadership.<br />
Thomas W. Taylor<br />
Principal Design Engineer, Datum Engineers<br />
Thomas Taylor has been a leader and innovator in the building industry throughout<br />
his 49 year career as a structural engineer. He joined Frank Chappell & Associates after<br />
graduating and assumed leadership <strong>of</strong> the company in four years. Taylor incorporated the<br />
company as Datum Engineers and has helped it grow into a nationally recognized firm.<br />
A student <strong>of</strong> both art and architecture, he has built a successful practice by creatively<br />
applying structural engineering to support the artistic vision <strong>of</strong> architectural clients.<br />
Taylor was a pioneer in the development <strong>of</strong> several new structural systems, including<br />
the “stack wall” concept for precast parking structures, slender slip-formed concrete cores<br />
for bracing high rise buildings, and a versatile reinforced brick cavity wall system.<br />
2007 outstAnding young Alumnus<br />
Melissa C. Seib Moran, MSCE ‘92<br />
After graduating from UT Austin, Melissa Moran joined the firm <strong>of</strong> Malcolm<br />
Pirnie, Inc., where she quickly became responsible for a host <strong>of</strong> complex drinking<br />
water projects, ranging from cutting edge ultraviolet disinfection applications to<br />
construction management <strong>of</strong> two drinking water reservoirs for a water treatment facility<br />
in San Diego, California. Moran also remained actively engaged in research activity<br />
as a project leader and manager for research funded by the American Water Works<br />
Association (AWWA). Additionally, she has been heavily involved in the Society <strong>of</strong><br />
Women Engineers, serving as President <strong>of</strong> the Central Indiana Chapter and helping to<br />
establish a college scholarship fund for women.<br />
Moran is currently in San Marcos, Guatemala, where she is helping underprivileged<br />
communities develop alternative water supplies in the Rio Naranjo Watershed, which<br />
sustains over 70 communities and 340,000 people.<br />

One alumnus was honored as a Distinguished <strong>Engineering</strong> Graduate <strong>of</strong> the Cockrell<br />
School <strong>of</strong> <strong>Engineering</strong> at the December 2007 graduation ceremony:<br />

