NEWSAUTOMOTIVE INDUSTRYA CAUSE FOR OPTIMISMFederal Innovation, Industry, Science and Research Minister, Senator Kim Carrsaid the transformation the <strong>Australian</strong> automotive sector is undergoing givesus cause for great optimism about future economic growth andenvironmental sustainability in the industry.“<strong>Australian</strong> vehicle production volumes for2009 have fallen to the lowest level since1957, yet car manufacturers in Australia haveemerged as survivors from the globalrecession,” Senator Carr said.“This is a testament to both the sacrificesmade within the industry, and to theeffectiveness of the support it has receivedfrom the Rudd Labor Government.“The strength of the partnershipsdeveloped by the Government with companiesand unions has allowed the <strong>Australian</strong>automotive industry to pull through the crisiswith productive capacity in place andworkforce substantially intact - and this is acause for celebration.”Senator Carr said Australia’s automotiveindustry has shown a resilience that has goneunmatched by the majority of its globalcounterparts.“Annual vehicle sales in the United Statesand Japan were down 21.2 percent and 9.3percent respectively on the previous year, compared to only a 7.4 percent drop inAustralia over the same period,” he said.“Encouragingly, automotive marketslocally and overseas are showing signs ofrejuvenating with end of year increases insales, including record-highs for <strong>Australian</strong>vehicle sales in December.“<strong>Automotive</strong> manufacturing in Australia ispoised to take advantage of this upward trendwith the industry already moving forward inthe production of greener, more fuel-efficientvehicles.”Senator Carr attributed the RuddGovernment’s $6.2 billion A New Car Plan fora Greener Future for driving thistransformation and moving the industrysteadily towards a stronger footing.“The sector is a strategically importantpart of Australia’s economy and providesemployment to 51,700 <strong>Australian</strong>s directlyand another 100,000 in dependentindustries.“Investment in research and developmentLOW FUEL CONSUMPTION,FIVE-STAR SAFETYThe NSW Roads and Traffic Authority and NRMA Motoring and Services hasreleased new crash test results showing that low fuel consumption cars canalso achieve the highest safety ratings. The Mini Cooper diesel hatch, Ford FiestaECOnetic diesel hatch, Volvo C30 diesel hatchand Toyota Prius have achieved a five-starsafety rating from the Australasian New CarAssessment Program (ANCAP).Other ANCAP results show the recentlyreleased Subaru Liberty Exiga and theupgraded four-cylinder Hyundai Santa Fe alsoachieved five-star ANCAP ratings. The HondaCity sedan achieved a four-star rating.NRMA vehicle safety expert Jack Haley saidthe results show that manufacturers can makelow fuel consumption vehicles withoutcompromising on safety.“Subaru continues to achieve five-starANCAP results across its range and the fourcylinderHyundai Santa Fe has improved itssafety to score five stars for the first time,” hesaid.NSW Centre for Road Safety Director, DrSoames Job, said the Honda City missed outon five stars because electronic stability control(ESC) was not an option.“ANCAP has required ESC for five starssince the beginning of 2008,” Dr Job said. All of the five-star models include headprotectingside airbags or curtains, anti-lockbrakes and ESC as standard.Importantly, the results apply to all modelsin the various ranges. There were mixed results for pedestrianprotection, with the City, Exiga and FiestaECOnetic achieving three out of four stars. This year, theirbudgets were perhaps tighter than in previousyears.”The students spend about 12 monthsdesigning, building and testing their car andits components before bringing the racer tothe four-day competition. On the first two days the teams presenttheir cars to design and productionengineering judges. Then, to check their theories during thelast two days, the students put their racers topractical tests on the track in acceleration, braking, autocross, skidpan, endurance andfuel economy events.‘Graduates’ of the Formula SAE-Aeducation program are highly sought after byemployers and have been recruited to topautomotive engineering roles, V8 Supercarrace teams and international Formula Onerace teams.Monash history of wingsIt was Monash University’s first FormulaSAE-A win after scoring fourth place in 2008and third place in 2007.The university has entered every FormulaSAE-A competition and the 2009 teamincluded 50 students representing a crosssection of study areas ranging fromMechanical Engineering to Business.A four-cylinder Honda CBR 600RR engineproducing 80HP-transferring torque to thewheels via a single reduction driveline powersthe 2009 Monash University car.To save weight, the new intake and mufflerhave been constructed out of carbon fibre.Furthermore, to increase the fuel economy, higher compression pistons have beeninstalled and tested on the