First WordsWelcome toanother year <strong>of</strong>celebrating organic!In this poor economicclimate where othersectors are facingbankruptcies andlay<strong>of</strong>fs, the organicmarket continues to grow, albeit moreslowly than the past decade <strong>of</strong> 15-25%annual growth. Projections range froma conservative 4% to a hopeful 20%annual growth over the next couple <strong>of</strong>years. Other industries would be veryenvious <strong>of</strong> that growth even in goodeconomic times!I believe that growth is due primarilyto consumers’ continued belief inthe health and environmental benefits<strong>of</strong> organic. <strong>The</strong> <strong>True</strong> <strong>Value</strong> <strong>of</strong> <strong>Organic</strong>:Healthy People, Healthy PlanetTo kick <strong>of</strong>f the New Year, we decidedto take on the subject <strong>of</strong> the truevalue <strong>of</strong> organics. As health and dietare on the top <strong>of</strong> everyone’s lists, thebenefits <strong>of</strong> organic food as well asthe potential health risks associatedwith conventional production andpesticide use are important factorsweighing in on our food choices.With a growing number <strong>of</strong> prescriptiondrugs used among childrento treat diabetes, it has never beena more important time to evaluatehow what we eat has and will affectour health as well as the health <strong>of</strong>the environment. Recent studies havelinked obesity, along with numerousother health issues, with the presence<strong>of</strong> pesticide residue in conventionalfood products. <strong>Organic</strong> food productionhas been shown to improve thehealth and nutrition <strong>of</strong> our childrenand families by reducing the risks andexposure to these toxic chemicals aswell as maintaining the nutritionalintegrity <strong>of</strong> the food that we eat.<strong>Organic</strong> ProvidesSuperior NutritionNot only do organic foods help minimizethe risk <strong>of</strong> pesticide exposure, butthey also pack more nutrition for themoney. <strong>Organic</strong> fruits and vegetablesare on average 25% higher in 11 keynutrients than their conventional, chemicallyproduced counterparts 1 . <strong>Organic</strong>fruits and vegetables are also 30%higher in antioxidants when comparedto their conventional counterparts. <strong>The</strong>higher levels <strong>of</strong> antioxidants in organicfood may also contribute to bettertaste 2 .<strong>Organic</strong> dairy and meat productsalso benefit children by providinghigher levels <strong>of</strong> essential fatty acids,particularly CLA (conjugated linoleicacid), and other nutrients, and in helpingto lower the incidence <strong>of</strong> eczemaand allergies 3 . <strong>The</strong> higher essentialfatty acid levels are due to a greaterreliance on pasture and forage grassesin organic dairy and meat production.In studies published in the BritishJournal <strong>of</strong> Nutrition in April 2007 andAugust 2007, scientists found childrenconsuming a predominantly organicdiet (> 90% organic) had a 30% lowerrisk <strong>of</strong> eczema, and mothers eatingorganic milk and meat (> 90% organic)had significantly higher levels <strong>of</strong> CLAin their breast milk 4 . “<strong>The</strong> study showsthat breastfeeding mothers can influencethe supply and quality <strong>of</strong> fattyacids for their infants by consuminga diet with organic dairy,” wrote leadauthor Lukas Rist from ParacelsusHospital Richterswil in Switzerland.Additionally, the quest for maximumyield in conventional agriculture has<strong>of</strong>ten resulted in declining nutritionalquality, says Dr. Donald Davis <strong>of</strong> theUniversity <strong>of</strong> Texas, Austin. He andhis team analyzed 50 years <strong>of</strong> USDAnutrition data, according to a studypublished in 2004 in the Journal <strong>of</strong>the American College <strong>of</strong> Nutrition.<strong>The</strong>y found that <strong>of</strong> 13 major nutrientsin fruits and vegetables tracked byUSDA from 1950 to 1999, six showedsignificant declines—protein, calcium,phosphorus, iron, rib<strong>of</strong>lavin andvitamin C 5 . <strong>The</strong> declines ranged from6% for protein, 15% for iron, 20% forvitamin C and 38% for rib<strong>of</strong>lavin.