Dean Emeritus and Pr<strong>of</strong>essor, Retired<br />
Portland State <strong>University</strong><br />
As the founding dean <strong>of</strong> the Maseeh College <strong>of</strong> <strong>Engineering</strong> and Computer Science,<br />
Dr. Chik Erzurumlu has provided the guiding influence in transforming a pre-engineering<br />
program into a comprehensive college <strong>of</strong> engineering that now has over 1900 majors<br />
enrolled in BS, MS, and PhD degree programs in five engineering fields and computer<br />
science.<br />
After serving as head <strong>of</strong> civil-structural engineering at Portland State <strong>University</strong> for<br />
four years, he was appointed as the founding dean <strong>of</strong> PSU’s newly established School <strong>of</strong><br />
<strong>Engineering</strong> and Applied Science in 1980.<br />
In recognition <strong>of</strong> his contributions to engineering education and the engineering<br />
pr<strong>of</strong>ession, Erzurumlu was granted the Fellow status by both ASCE and NSPE. Perhaps<br />
the greatest recognition came in 2004 when as part <strong>of</strong> an $8 million gift to the College<br />
by one his former students, Dr. Fariborz Maseeh, he received lasting recognition by<br />
the establishment <strong>of</strong> an endowment to name the Deanship <strong>of</strong> the Maseeh College <strong>of</strong><br />
<strong>Engineering</strong> and Computer Science as the H. Chik M. Erzurumlu Dean.<br />
2008 outstAnding young gRAduAte<br />
During the May 2007 commencement ceremonies the Cockrell School <strong>of</strong> <strong>Engineering</strong><br />
recognizes outstanding young graduates who have become influential leaders in the<br />
engineering community.<br />
Shay Ralls Roalson, MS 1999<br />
Senior Project Manager, Turner, Collie & Braden<br />
Shay Ralls Roalson has 15 years <strong>of</strong> experience in the design <strong>of</strong> water and wastewater<br />
pumping, conveyance and treatment facilities for municipal clients.<br />
After completing her M.S. degree and becoming a licensed pr<strong>of</strong>essional engineer,<br />
Shay worked at Camp Dresser & McKee in the Austin <strong>of</strong>fice. In 2002, she joined the Austin<br />
public works group <strong>of</strong> Turner Collie & Braden, an AECOM company, where she currently<br />
manages municipal water and wastewater design and construction projects. Turner Collie<br />
& Braden named her Employee <strong>of</strong> the Year in 2003.<br />
Shay is active in pr<strong>of</strong>essional organizations and her community. She helped found<br />
the Capital Area Chapter <strong>of</strong> the Texas Section <strong>of</strong> the American Water Works Association<br />
in 1997. She currently chairs the Texas Section whose young pr<strong>of</strong>essionals committee<br />
honored her with their inaugural Maverick Award in 2003. In 2006, the Travis Chapter <strong>of</strong><br />
the Texas Society <strong>of</strong> Pr<strong>of</strong>essional Engineers named her Young Engineer <strong>of</strong> the Year.
Alumni outReACh pRogRAm<br />
In 2007, the department began <strong>of</strong>fering our alumni the opportunity to earn credit toward<br />
maintaining P.E. licensure. Alumni from Houston, Dallas, Austin and surrounding<br />
cities were invited to attend area ethics presentations during lunchtime where they re-<br />
ceived a one-hour pr<strong>of</strong>essional development credit. Presentations are given by a faculty<br />
member who discusses engineering failures and the pr<strong>of</strong>essional/ethical issues they have<br />
encountered. This year’s presentation, “Building and Structural Fire Safety: Future Directions<br />
and Needs” was given by structures pr<strong>of</strong>essor Mike Engelhardt.<br />
Mike Engelhardt discusses issues and problems related to building and fire safety and<br />
the need for engineered structural fire protection.<br />

<strong>The</strong> <strong>Civil</strong>, Architectural and Environmental <strong>Engineering</strong> External Advisory Committee<br />
(EAC) is comprised <strong>of</strong> representatives from industry.<br />
<strong>The</strong> objective <strong>of</strong> the External Advisory Committee is to advise the department <strong>of</strong><br />
the pr<strong>of</strong>essional requirements <strong>of</strong> private enterprise, providing a forum in which teaching,<br />
research, pr<strong>of</strong>essional development, and academic excellence can be discussed. <strong>The</strong>y<br />
also assist in developing effective programs for recruiting outstanding undergraduate and<br />
graduate students, and they further aid the department in approved fund-raising programs.<br />
<strong>The</strong> committee meets twice yearly and meets with faculty, undergraduate and graduate<br />

<strong>The</strong> undergraduate program in the <strong>Department</strong> <strong>of</strong> <strong>Civil</strong>, Architectural and Environmental<br />
<strong>Engineering</strong> <strong>of</strong>fers Bachelor <strong>of</strong> Science degrees in civil engineering and architectural<br />
engineering.<br />
In 2007-08, the <strong>Civil</strong> <strong>Engineering</strong> degree plan totaled 124 semester hours, and the<br />
Architectural <strong>Engineering</strong> degree plan totaled 126 semester hours.<br />
Enrollment<br />
<strong>The</strong> department continues to control undergraduate admission into the civil and<br />
architectural engineering degree programs in order to manage enrollments at all levels:<br />
new freshmen, transfers from other institutions, and internal transfers from other UT<br />
degree programs. <strong>The</strong> department’s total undergraduate enrollment remained constant.<br />
Our dual-degree program <strong>of</strong> Architectural <strong>Engineering</strong>/Architecture had an enrollment<br />
<strong>of</strong> 16. Including this dual degree enrollment, the total listed for Architectural <strong>Engineering</strong><br />
was 215, the total for <strong>Civil</strong> <strong>Engineering</strong> was 476, and the total department undergraduate<br />
enrollment was 691.<br />