dynamometer withpreliminary tests showing a 14 percentincrease on overall fuel economy.Monash University operates a state-of-theart wind tunnel and this team has a traditionof high winged flyers. The 2009 vehicle benefited from eightyears of aerodynamic development in the formof front and rear multi-element wings.Testing revealed the car produced about600N of down force at 60kph forrepresentative yaw angles seen on-track.This additional normal force seen at thetyres increases the available grip, allowing thevehicle to corner at greater velocities thanotherwise possible. The benefit of the aerodynamic package isreadily seen on-track, with peak lateralaccelerations of 2.2G being measured onhigh-speed corners.14 AU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 www.aaaa.com.au

4WDMANI’S YOUR MATE IF YOUR SUSPENSION’S TEMPTING FATE4WD enthusiast Emmanuel ‘Mani’ Kafantaris puts his money where his mouth is when voicing an opinion about thebest suspension choices for safety and stability in work and leisure vehicles.Mr Kafantaris is the Port MacquarieManager of suspension and 4WD specialistARB.“We also get a lot of farmers and contractorswho have to cope with bulky and uneven loadson unmade roads and paddocks,” he said.“We also get lots of people with caravans, campers and motor homes who need a bettersuspension when towing,” Mr Kafantaris, whois a past winner of the ARB Xtreme WinchChallenge and a frequent competitor in theOutback Challenge, said.As a New South Wales 4WD identity, he hasassisted scores of people to fit Firestone Coil-Rite supplementary air suspensions withdurable polyurethane airbags that fit insideexisting coil springs to provide levelling controlto a vehicle when under load, providing years ofcomfort and stability.“We must have fitted hundreds of Firestonekits along with our ARB Old man Emu systemsince opening our ARB branch in PortMacquarie early last year,” he said.Mr Kafantaris has also fitted his own GUNissan Patrol with the Coil Rite kits from AirBag Man’s NSW Distributor All Air Suspension(www.allair.com.au).A veteran of more than 20 years in the 4WDbusiness and sport, he enthuses about how thesupplementary air suspension system enablesowners of towing and work and recreationalvehicles to adjust for varying loads and roadconditions by simply inflating or deflating theairbag, just like inflating a tyre. The Coil-Rite system provides extra supportfor front and rear coil springs in cars, vans,4WDs, SUVs and motor homes.Airbags are used for front-to-rear and sideto-sidelevelling control of a vehicle. This enables a vehicle to ‘level up’ whentowing caravans, boats and trailers or when avehicle is carrying heavy, uneven loads.“The kits from All Air are just the best forsafety, stability, ride, reliability and backup,”Mr Kafantaris said.“Everyone we have fitted them for –including myself – has benefited.“They are just brilliantly designedproducts,” Mr Kafantaris, whose ARB PortMacquarie branch services a huge variety ofvehicle types and customer needs, said.Reasons for fitting Coil-Rite systems includemaintaining a level vehicle with adjustability fordifferent conditions, maximising safe loadcarrying capacity, increasing vehicle stabilityand braking performance and improvingsteering, balance and ride quality. The systems also greatly reduce bottomingout and reducing coil suspension fatigue, keeping headlights aimed on the road and notup in the face of oncoming traffic and reducingtyre wear and chassis fatigue by helping toprevent twisting and flexing.“My own 2000 GU Patrol is set up with avery soft suspension, which is pushed downwhen towing our camper trailer,” Mr Kafantarissaid.“We needed to counter this with asuspension that would make it sit up flat andstable, to ensure good cornering and brakingand top levels of safety.“We didn’t want to have stresses or strainsbeing passed into the vehicle, wearing it out, orhaving our headlights shining up into the facesof ongoing drivers.“So the obvious answer was the Coil-Ritesystem, which we have fitted to hundreds ofvehicles – 100 and 200 series LandCruisers,Nissan Patrols, Mitsubishi Pajeros, and ToyotaPrados, to name a few.”By simply adding or removing air, operatorsof vehicles equipped with the kits can maintainthe same vehicle ride height under differentload conditions. This gives ideal performance and safety fromempty to full. Air can also be added to overcomethe imbalance inherent with uneven loads.“The combination of the Coil-Rite kits andOld Man Emu customised suspensionoptimisation has been brilliantly successful, whether the vehicles are used for work or play -and many are used for both, towing boats andcaravans on holiday and hauling tanks, sprayersand construction materials during the workingweek,” Mr Kafantaris said.During a career of 25 years in 4WD and asa long-time competitor in the OutbackChallenge, Mr Kafantaris has come to respectnot only the performance of the Firestone kits, but also the backing given to them by All AirSuspension.