<strong>The</strong> effects <strong>of</strong> pesticide residue inconventional food production methodsare not only limited to a decrease innutritional value <strong>of</strong> food and increasedrisk <strong>of</strong> eczema. Other research resultshave linked pesticide exposure fromfood during critical developmentalperiods to a significant rise in childrensuffering from asthma, allergies, autism,attention deficit disorder (ADD),reproductive disorders, childhoodcancer and, most recently, obesity.Information Resources AvailableAs an independent, nonpr<strong>of</strong>it organizationestablished in 2002, themission <strong>of</strong> <strong>The</strong> <strong>Organic</strong> Center, basedin Boulder, CO, is to advance credible,peer-reviewed scientific researchbehind the health and environmentalbenefits <strong>of</strong> organic foods—and tocommunicate those benefits to thepublic. <strong>The</strong> <strong>Organic</strong> Center publishedthe <strong>Organic</strong> Essentials pocket guidein 2008. <strong>The</strong> pocket guide providesrecommendations, based on extensiveanalysis <strong>of</strong> USDA and EnvironmentalProtection Agency (EPA) data, on whichconventionally grown fruits and vegetablescarry the highest pesticide residueloads—and therefore the highest risk <strong>of</strong>dietary pesticide exposure. Keeping OurChildren HealthyParents can <strong>of</strong>ten feel inundated withopinions from either side <strong>of</strong> the debateover the risks <strong>of</strong> pesticides and the impactthat they have on children, yet theresearch shows that eating organic foodcan drastically reduce the health risksassociated with exposure to pesticideresidues.“It’s time to change the old notionthat there’s nothing wrong with a littlepesticide for breakfast,” says ChuckBenbrook, chief scientist <strong>of</strong> <strong>The</strong> <strong>Organic</strong>Center, an independent nonpr<strong>of</strong>it researchand education organization dedicatedto advancing verifiable sciencebehind the health and environmentalbenefits <strong>of</strong> organic food and farming.According to Dr. Benbrook and histeam <strong>of</strong> researchers, eating organicfruits, vegetables, dairy products andother organic foods can significantlyminimize the risk <strong>of</strong> dietary pesticideexposure, especially among youngchildren, who can be much moreaffected than adults by the impacts <strong>of</strong>pesticides on their health—even at lowlevels. This is critically important, asresearch shows that the average childin America is exposed to five pesticidesdaily in their food and drinking water.According to Dr. Benbrook’s research,switching to an organic diet for just fivedays virtually eliminates any sign <strong>of</strong>exposure to organophosphate insecticidesamong school-age children 6 .<strong>The</strong> growth rate in child obesity hasbeen an ongoing concern in the UnitedStates. According the United StatesDepartment <strong>of</strong> Health and HumanServices Center for Disease Control andPrevention, the prevalence <strong>of</strong> obesity inchildren and adolescence has continuedto increase over the years. Between<strong>CCOF</strong> Certified <strong>Organic</strong> Magazine—Winter 20092003 and 2006, over 12% <strong>of</strong> childrenunder the age <strong>of</strong> five were consideredto be obese 7 . “<strong>The</strong>re is a growingconsensus that eating more and exercisingless isn’t enough to account for therapid rise <strong>of</strong> obesity. So we’ve begunlooking at environmental causes,”says Alan Greene, M.D., a leadingpediatrician with Stanford University’schildren’s hospital. Dr. Greene is alsothe author <strong>of</strong> Raising Baby Green and aboard member <strong>of</strong> <strong>The</strong> <strong>Organic</strong> Center 8 .