<strong>The</strong> <strong>Department</strong> <strong>of</strong> <strong>Civil</strong>, Architectural and Environmental <strong>Engineering</strong> <strong>of</strong>fers the Master<br />
<strong>of</strong> Science in <strong>Engineering</strong> degree in civil engineering, architectural engineering, and<br />
environmental and water resources engineering; the Doctor <strong>of</strong> Philosophy degree is<br />
<strong>of</strong>fered only in civil engineering. Graduate students select from a number <strong>of</strong> specialty<br />
areas—including construction engineering and project management, construction<br />
materials, environmental and water resources engineering, building environmental systems,<br />
geotechnical engineering, ocean engineering, structural engineering, and transportation<br />
engineering. Most students have a bachelor’s degree in an engineering discipline from<br />
an accredited program; however, non-engineering majors are admitted, on a very limited<br />
basis, after completing certain minimum academic requirements.<br />

Undergraduate Scholarships<br />
Outstanding performance <strong>of</strong> undergraduate students is recognized through scholarships. In 2007-2008, departmental scholarships<br />
totaling $ 40,850 were awarded to 48 students enrolled in the <strong>Civil</strong>, Architectural and Environmental <strong>Engineering</strong> department. Scholarships<br />
administered by the College <strong>of</strong> <strong>Engineering</strong> for a total <strong>of</strong> $77,500 were awarded to 33 students in the department. <strong>The</strong>se totals do not<br />
include all scholarships awarded in 2007-2008 to civil and architectural engineering students by the College <strong>of</strong> <strong>Engineering</strong>. In addition,<br />
two architectural engineering students and two civil engineering students were awarded a $2,500 <strong>University</strong>-wide Undergraduate<br />
Endowed Presidential Scholarship.<br />
Graduate Financial Support<br />
Various financial assistance options are available to graduate students. Most full-time students receive some form <strong>of</strong> financial support<br />
-- the primary sources <strong>of</strong> support are graduate research assistantships, teaching assistantships and grader positions. Other sources outside<br />
the <strong>University</strong> provide additional funds. Teaching assistantships are available to a limited number <strong>of</strong> graduate students to assist the faculty<br />
in preparing and conducting laboratory and/or design sessions.<br />
Graduate Fellowships<br />
<strong>The</strong> Graduate Fellowship Committee—comprising faculty from six specialty areas, plus the graduate advisors—nominates students<br />
for graduate fellowships. Awards are made to both incoming and continuing students on a competitive basis.<br />
U.S. applicants in the top ten percent <strong>of</strong> their national peer group are recruited with a <strong>University</strong> Preemptive Fellowship <strong>of</strong>fer. One<br />
year full-fellowships and partial-fellowships are awarded, ranging from $5,000 to $26,000.<br />
Thrust 2000 fellowships, Dean’s Chair for Excellence fellowships, and other endowed fellowships administered through the College<br />
<strong>of</strong> <strong>Engineering</strong> also are used primarily for recruitment. <strong>The</strong>se fellowships are <strong>of</strong>fered to outstanding U.S. students, who plan to pursue the<br />
Ph.D. In addition, Thrust recipients receive a half-time research or teaching assistantship from the department. <strong>The</strong> Thrust fellowships<br />
pay $9,000 and are renewable for up to four years; endowed fellowships usually pay between $2,000 and $3,000.<br />
A limited number <strong>of</strong> continuing students also receive fellowships. <strong>The</strong> premiere academic achievement award is the <strong>University</strong><br />
Continuing Fellowship. This award pays $16,000-$18,000 for two long-term semesters and $2,650 per long semester in tuition support.<br />
