This thesis is organized as follows: Section 2 is an overview of QoS fundamentals<br />
and existing service models. A brief survey of existing proposals for non-elevated<br />
services is given in Section 3. Section 4 describes the proposed service differentiation<br />
architecture. Scheduling algorithms for proportio<strong>na</strong>l delay differentiation and their<br />
influence on TCP throughput are discussed in Section 5. We describe the Packet Loss<br />
Controller in Section 6 and evaluate its performance in Section 7 using various<br />
simulation sce<strong>na</strong>rios. Our conclusions are presented in Section 8.<br />