<strong>The</strong> growing rise in obesity andheart problems are exacerbated bythe exposure to agricultural pesticidesused in conventional food production.According to a recent study conductedby scientists in Spain, children bornto mothers with higher levels <strong>of</strong> thepesticide hexachlorobenzene (HCB)in umbilical cord blood were significantlymore likely to be overweightand obese by the age <strong>of</strong> six 9 . “<strong>The</strong>study […] looked at pesticide levelsat the moment <strong>of</strong> birth, and thenfollowed these kids for 6½ years,controlling for other factors,” says Dr.Greene. “<strong>The</strong> kids with higher pesticidelevels—and these are pesticides fromresidues in food—were 2½ timesmore likely to be overweight and threetimes more likely to be truly obese.This is the first study <strong>of</strong> its kind inpeople, but it suggests that pesticidesmay be having an impact on obesityin kids, and maybe even in adults.”<strong>The</strong> presence <strong>of</strong> pesticide residuecan also be measured in the short-termtime frame. In a separate, one-yearstudy comparing conventional andorganic food diets among schoolagedchildren living near Seattle,researchers tested the urine andsaliva <strong>of</strong> 23 school-aged kids whowere eating a conventional diet andfound residues <strong>of</strong> organophosphateinsecticides, including malathionand chlorpyrifos 10 . T<strong>The</strong> price <strong>of</strong> conventionalfood, compared to organic, does notinclude the impact <strong>of</strong> toxic chemicalsto human health nor the cost <strong>of</strong> environmentalclean-up.So, here is an example <strong>of</strong> the foodchoices faced by consumers today:<strong>The</strong> average conventional, chemicallyproduced apple tested by USDA in2004 contained 3.5 pesticide residues.This is after washing. When momspeel conventional apples before givingthem to their kids to help reducedietary pesticide exposure, 40% <strong>of</strong> theflavonols, about 30% <strong>of</strong> the vitamin Cand 20% <strong>of</strong> total phenolics are thrownaway with the peel 14 . From the age <strong>of</strong> sixteen,he has been involved in the organicfruit and nut market. Davidi talkedwith <strong>CCOF</strong> about this exotic fruit andexplained why so many people haveadded organic dates to their daily diets.Q: You have a Ph.D. in psychology.What made you start selling organicdates?A: I came here in 1987 from Iran.My mother began selling dates in ourneighborhood as a way <strong>of</strong> supplementingher income. Her small business,Edna’s Dates (now EdnaCo), paid ourway through school. After I graduated,I moved to the Bay Area where I begannoticing that many people were interestedin eating dates, yet there was nota good supply in the produce section<strong>of</strong> the grocery store. I wanted to bringdates out <strong>of</strong> the shadows and share afruit that has been such a large part <strong>of</strong>my own family and life experience.Q: What sets Medjool dates apartfrom the many other varieties? Whydid you choose this variety?A: <strong>The</strong> name “Medjool” means royaltyand wealth. <strong>The</strong>y are the Cadillac <strong>of</strong>dates. Although there are many kinds <strong>of</strong>dates, Medjool has the juicy taste thatpeople are looking for and they alsohave a longer shelf life. Medjool datescan be grown year round, so seasonalityis not an issue. <strong>The</strong>y stay freshfor a long time because their naturalsugar content acts as a preservative.Q: Who do you source your datesfrom?A: I have a very close relationship withmy growers here in California. I haveknown many <strong>of</strong> these men and womensince I was fifteen; I have grown upwith them. <strong>The</strong>y are out there in hundreddegree temperatures trimming andmaintainingthe trees,doing hardwork on adaily basis.<strong>The</strong>y couldbe growinganything else, yet they have a strongconnection to the dates they grow.It is important to pay respect to mygrowers because the work that theydo is invaluable to my business.