Turning Sri Lanka’s Urban Vision into Policy and Actionin reducing car trips and congestion in Curitiba, Brazil, argues for its consideration in the CMR. SriLanka needs to expand the menu of financing instruments for regional and urban infrastructure witha focus on leveraging private capital and expertise in partnership with the public sector. Land-basedfinance is widely used internationally to share the gains in land values created by public infrastructureinvestments (for example, in Brazil, Chile, China, Colombia, and India). Sri Lanka can consider acentrally sponsored scheme for infrastructure finance to mobilize private capital for projects withhigh economic returns but that are not financially viable without government support.Pillar III: New tools for performance-based city management and financeBuilding municipal capacity to plan and deliver services requires institutional and policy reformsto reposition ULAs as competent and accountable service providers. Integrated capacity-building isneeded to build the basic functions of city management. Municipal capacity-building is not just aboutbuilding systems or technologies. It is also about providing incentives to make ULAs relevant actorsfor urban development and to strengthen accountability for local service delivery. A gradual shift toa performance-based model of municipal finance is needed, while ensuring equity in the provision ofbasic services. In parallel, institutional coordination mechanisms need to be strengthened for moreefficient provision of metropolitan and urban services. International experience suggests that thereis no single model for metropolitan government, but a broad spectrum of models tailored to localconditions.Pillar IV: Efficient and sustainable land and housing development forimproved city livabilityPolicy directions for efficient and sustainable land and housing development include encouragingmore efficient land use in urban areas and providing the enabling environment for better and moreaffordable shelter options for all. Market-based land disposal and conversion tools, such as landpooling and land banks, are broadly used internationally to stimulate efficient land development (asin Brazil, India, and the Republic of Korea). Land-bank models are used in some U.S. cities to acquirevacant or underused land plots and convert them to productive use.Goals and priority actions for each pillar are summarized in table E.1.4