“The product is brilliant and so are they,”he said.“You know that if there is a warranty issue –and we have very few – they will be there toback up their product immediately.“They don’t quibble; they deliver, quickly, courteously and with good grace.“That’s what is really important when youare buying quality gear – you want to know whostands behind it, who will make it right ifsomething needs to be made right.“And they are great like that. When you arewith the best you stay with the best.”All Air Suspension National Sales Manager,James Maslin, says safety and stability benefitsare offered by Coil-Rite kits and of the broaderFirestone and Airbag Man ranges forapplications ranging from lighter recreationalduties to full-time work utes in challengingconditions. For heavier duty applications involving leafsprings, All Air distributors throughout NSW canfit firestone’s Ride-Rite system, which use thesame type of airbag used in heavy trucks.Airbag Man On-Air kits totally replace thevehicles coil springs with heavy-duty air springs, providing a fully adjustable air suspension.“The type of suspension required by avehicle will vary with the type of job it is askedto do, and where it is asked to do it, which iswhere distributors with expertise like Mani areabsolutely essential in bringing their knowledgeto bear,” Mr Maslin said. For more information visit your nearest ARBoutlet or contact All Air Suspension on02 9807 7641 or visit www.allair.com.au20 AU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 www.aaaa.com.au

4WDDRIVE 4 LIFEA group of four New South Wales 4WD enthusiasts formedDrive4Life in 2005 who wanted to promote 4WD use as a legitimaterecreation while helping those not as fortunate as themselves.Drive4Lifeis a not-for-profit organisation running Four Wheel Drive TagAlong Tours raising money to help the disabled. The plans were simple, the logistics were massive; sponsors, advertising, participants and a beneficiary were required.ARB Corporation, the world’s largest 4WD aftermarket accessorymanufacturer, came on board as the principal sponsor immediately and hasremained, while Cooper Tires and Overlander <strong>Magazine</strong> have also beeninvolved from the outset.Northcott Disability Services was formerly known as the CrippledChildren’s Association of NSW and became the beneficiary of Drive4Life.Funding is specifically directed to the Equipment Loan Pool to deliverwheel chairs to children with muscular dystrophy, spina bifida, and cerebralpalsy while amputees as well as paraplegics and quadriplegics are alsocatered for. After a few years of very successful Tag Along Tours in Victoria’sspectacular High Country, the Drive4Life crew held other treks in 2009.In April a weeklong High Country tour took place over a week, startingand finishing in the small town of Harrietville on the Great Alpine Highway.“Following the horrific Bushfires in Victoria, it was great to be able tobring people to a region not far from the devastation of the fires to spendsome money in the local communities,” Drive4Life’s David Dennis said.Drive4life also planned to not only provide the fundraising tours whereeach participating vehicle (organisers included) donate $1000 to NorthcottDisability Services, but to put on a holiday for some of Northcotts clients. An Outback Trek for 16 days through Broken Hill, Arkaroola, Marree, the Birdsville Track and Bourke was organised and the easy chores wereselecting drivers, clients and carers. One difficulty was funding the expedition but Toyota Australia camethrough to make it happen.Twelve of the drivers saddled up in brand new Toyota 4WD vehicles - sixdual cab Hilux models, four 76 Series four door wagons and two TroopCarriers – and Northcott organised the clients with most using wheelchairsor walking frames for mobility along with the carers.“A mixture of camping and motel accommodation was used throughoutthe trek which was now referred to as the Wheelies Trip,” Mr Dennis said.IGA Supermarkets, a long time supporter of Drive4Life, had not onlydonated all of the food for the camping sections of the trek but had arrangedfor the group to be fed by the local stores as they passed through the towns. The key strategies of this trek were to break down barriers andstereotyping of the disable and it was a life changing experience for both theDrive4Life crew and the Northcott clients.By August it was back to fundraising for the Drive4Life crew and a TagAlong Tour into the Simpson Desert had 51 vehicles assembling in Birdsvillefor the six day tour.Again a $1000 per vehicle donation was made direct to NorthcottDisability Services.Besides being the principal sponsor, ARB also offered participants pretripspecials through its stores and Cooper Tires, Overlander <strong>Magazine</strong> andIGA Supermarkets also helped tremendously.