<strong>The</strong>y really have been a key factor inmy success.Q: How are Medjool dates grown?A: Medjool trees are either male orfemale. In the old days they used towrap a male tree around the femaletree to reproduce, very romantic.When they begin to develop, the treegrows <strong>of</strong>fshoots that can be cut <strong>of</strong>fand replanted. It takes six years for theMedjool tree to develop fruit. <strong>The</strong> datepalm can produce fruit for many years,but over time the trees stop producingfruit. Once the palms are “retired” thetree can be used for landscaping. Many<strong>of</strong> the ornamental palm trees seen inLas Vegas are retired date palms!Q: You have recently changed thepackaging <strong>of</strong> your organic dates.What prompted this and howhave customers responded?A: When selling them in bulk, thedates begin to crystallize and lose theirfreshness. We now <strong>of</strong>fer a level onerecyclable container, sealed to lockin the juicy taste as well as to preventsugar crystallization. Packaging alsoallows us to market them to retailersthat wouldn’t normally carry the fruit.I have seen dates in specialty wineshops and even hardware stores!Q: How have you strengthenedyou connection with your retailcustomers and consumers?A: I am also very involved in the packingand shipping, but most importantlydeveloping communication with peopleat local grocery stores. I like to stay intouch with the customers, to ask themwhat they like about dates and answerany questions they may have. This isvery important to me. I want people eating dates to knowwhere they come from. Our grandmother’sgeneration and those who eatorganic embrace dates, but I am tryingto reach out to the younger generation,who are looking to eat healthyfoods and experience new flavors.Q: What is the cultural significance<strong>of</strong> dates?A: Dates are a cross-cultural fruit. <strong>The</strong>yare one <strong>of</strong> the oldest cultivated fruits inthe world. Dates are also embraced byJudaism, Christianity and Islam. We sella lot to the Muslim community duringRamadan as Mohammed openedhis fast with dates. For those fasting,they are a great source <strong>of</strong> protein andenergy. Arab Christians have substituteddates for meat during the Lenten seasonand date palms are believed to bethose <strong>of</strong> Palm Sunday. During Sukkotin Judaism, date palms are used toconstruct a canopy with other fall fruits.Q: What’s your favorite way to preparedates?A: I like to stuff the date with a reallystinky cheese, perhaps Gorgonzola oran organic goat or cream cheese. Datesalso go well with a good wine, suchas a Cabernet. In Iran, my mother usedto make eggs with dates. She put oilor butter into the pan, then the dates.When they are heated, dates develop ahoney-like consistency. She would thencrack an egg over the pan. It’s delicious!Q: What special promotions doyou have coming up? What canwe expect to see from UnitedWith Earth in the future?A: We are making “Wanna Date?”shirts for Valentine’s Day. Dates are aperfect Valentine’s gift because theyare such a romantic food. <strong>The</strong>y area great change from the usual box<strong>of</strong> chocolates. Understanding CertificationSourcing Seeds<strong>The</strong> NOP rules stipulate that organicseeds MUST be used in organic productionwhen commercially available.This includes annual, perennial andcover crops. Policy Setting CriteriaUnderstanding <strong>CCOF</strong>Policy PositionsHave you ever wondered how <strong>CCOF</strong>develops policy positions and determineswhat issues to engage in?Developing <strong>CCOF</strong> PolicyObjectivesEach year, <strong>CCOF</strong> sets policy priorities toassist the Policy Director in managingtime and resources, thus enabling theorganization to stay focused on issuesthat are truly important to <strong>CCOF</strong> andour members.Any policy position taken by <strong>CCOF</strong>must relate directly to <strong>CCOF</strong>’s primaryprogram, which is certifying producersand processors to the National <strong>Organic</strong>Program as well as providing membersaccess to international standards. At ourcore, <strong>CCOF</strong> strives to uphold the integrity<strong>of</strong> the organic system we certify,ensuring consumers that they can trustthe labels on their organic purchases.This includes advocating policies thatdirectly support the ability <strong>of</strong> a produceror processor to meet the standardand, alternatively, opposing policieswhich harm or damage this ability.