Cover aspects such as ownership and operation<strong>of</strong> the system, possible sponsorships, incentives, etc.Develop and compare benchmarks/average pricing models <strong>of</strong> othercompetitor destinationsImplement recommendations <strong>of</strong> the GCS conducted in 2003/4 and2009Track the WEF’s travel and tourism industry competitiveness index,and develop action plans to improve relevant sections <strong>of</strong> the indexDefine and structure an index, with relevant composite indices andpanel inputs1.2 Policy and legislative frameworkOverviewWhereas the White Paper on the Development and Promotion <strong>of</strong> <strong>Tourism</strong> <strong>of</strong> 1996 constitutes an overarching policyframework for tourism development and promotion in South Africa, the <strong>Tourism</strong> Act <strong>of</strong> 1993 provides the legislativeframework for the promotion <strong>of</strong> tourism. In its current form, however, the Act does not support the implementation <strong>of</strong> theWhite Paper as broader policy framework, as its main objectives are marketing and tourist guide regulation. The Act alsopredates the Constitution <strong>of</strong> the Republic, and had not necessarily been aligned with constitutional objectives. Althoughsome progress has been made in the implementation <strong>of</strong> the White Paper, this has not been properly monitored. Policiesin different spheres <strong>of</strong> government are also misaligned, and tourism is poorly integrated with the development <strong>of</strong> othersectoral policies.21