“To do the level of fundraising that Drive4Life is involved in just can’tbe done without quality sponsorship; it is invaluable to have great companiesbacking the team,” Mr Dennis said. This year the Drive4Life crew will hold a fundraising Tag Along Tour tothe Flinders Ranges from October 20-26 and plans are underway for anotherWheelies Trip but this time to the Victorian High Country.TOYOTA KLUGER BULL BAROwners of the Toyota Kluger will now be able to protect theirvehicle in style with an ARB deluxe bull bar.Designed to enhance the versatility of the Kluger, the bull bar has beendesigned specifically to suit the vehicle’s monocoque construction. This meant producing a reduced weight bar with the sameuncompromising protection as ARB’s standard design specifications whilestill carrying a host of features to enhance your four wheel drivingexperience.Incorporating ARB’s renowned multi-fold wing design, this bar providesan enormous amount of frontal protection, while the split pan furtherincreases the strength of the bar while facilitating airflow to the engine. Thepan also incorporates a shorter depth which helps to minimise weight butdoes not compromise the bar’s functionality.A vehicle specific design and mounting system ensures that air bagcompatibility is not adversely affected giving peace of mind to you andyour family. With durable urethane buffers and recessed indicators asstandard, provision for fog lights and dual CB aerials work to furtherincrease the bar’s versatility. To protect the underbody of the vehicle while off road, large under barprotection panels have been included for defence against debris such asrocks and logs.Drop into your nearest ARB store to find more about these products or visitwww.arb.com.auFor more information and full sponsor details www.drive4life.com.auAU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 21

TECHNICAL COLUMNPerformance, racing and tuningwith Ray BrownThe global participation, audience and market associated withperformance, racing and tuning is huge. In this article we willexamine some of the basics and newer technologies, which influenceperformance and safety on the track and road.A myriad of regulations controllingmotorsport and road vehicle modificationsprecludes any specific commentaryassociated with a particular vehicle brand, type or class but many of the principlesdiscussed still apply.WeightsOn a vehicle, everything is a compromisesuch that when you change one thing, or asystem, it affects at least one other thing orsystem.Weight however, is the one thing that canhave an affect on all operational parameters.Obviously a lighter vehicle can acceleratefaster than a heavier vehicle with equaltraction. On the other hand, a heavier vehicle mustuse more energy than its lighter equivalent, toslow down or decelerate. In cornering the heavier the vehicle, moreenergy must be absorbed by the tyre inchanging direction.Of course these are the primary impacts ofvehicle weight, but the secondary effects arejust as important. For example, in a lighter car the stressesplaced on its structure during acceleration, braking and cornering will be less, andtherefore there is scope to reduce or changematerials accordingly, which results infurther weight reductions. This ‘optimisation’ of vehicle weight, performance and durability is a majorfocus of Formula One (F1) teams. Most F1 cars weigh in the vicinityof 440kg whereas their minimum raceweight is just over 600kg includingdriver and fuels. The difference is accounted forby adding ballast to the car, whichmeans that teams can tune thecentre of gravity of the vehicle tofurther optimise vehicleperformance. The principles of weight savingsto the vehicle also apply to the majoroperating systems within the vehicle. For example an engine uses asignificant amount of its power toaccelerate its own components, so logicallyif the moving parts can be made lighter thenmore energy will be available to power thevehicle.Within the suspension system, a lower‘unsprung mass’ enables the wheels to stay incontact with the road surface more efficientlyimproving cornering and braking capabilities.AerodynamicsThe total aerodynamic package of the racecar is now more important than ever.Race teams that plan to stay competitiveuse wind tunnels and track testing to developthe most efficient aerodynamic design. The focus of their efforts is on downforceand drag. Downforce is necessary formaintaining speed through the cornerswhereas drag, which accompaniesdownforce, will slow the car.The efficient design of a chassis is basedon a downforce/drag compromise such thataerodynamic improvements are directed togenerating downforce on the race car with aminimum of drag.FIG 1: Bell HP3HelmetThe principles, which allow aircraft to fly,are also applicable in car racing. The wing of an aeroplane is shaped so thatthe air moving over the top of the wing movesfaster than the air beneath it.Since the air pressure under the wing isgreater than above the wing, lift is produced. The shape of a race car chassis is similar toan upside down aerofoil. The air moving under