<strong>CCOF</strong> also takes action onpolicies that are connected to organicagriculture, such as supporting effortsby like-minded organizations tocreate an agriculture system that isenvironmentally sound, economicallyviable and socially just and fair.Establishing Policy PrioritiesAs a democratic organization, <strong>CCOF</strong> ishappy to receive requests from members,staff and partner organizationsto elevate an issue, including a localpolicy issue, to a level high enough tobecome a priority. In order to create aneffective opportunity for such requests,<strong>CCOF</strong> has developed a process formaking specific issues a top priority.This requires sending the PolicyDirector information about the issueincluding what it is, why it’s important,who else is working on the same issue,who supports and opposes it, whatresources the initiating organizationcan bring to bear on it, where the issuefits within the larger <strong>CCOF</strong> picture, etc.<strong>The</strong> initiator, be it an individual, groupor affiliated organization, may be askedto make a presentation to the staff and/or Government Affairs Committee. If<strong>CCOF</strong> decides to take up the issue, theinitiator will be asked to become activelyinvolved and organize a portion<strong>of</strong> the process.<strong>The</strong> Policy Director’s role isto work closely with the <strong>CCOF</strong>Executive Director to juggle competingpriorities, determine capacity,manage workload and solicit helpand guidance from others. <strong>The</strong> PolicyDirector also works closely with theGovernment Affairs Committee whichis designed to represent <strong>CCOF</strong>’sdiverse membership, to determine:• Is this a priority that’s importantto <strong>CCOF</strong> and our members?• What are the advantages anddisadvantages <strong>of</strong> mountingan advocacy campaign?• Will the action taken havea significant impact?• How urgent is the need and does<strong>CCOF</strong> have adequate resources tocarry out the campaign effectively?Once these questions are answered,the Policy Director defines the issue andmakes a recommendation to both theExecutive Director and the Committee.If the campaign requires Board approval,the Committee votes to recommendthat the Board implement the plan.Generally, <strong>CCOF</strong> works in thefollowing three policy areas:Regulations<strong>The</strong> Policy Director will draft <strong>CCOF</strong>comments on proposed regulationsposted by USDA National <strong>Organic</strong>Program (NOP) or other departmentsdealing with agriculture, such as theCalifornia State <strong>Organic</strong> Program(SOP) and other State agencies andinternational standards that impactour members. <strong>The</strong>se comments will bereviewed by the Policy Advisor and/orcertification staff, if appropriate, with finalapproval by the Executive Director.Sponsored Legislation<strong>CCOF</strong> will sponsor legislation tosupport and uphold organic production.<strong>The</strong> Policy Director will workwith the Executive Director, Boardand Government Affairs Committeeto draft the proposed language, finda legislative author and work withlegislative staff and the CaliforniaLegislative Counsel to write the legislation.<strong>The</strong> Policy Director will findother supporters, provide members totestify during hearings and coordinateother necessary activities surroundingthe passage <strong>of</strong> legislation. Thus far,<strong>CCOF</strong> has sponsored very few bills,primarily due to limited capacity.Supporting or Opposing Legislation<strong>CCOF</strong> will sign on to letters circulatedby other organizations, as appropriate.For routine issues circulated byorganizations with which <strong>CCOF</strong> has aclose working relationship, the PolicyDirector will simply add our organizationto the letter. For issues that requirea more thoughtful approach, the PolicyDirector will use his/her discretionand expertise to determine how muchinput is needed from the GovernmentAffairs Committee. <strong>The</strong> Policy Directorwill routinely provide information onthis type <strong>of</strong> activity to the GovernmentAffairs Committee, Executive Directorand Board <strong>of</strong> Directors.Some policy issues have, at times,put some <strong>of</strong> our members at odds witheach other or with <strong>CCOF</strong>. Advocacy<strong>CCOF</strong>’s Policy Director has beenbusy drafting comments onproposed regulations brought forth bynumerous federal and state agencies.On behalf <strong>of</strong> our members, <strong>CCOF</strong>remains active in the regulatory processesaffecting organic