CONSTITUTION1.1 EstablishmentThe Trust Board has resolved to establish a committee of the Board to beknown as the Trust Board Capital Group (hereafter referred to as ‘theGroup’).1.2 Membership and QuorumMembership shall consist of: -2 Non-Executive Directors (one of whom shall be the Chair of the TrustBoard)Chief ExecutiveFinance DirectorHead of Capital and EstatesOthers shall be invited to attend for specific items.The PA to the Director of Finance shall act as Secretary to the Group.A quorum shall be: -One Non Executive Director (Chair)Chief Executive or Director of FinanceHead of Capital and Estates1.3 Frequency of MeetingsMeetings shall be held bi-monthly with other ad hoc meetings as required.1.4 PowersThe Group is authorised by the Trust Board to agree expenditure changeswithin and, exceptionally, outside the capital programme, and to makedecisions regarding adaptations to the hospital site(s).The minutes of meetings of the Group will be forwarded to the Trust Board.2. DUTIES OF THE COMMITTEEThe duties of the Committee are as follows:-2.1 To agree projects, and their relative priorities, for inclusion in the Trust’scapital programme (within the Trust’s capital limits).2.2 To monitor expenditure on, and delivery of, the Trust’s capital programme toensure projects are brought in to time and cost and are within capital resourcelimits. This will be done via exception reporting.2.3 To monitor risks related to capital schemes and capital expenditure.1

2.4 To ensure that Post Project Evaluations (PPEs) are undertaken on allappropriate schemes.2.5 To make recommendations to the Trust Board on business cases for majorcapital schemes.2.6 To act as the Project Board for specified major capital schemes.2