the car moves fasterthan that above it, creating a downforce ornegative lift on the car.A race car travelling at 300kph cangenerate downforce that is approximately twiceits own weight.Specific race circuits place differentdemands on the aerodynamic set-up of the car.For example a road course with high speedcorners requires a car set-up with a highdownforce package to maintain speeds in thecorners and to reduce wear on brakes.A speedway circuit, similar to those usedby NASCAR, is very different.Drag is not linear; when the speed of a racecar doubles the drag actually goes up by afactor of four so drag reduction is far morecrucial for this type of circuit.Everyone is aware of the benefits of ‘slipstreaming’ where, by driving closely behind thecar in front, the aerodynamic drag is reducedrequiring less engine power and thus savingfuel. What is less well known is that ‘slipstreaming’ also benefits the vehicle infront. When a car is running alone it creates avacuum behind it, which creates a higherdrag.During slip streaming the car behindfills that vacuum resulting in less drag forthe front car. The benefit of two carsrunning together can increase maximumspeeds by around three percent.SafetyHelmetsFelipe Massa’s recent accident inHungary, when a spring from a Brawn vehiclebounced down the road into Massa’s helmetat around 240kph, brought the question ofF1 helmet design into the spotlight.22 AU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 www.aaaa.com.au

TECHNICAL COLUMNBut there is little doubt that the injurywould have been much worse had Massa notbeen wearing one of the latest FIA 8860-2004 standard helmets compulsory for all F1and many other (including V8 Supercars)motorsports. The development objectives for this newhelmet was to make it 50 percent stronger, whilst reducing weight, and limiting thestrains on a driver’s head and neck whensubjected to high G impacts. The basic design consists of a hardouter shell and an energy-absorbing innerlining. The outer shell is made up of layers ofT1000 aerospace-grade carbon fibrematerial.Beneath these are sheets of aromaticpolyamide, which are strong and heatresistant which were first developed formilitary body armour. The different fibres are bonded togetherusing resin being baked at high pressure andtemperature. The inner liner function is to bring thehead to a stop as gently as possible and thisis achieved by using a combination ofdifferent density lining materials. The outer shell works if it flexes a littlewhen hit, rather than crushing ordelaminating. This helps to reduce the G-forces insidethe helmet. The use of lightweight materials meansthat these helmets can weigh as little as1300 grams but can withstand astonishingforces. The Bell HP3 was the first helmet to meetthe FIA 8860 - 2004 standard.HANS DeviceThe HANS device is a head and necksupport, which is compulsory in most carracing sports.Primarily made of carbon fibre, the deviceis something of a U shape with the ‘U’ fittingbehind the back of the neck and two armslaying flat along the top of the chest andsupported by the shoulders. It is attached to the helmet by twoanchors on either side and not to the safetybelts, driver’s body or seat. The purpose of the device is to stop thehead from ‘whipping forward’ in a crash, without otherwise restricting movement ofthe neck.In a crash the safety harness deceleratesan unprotected body with the headmaintaining velocity until the neckdecelerates it.The HANS device maintains the relativeposition of the head to the body, with thedevice transferring energy to the muchstronger chest, torso and shoulders.Racing SuitsThe latest technology racing suitscomprise of three layers of fabric to maximisefire resistance, breathability and drivercomfort. The outer layer is manufactured from a DuPont registered product called Nomex –developed for US military battlefield clothing-- in combination with carbon fibres tomaximise fire resistance in an ultralightweightfabric. The superior insulation properties ofNomex are also used as a felt in the middleFIG 2: HANS Device worn by NASCAR Veteran Ken Schrader.layer to provide a highly effective heattransfer barrier. The inner layer is designed to provide thedriver with comfort with flat seams to improvecomfort at pressure joints. For endurance type races such asBathurst, there are a number of coolingsystems available for drivers to reduce thepossibility of heat stress and fatigue.Veins are sown into the suit so that coldwater from a refrigeration unit can circulateremoving excess core body temperature, cooling and relaxing the driver in hotconditions. For endurance type racessuch as Bathurst, there area number of cooling systemsavailable for drivers toreduce the possibility of heatstress and fatigue.Kinetic Energy Recovery Systems(KERS)This technology was introduced for thefirst time in F1 in 2009 and is underconsideration by other motorsport bodies.KERS is simply a regenerative brakingsystem, which converts