production andprocessing. Below is a summary <strong>of</strong><strong>CCOF</strong>’s recent feedback and commentaryon some <strong>of</strong> the most pressingcurrent issues.Defending <strong>Organic</strong> DairyProducers’ Right to Label<strong>CCOF</strong> provided comments to theKansas Agriculture Departmentregarding a proposal to dictate labelsfor dairy contents. By making it illegalto have a label that said “containsno rBST” or “contains no Rbgh”, theKansas proposal will:• Prohibit labels that communicateproduction practices requiredby law under the <strong>Organic</strong> FoodProduction Act <strong>of</strong> 1990;• Prohibit labels that are eitherexpressly permitted ina number <strong>of</strong> states or notprohibited in other states;• Dictate not only the words butalso the form, size, location andeven color <strong>of</strong> language that mustbe used on dairy product labels.<strong>The</strong> regulation stifles free speechby unduly regulating the languageprocessors may use on their packages,restricts the flow <strong>of</strong> products in interstatecommerce and interferes with andis preempted by longstanding federalorganic law. This recent proposal is acontinuation <strong>of</strong> the legal battle thatbegan in Pennsylvania and Ohio andhas the potential to go beyond dairylabeling to all organic products. Otherstates such as Indiana, Missouri andUtah may follow and <strong>CCOF</strong> willcontinue to remain active in the fightto prevent these potential restrictionsacross the country on organic labeling.New Amendment toPasture RulingOn October 24, 2008, the USDAproposed a revised standard tothe livestock and related provisions <strong>of</strong>the National <strong>Organic</strong> Program’s (NOP)organic regulations. <strong>The</strong> new amendmentincludes changes that will affectall organic livestock producers, includingdairy producers and organic beefoperations, especially regarding accessto pasture. <strong>CCOF</strong> has analyzed the newruling and has provided comments tothe NOP. <strong>CCOF</strong> clients helped us incrafting our response to these proposedchanges. <strong>CCOF</strong>’s comments as well asthe full text <strong>of</strong> the proposed regulations,including background and discussion,can be found at www.cc<strong>of</strong>.org/nop.php.Commenting at theNOSB Meeting<strong>CCOF</strong> Executive Director PeggyMiars, Policy Director ClaudiaReid and Grower/Livestock CertificationSupervisor Robin Allan represented<strong>CCOF</strong> members at the November meeting<strong>of</strong> the National <strong>Organic</strong> StandardsBoard (NOSB). During the meeting,<strong>CCOF</strong> commented on a majority <strong>of</strong>the agenda items including the 100%organic labeling rule, inert ingredients,organic pet food regulations andpetitioned materials. View a full reporton the NOSB meeting on the <strong>CCOF</strong>website (http://www.cc<strong>of</strong>.org/nop.php).Petitioning for Protection-Field Trials and the Risk <strong>of</strong>GE Contamination<strong>The</strong> USDA Animal Plant HealthInspection Service (APHIS) acceptedcomments on a proposal to drasticallychange its sanctions on the interstatemovement and release <strong>of</strong> geneticallyengineered crops and animalsthrough experimental field trials. Sincethese organisms are prohibited in anorganic system, <strong>CCOF</strong> took an activerole in petitioning APHIS to ensure andmaintain a level <strong>of</strong> confidence thatthe permitted field trials will not harmneighboring cropping systems or putorganic farmers or consumers at risk <strong>of</strong>contamination. <strong>CCOF</strong> opposed provisionssuch as “conditional exemptions,”“non regulated status” and Low-LevelPresence (LLP) which would decreaseexisting constraints limiting the releaseand movement <strong>of</strong> genetically engineeredproducts during field trials.Genetically Engineered(GE) Livestock—OpposingNew Regulations<strong>The</strong> Food and Drug Administration(FDA) sought comments about anew genetically engineered animalregulation, which classifies GE animalsinto four categories:• animals that produce human oranimal pharmaceuticals, <strong>of</strong>tenreferred to as biopharm animals• animals that serve as models forhuman diseases• animals that produce high-valueindustrial or consumer products,such as fibers• food use animals with new traitssuch as improved nutrition, fastergrowth or lower emission levels <strong>of</strong>environmentally harmful substances,such as phosphate in manure.