Evaluation/Selection Criteria:6.01. The Radio Board will evaluate each fully completed bid by examining biddersunderstanding of the scope of the work; price; qualifications; ability of responsiblecontractor to perform successfully under the terms and conditions of the proposedprocurement; and, references for similar type activities. Award of contract may go tothe lowest responsive and reasonable bidder; however, price may not be the decidingfactor in award determination.6.02. Onlywritten responses to inquiries concerning procurement procedures or the scope ofwork will be considered valid by the Council. Interested offerors should submit allpertinent inquiries in written form via email or letter. Written inquiries will beavailable until 3:00 p.m. March 13 th , 2013 and answers will be posted to the Councilweb site no later than March 15 th , 2013 to allow all offerors ample time to evaluate theresponses.7.03. 7.04. Closing date/time: In order for all proposals to be fairly considered, proposals mustbe received by the Issuing Office no later than 3:00 p.m. local time on March 22 nd ,2013. Without exception, proposals delivered after this date and time will not beaccepted. Bids may be sent via email to Matt Perkins at: mperkins@region2000.orgwith subject line to read: “Invitation for Bid – Generator - Bid # 13-RB-300”, or sentby mail to: Region 2000 Local Government Council, Attn: Region 2000 Radio Board,828 Main Street, 12 th Floor, Lynchburg, VA 24504. Submissions by mail must bemarked on the outside of the envelope with Invitation for Bid – Generator -Bid # 13-RB-300.7.05. Submission: It is encouraged, though not required, that the offeror submit proposalson each site location. Should an offeror choose to select certain locations included intheir proposals, they must clearly indicate the location(s) included. The Councilreserves the right to award in full, or in part, contracts to one or more companies tofulfill the requirements of the contract, whichever it may deem in its best interest.Incomplete or illegible proposals may be discarded at the discretion of the Council.7.06. Procurement process: The Council retains the right to reject any and all proposals,and to waive defects or irregularities in any proposal that are determined by theCouncil to be immaterial. Price shall be considered, but will not be the soledetermining factor as defined in the evaluation factors. The Council shall select theofferor which, in its opinion has made the best proposal, and shall award the contractto that offeror.The Council may make such investigations as necessary to clarify a proposal or todetermine the ability of the offeror to perform the work/furnish the services, and theofferor shall furnish all such information and data for this purpose as may berequested. The Council reserves the right to reject any proposal if the evidencesubmitted by, or investigations of, such offeror fails to satisfy the Council that suchofferor is properly qualified to carry out the work described by this Invitation for Bid.7.07. Notice of Award: The award will be made to the Offeror with the best proposal asdetermined by the Council in accordance with the evaluation criteria. The Councilreserves the right to reject any and all proposals in whole or in part and to waive anyinformation or technical defects if, in its sole judgment, the best interests of theCouncil will be served.7.08. Understanding of requirements: It is the responsibility of each prospective offeror toinquire about, and to clarify, all requirements in the Invitation for Bid which are notfully understood and any issues not specified but which might impact service or cost.Offerors must submit inquiries concerning proposal procedures and the scope of workin writing or via fax.
