Understanding CertificationSourcing SeedsThe NOP rules stipulate that organicseeds MUST be used in organic productionwhen commercially available.This includes annual, perennial andcover crops. Commercial availability isdefined by the NOP as “the ability toobtain a production input in an appropriateform, quality, and quantity tofulfill an essential function in a systemof organic production or handling, asdetermined by the certifying agent inthe course of reviewing the organicplan”. Organic producers are requiredto provide evidence of active attemptsto source organic seeds such as logsshowing calls made, product/suppliercatalogues, letters received or otherdemonstrations of good faith efforts.Such evidence must also be provided inthe event that organic seed stock doesnot provide the necessary level of qualityor provide the desired function.In the event that organic seed stockis not commercially available and/oris not of the quality needed,non-organic seeds may be used withthe following exceptions:• Organic sprouts MUST use organicseeds.• Annual transplants MUST comefrom a certified organic source.Any non-organic seeds used must benon-GMO and untreated or non-GMOand treated only with substances listedas allowed on the National List. Seedstreated with prohibited materials areNOT allowed in organic production.Planting stock must also come fromorganic sources when commerciallyavailable. Annual transplant stockMUST be certified organic. Nonorganicplanting stock may be usedfor perennial crops; however, productsmay not be sold as organic until oneyear after organic production begins.CCOF certified members arerequired to demonstrate active attemptsat searching for organic seeds priorto use of a non-organic seed.