<strong>CCOF</strong>’s comments focused on thethird and fourth categories and areoutlined below:<strong>CCOF</strong> opposes the use <strong>of</strong> geneticengineering in animals to either producehigher value consumer productsthan are produced conventionally, orto create food animals with new traitssuch as improved nutrition, fastergrowth or lower emission levels <strong>of</strong>environmentally harmful substances.22 <strong>CCOF</strong> Certified <strong>Organic</strong> Magazine—Winter 2009


Advocacy<strong>The</strong> use <strong>of</strong> genetic engineeringis prohibited in organic production.<strong>CCOF</strong> is concerned that the lack <strong>of</strong>objective research and the proveninability <strong>of</strong> the government to protectfield crops from contamination by geneticallyengineered crops will also failto protect livestock from contaminationfrom genetically engineered animals.In addition, <strong>CCOF</strong> shared apprehensionabout human health impactsfrom genetically engineered animals.Labeling <strong>of</strong> Meatand Poultry ProductsOn another labeling front, <strong>CCOF</strong>commented on the USDAAgricultural Marketing Service (AMS)proposed regulation regarding theuse <strong>of</strong> animal raising claims such as“free-range,” “vegetarian fed diet” and“raised without added hormones orantibiotics” in the labeling <strong>of</strong> meatand poultry products. Certification News“Made with <strong>Organic</strong>” WineFormulation Policy Change:Varietals no longer recognizedas different ingredients<strong>The</strong> National <strong>Organic</strong> Program(NOP) regulations attempt to outlineorganic production standards for allfood sectors in three different labelingcategories: “100% <strong>Organic</strong>”, “<strong>Organic</strong>”and “Made with <strong>Organic</strong> (specifiedingredients or food groups).” Whenthe USDA finalized the regulations sixyears ago, they could not foresee everyapplication <strong>of</strong> the standards that wehave today – pet food, alcohols andsupplements, for example. In additionto providing certification services,<strong>CCOF</strong> interprets the standards andhelps clarify the practical applications<strong>of</strong> the USDA regulations in today’smarket. <strong>CCOF</strong> has a reputation forconservatively balancing our clients’interests and consumer expectations,while maintaining the most rigorousapplication <strong>of</strong> the organic standards inthe industry.In order to uphold the integrity <strong>of</strong>the organic label, <strong>CCOF</strong> is alertingclients and the organic community<strong>of</strong> a change in the way we will beregulating the use <strong>of</strong> the “Madewith <strong>Organic</strong>” claim on wines.Previously, it was not uncommonfor wines to be labeled as “Madewith <strong>Organic</strong> (varietal)” if the winewas made with at least 70% organicgrapes <strong>of</strong> one varietal and up to 30%nonorganic grapes <strong>of</strong> another varietal.<strong>CCOF</strong> had determined that differentvarietals constituted different“ingredients” and were not subject tothe restriction in the regulations thatstates no single ingredient can be bothorganic and nonorganic in a certifiedproduct (NOP §205.301 (f)7). Thismeant that a wine labeled “Madewith <strong>Organic</strong> Merlot” could containup to 30% nonorganic Cabernet.Over the last year, <strong>CCOF</strong> has reassessedthis policy and decided that itdoes not support consumer disclosure,assist our clients in making betterproducts or uphold the spirit or letter <strong>of</strong>the NOP standards. <strong>The</strong>refore, effectiveJanuary 1, 2009, <strong>CCOF</strong> has discontinuedthe allowance <strong>of</strong> non-organic wineand grapes in wines labeled “Madewith <strong>Organic</strong>.” This includes wineslabeled “Made with <strong>Organic</strong> Grapes”and “Made with <strong>Organic</strong> (varietal).”We firmly believe that