some of the wastedenergy of braking into another form whichcan be used to give a car a ‘boost’ of power. The current FIA rule allows maximumstored energy sufficient for drivers to use60KW (or roughly a 10 percent increase inengine power) of ‘boost’ for 6.6 seconds perlap.According to Williams the current rule isworth about 0.3 seconds per lap but thisbenefit will increase as FIA increases thepower and energy available in forthcomingseasons.Currently there are two types of KERSunits being used by F1 teams.Electronic KERS – This system has anelectric motor/generator mounted within thedrivetrain.During braking a proportion of therotational force is converted by the generatorto electrical energy which is stored in alithium-ion battery or a super capacitor. When the driver pushes the ‘boost’ buttonthis stored electrical energy powers theelectric motor unit.Mechanical KERS is a system that uses aspecial flywheel to store energy. The flywheelAU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 23

TECHNICAL COLUMNmade of steel and carbon fibre rotates ataround 60,000rpm in an evacuated chamberand is connected to the output side of thetransmission with its own clutch and CVT.The flywheel is very small rotating at veryhigh speed, which overcomes the gyroscopicforces, which were significant in olderflywheel energy storage systems.Magneti Marelli and Flybrid Systems, suppliers of this technology to F1, haveannounced their collaboration to develop anew electro-mechanical type KERS system.A high-speed flywheel will store theenergy captured during braking and when thedriver presses the boost button this energywill power a high-speed electric motor fittedwithin the drive train. The claimed benefits of this system arethat overall efficiency will approach 80percent, has a low cooling requirement, contains no flammable materials and isexpected to weigh just 20kg.FIG 3: Bosch KERS ControllerOne of the major advances in performancecar racing is the use of real time telemetry tomonitor vehicle and driver performance. For example in F1, 150-200 sensors arelocated on the vehicle to monitor such thingsas engine performance, aerodynamicefficiency, oil pressure, tyre grip, brake wearand driver performance.Current rules only allow one-waytransmission of data, i.e. from car to pitlane.Every second of every lap about 150,000data measurements are made, collected onboardand transmitted wirelessly to thecentral computer within two milliseconds.Data is also stored on board the car incase of transmission loss. For example whena car enters a tunnel, the on-board computercontinues to collect data until such time as itexits, at which time, data is again transmittedto computers. All data collected is converted viaspecially developed software to a graphicalformat to enable engineers to interpret andmake quick management decisions.Quite apart from on-track engineers, alldata is transmitted to the team headquarterswhere many more engineers can study dataand recommend improvements.Despite the huge amount of datatransmitted, factory engineers can access allqualifying session data within around 10minutes, which enables fine-tuning of the carbefore the next qualifying session in twohours time.Drivers also use telemetric data to analysetheir own performance and study ways theycan improve their lap times by braking later, accelerating earlier or changing their line ina particular corner.Drivers are also able to overlay teammatedata to compare relative performance andhighlight areas for improvement.Data collected for a specific race andtrack is also used in future development ofthe car.Using information about the track such aswhere bumps are, how fast the car istravelling and how each corner affects thecar, is compiled for future use on a ‘shaker’rig. This rig enables the team to use a full sizecar and simulate forces and effects that anygiven track will have without using the trackitself. This is especially important under thecurrent rules limiting in-season testing.Footnote 1: AA<strong>AM</strong> acknowledges theassistance of FIA Institute, NASA, Wikipedia,Bell Helmets and Magneti Marelli during thepreparation of this article.Footnote 2: Readers are invited to sendtechnical enquiries of a general nature tobrownrc@bigpond.net.auTelemetryFIG 4: Magneti Marelli Telematic Box24 AU T O M O T I V E A F T E R M A R K E T M AG A Z I N E F E B R UA RY 2 010 www.aaaa.com.au

