Examples include:• A National Labor Relations Board(NLRB) complaint against Boeingdemanding that the companytransfer work from its facility in thelargely non-union state of SouthCarolina to Washington State;• The NLRB’s dramatic shortening ofthe union-election process from themedian timeframe of 38 days to aslittle as 10 to 21 days after a unionelectionpetition has been filed;• The Occupational Safety and HealthAdministration (OSHA) injury reportingrequirements; and• The Environmental ProtectionAgency’s (EPA) unprecedentednumber of proposed regulations thatwould substantially raise complianceand energy costs for manufacturers.It’s equally important to keep aneye on Congress. The Administrationdid not implement this delaybecause it suddenly realized that theexpensive new regulations would furtherdamage the manufacturing sectorand prevent job creation. Rather, theAdministration acted because manufacturerscame together to vocally opposethese regulations, educate Membersof Congress and policymakers,and generate grassroots support.The delay of these EPA regulationsshows the importance of educatingpolicymakers and Members of Congresson the real-world impact thatthese types of regulations have onmanufacturers.But there’s more work to be done toensure that manufacturing continuesto have a voice in Washington.Congressional staff work on literallyhundreds of issues each sessionand rely on representatives from thebusiness community, non-governmentalorganizations and academiato provide them with information. Case in point: 64 percentof respondents report that workforceshortages or skills deficiencies in productionroles are having a significantimpact on their ability to expand operationsor improve productivity. Respondentsindicated that access to ahighly skilled, flexible workforce isthe single most important factor intheir effectiveness, above factors suchas new product innovation and increasedmarket share by a margin of20 percentage points.Perhaps the most troubling findingfrom the survey is that respondentsreport the top skills deficiencyamong their current employees is inthe area of problem solving, makingit difficult for current employeesto adapt to changing needs. Addingto the problem is that the educationsystem is not producing workers withthe basic skills manufacturers need.An aging workforce in the industry isonly going to exacerbate the problem,the survey finds.Respondents said the same old approachesare not enough to close theskills gap.