this more closelyreflects the intent and expectationsinherent in the organic standards whenapplied to the situation <strong>of</strong> wines soldwith a “Made with <strong>Organic</strong>” claim.Wines made from grapes harvestedprior to January 1, 2009 are exemptfrom this change in policy. <strong>The</strong>ir production,even if it takes place in 2009,does not fall under this policy update.However, all wine made from the 2009crop will be subject to this clarified interpretation<strong>of</strong> the NOP standards. Anywines produced from 2008 crop yeargrapes seeking allowances to utilizenon-organic varietals must be submittedfor review prior to the end <strong>of</strong> 2009.While <strong>CCOF</strong> recognizes that thisis a significant change in policy, webelieve that it is in the clear bestinterest <strong>of</strong> the organic marketplace,organic consumers and organic wineproducers. On the inspector front,<strong>CCOF</strong> is expanding our inspector pooland hosted a private <strong>CCOF</strong> processingand retail inspector training inDecember. <strong>The</strong>se efforts, in additionto significant database investments,are intended to ensure that <strong>CCOF</strong>clients receive timely and cost effectiveservice throughout certification. NOP Publishes ProposedPasture StandardsIn October, 2008, the National<strong>Organic</strong> Program (NOP) published aproposal to change the rules regardingaccess to pasture for organic livestock.<strong>CCOF</strong> worked diligently over thelast 60 days with many other groups,including clients, certifiers, processors,trade associations and farmer collectives,to craft a thorough, focusedand clearly written response. <strong>CCOF</strong>’scomments aim to ensure a level playingfield that does not unduly burden thesmall farmer with complex record keepingwhile also providing certifiers witheffective mechanisms for identifyingand addressing shortcomings amongso called “bad actors”. Certificationcosts must incur between October 1,2007 and September 30, 2008 and/or between October 1, 2008 andSeptember 30, 2009. This brings into question theentire suite <strong>of</strong> materials produced andsold by this entity. <strong>The</strong>refore, effectiveimmediately, <strong>CCOF</strong> is prohibitingthe use <strong>of</strong> Biolyd, Super Biagron,Hormefin, Terraforte, Kuramil, Bioxer1000 and Bioarcadian under the <strong>CCOF</strong>certification program. Any remainingstocks may not be used and continuedapplication will be considered anon-compliance. Operations farming inMexico and elsewhere should immediatelyreview their materials and ensurethat use <strong>of</strong> these materials is ceasedimmediately.Certification SuccessfullyImplements New DatabaseAfter tremendous effort during all <strong>of</strong>2008, <strong>CCOF</strong> successfully implementedthe e-CERT database in earlyNovember, 2008. This new system isdesigned to ensure <strong>CCOF</strong> certificationis increasingly efficient and organizedwhile opening the door to a variety<strong>of</strong> new and improved services. Whilechallenges undoubtedly remain, <strong>CCOF</strong>staff have already found that a variety <strong>of</strong>ongoing processes, such as add acreages,parcel transfers and new productadditions have dramatically improved.We look forward to continued developmentsin the short and long term futurethat will bring new online options andimproved services. Know Your <strong>CCOF</strong>Amy Kearsley,Certification CoordinatorAmy Kearsley workedpart-time for <strong>CCOF</strong>as a student, and thenjoined us full-time inApril <strong>of</strong> 2008 aftergraduating from UCSCwith a B.A. in Environmental Studies.Amy focused her studies on agroecology,and her senior project involvedmapping out the crop history <strong>of</strong> thepast 20 years <strong>of</strong> the UCSC farm usingGeographical Information System(GIS). Amy’s experience with organicfarming and agroecology led her to<strong>CCOF</strong>, where she works preparingand processing inspection reports andprocessing renewals. Outside <strong>of</strong> work,she enjoys making crafts, especiallyjewelry, including colorful friendshipbracelets that she is <strong>of</strong>ten seen wearingaround the <strong>of</strong>fice.