HRNEW MODERN AWARDCHANGESFrom January 1, 2010 there are several important changes in Australia’s workplacelaws. These changes include the introduction ofthe 10 National Employment Standards, thenew Fair Work Act and the VehicleManufacturing, Repair Services and RetailModern Award. For the past few months we have providedsummaries of the Fair Work Act and theNational Employment Standards and over thecoming months we will be breaking down andproviding easy to understand summaries ofthe new laws that will affect you.Presently businesses should be aware ofthe conditions under the new Modern Awardand the National Employment Standards. If you are unsure of any of your obligationsplease contact us at the AAAA HR Service on1300 735 306.Modern Award transitionalarrangements announcedThe <strong>Australian</strong> Industrial RelationsCommission has been undertaking thesignificant task of reducing around 4000awards Australia-wide into approximately140 Modern Awards that will applythroughout Australia. This has lead to the creation of theVehicle Manufacturing, Repair, Services andRetail Award.Despite the Government’s objective thatboth employers and employees were to be noworse off as a result of these new awards theAIRC stated that “some wages and conditionswill increase as a result of moving to theterms which apply elsewhere in the industryand equally some existing award entitlementswill not be reflected in the applicable modernaward because they do not currently havegeneral application”.Where these changes in conditions andwages occur, rather than being instantlyimplemented as of January 1, 2010 they willbe phased in over a five-year periodcommencing July 1, 2010.For example if there was a Modern Awardwhich required an employee to be paid $15per hour, whereas the existing award onlystipulates $10 per hour, the transitionalamount would be phased in as follows:• July 2010 - $11• July 2011 - $12• July 2012 - $13• July 2013 - $14• July 2014 - $15The same method applies whereconditions are lessened under the VehicleManufacturing, Repair, Services and RetailModern Award. The changes occur over afive-year transitional period. The transitionalprocess applies to wages, casual and parttime loadings, penalty rates and shiftallowances.Fair Work Information StatementFrom January 1, 2010 the Fair Work Actrequires employers to give each newemployee an information statement known asthe ‘Fair Work Information Statement’.Employers will need to give the statement tothe employee before employment starts, oras soon as practicable after starting work.Fair Work Information Statements do notneed to be provided to any existingemployees. However on the transfer of abusiness an employee that becomes atransferring employee must receive a FairWork Information Statement, which includesan explanation of any changes to theemployee’s entitlements. What information will the Fair WorkInformation Statement contain? The Fair Work Information Statement willprovide information about the following:• the National Employment Standards;• Modern Awards;• agreement making under the Fair WorkAct 2009;• the right to freedom of association, thatis, the right to choose whether or not tobe a member of a union;• the role of Fair Work Australia and the FairWork Ombudsman;• termination of employment;• individual flexibility arrangements; and• right of entry, including the protection ofpersonal information by privacy laws. How can I give the Fair WorkInformation Statement to my newemployees? You can give the information statement tothe employee by:• Handing it over personally to theemployee;• Posting it to the employee's home addressor nominated address;David WilkinsonAAAA Industrial, Relations ManagerPhone 1300 735 306 Fax 02 9993 9709Email hr@aaaa.com.au• Emailing it to the employee’s work emailor other nominated email address;• Emailing an electronic link to thestatement to the employee’s work emailaddress or other nominated emailaddress;• Faxing it to the employee’s work, home orother nominated fax number.New South Wales Industrial Relationshandover commencement informationNew South Wales has moved into thefederal industrial relations system as of January1. However as part of the transitional processall NSW state awards such as the ShopEmployees (State) Award and the VehicleIndustry Repair Services and Retail (State)Award will be preserved until December 31,2010 for unincorporated businesses. After thatdate the Vehicle Manufacturing, RepairServices and Retail Award will apply. Over thenext 12 months, Fair Work Australia will reviewNSW state awards and set transitionalarrangements for employers to assist their moveto the new modern awards. It should be notedthat these separate transitional arrangementsare only for unincorporated businesses in NSW.South Australia announces it will join theFederal Industrial Relations SystemThe South <strong>Australian</strong> government has alsoannounced that it will be handing over itsindustrial relations powers to the FederalGovernment. This means all unincorporatedbusinesses will be covered by the federalindustrial relations system in addition toincorporated businesses, which are alreadysubject to the new federal laws. Similar to theNSW transitional provisions, South <strong>Australian</strong>state awards such as the Vehicle Industry(South Australia) Repair Services and RetailAward will apply to all unincorporatedbusinesses until December 31, 2010 and theManufacturing, Repair Services and Retailmodern award will become applicable after thisdate.Need more information?
