<strong>MOCC</strong> <strong>OPEN</strong> <strong>HOUSE</strong> <strong>RULES</strong> <strong>AND</strong> <strong>REGULATIONS</strong>ELM, OAK, PINE, INFIRMARY & MENTAL HEALTHSATURDAY 12 SEPTEMBER 2009STUART, PAUGH, & BIRCHSUNDAY 13 SEPTEMBER 20091) Each general population inmate is to receive a copy of these rules; it shall be theInmate’s responsibility to ensure that BOTH HE <strong>AND</strong> ALL OF HISVISITORS are aware of them.2) Each inmate participating in the Inmate Open House is allowed to have five (5)adult visitors. Minor children will not be counted as an adult. (All visitors mustbe on the inmate’s approved contact visiting list.) An inmate may submit awritten request for a special visit; showing GOOD CAUSE that the regularvisiting application process and/or the regular visiting day/time causes theinmate or his visitor undue hardship. The Open House Coordinator mustreceive all special visit requests, no later than 1600 hours 14 August 2009.NO EXCEPTIONS!3) Each Inmate will be provided with a <strong>MOCC</strong> RSVP FORM, to send to theirfamily member. Each visitor wishing to attend Open House must be included onthe RSVP Form, (this also includes children.) The form must be returned to the<strong>MOCC</strong> Visitation department by 21 August 2009. ANY VISITOR NOTINCLUDED ON THE RSVP, WILL NOT BE PERMITTED TO ATTEND<strong>OPEN</strong> <strong>HOUSE</strong>.4) Inmate Open House is to be from 8:00 a.m. to 3:00 p.m. (All visitors must be offthe yard by 3:00 p.m.)5) Processing is to take place at <strong>MOCC</strong> Visitation from 6:30 a.m. to 12:00p.m.;Visitors are not allowed on the property until 6:00 a.m.6) Visitors will park in both Visitor and Staff parking lots, as directed7) Processing is to be completed in the designated Visitation area.-ALL adult visitors must sign in at the processing desk.-ALL visitors will be required to have to have ONE (1) form of I.D. (Nocredit/bankcards or social security cards.)


-All visitors age eighteen (18) and older must have at least one I.D. which bearstheir photograph and all persons under age eighteen (18) must have a birthcertificate. If a minor child is not accompanied by their parent or legal guardian,the family member accompanying the minor child, must present a notarizedpermission slip signed by the parent or legal guardian giving permission for thechild to visit. A permission slip is attached to these rules.-Once a visitor has been verified he or she will not be able to return to theirvehicle for any reason, unless they are departing the complex for the day.8) ALL visitors will be pat-searched and magnetometer (metal detector)searched.• Searches will take place in Visitation.• All visitors must pass canine scan during processing.• Visitors who are unable to clear the magnetometer due to medical reasons(pacemaker, metal pins, etc.) Must present a letter or card from theirphysician indication this. Those approved will still be required to pass ahand wand screening. NO ACCEPTIONS!9. Regarding General Rules and Regulations governing visitor conduct at the <strong>MOCC</strong>Inmate Open House, <strong>MOCC</strong> Operational Procedure 5.06 Inmate VisitingProgram shall be adhered to at all times. Items of note include:Visitor’s Dress Female)Female visitors are required to wear suitable, modest clothing (i.e., No tube tops,halters, midriff tops, shorts, tight sweaters, sweat suits, jogging suits, wind suits,plain gray sweatshirts, tight pants, stirrup pants, hip-hugger (low-cut pants,)provocative or low cut clothing, light brown khaki or camouflage, no camouflageshoes or any other camouflage patterns, sleeveless garments, bibbed overalls,clothing that is adorned with excessive metal, under wire bras, although a bramust be worn, or dresses that come above the knee. All shirts must be longenough to be tucked into pants (No Belly Shirts.)Female children are to follow the same guidelines as noted above.Visitor’s Dress (Male)Male visitors are required to wear suitable clothing (i.e., NO jogging /wind suits,shorts, tank tops, sweat suits, plain gray sweatshirts, light brown, khaki, orcamouflage clothing of any type to include shoes.Male children are to follow the same guidelines as noted above.**NOTE: ALL VISITORS


CLOTHING WITH EXCESSIVE METAL (I.E. BIBS, BUTTON-FLYJEANS, ETC.) WILL NOT CLEAR THE METAL DETECTOR.ALL VISITORS MAY WEAR HATS <strong>AND</strong>/OR SUNGLASSES.10. Visitors shall be allowed to bring the following items ONLY:• One (1) forms of I.D.• One (1) car key – No Remote• Engagement ring and/or wedding ring• Nitroglycerin tablets (Limit 5)• Medication for chronic conditions that must be taken during the visit. (i.e.blood pressure or diabetic medication.)• One (1) Belt• One (1) White Handkerchief• One (1) Pair Suspenders• One (1) Pair of sunglasses or prescription glasses• Medic-Alert necklace/bracelet• Females will be allowed to bring in five (5) tampon or five (5) sanitarynapkins that will be left with the nurse.Visitors with Infant Children may bring:• Clear baby bottles containing milk or juice only• One (1) baby blanket• Five (5) diapers• Two (2) jars of baby food in store-sealed containers• One (1) infant carrier Must have removable liner• Baby wipes are provided in changing station therefore they may not bebrought in.11. Visitors will not be allowed the following:• Watches• Bobby Pins• Necklaces/Bracelets• Metal Hair Barrettes• Rings/Earrings (except note above)• Tobacco or tobacco paraphernaliaAt no time will any visitors be permitted to wear anything belonging to anyinmate (this will be grounds for termination of the visit.) No money, either coin orcurrency, is to be brought in by any visitor. All money orders must be mailed tothe inmate and received by the Trustee Clerk no later than Tuesday, 08


September 2009, to ensure that it is on the inmate’s account by the time ofthe Inmate Open House.12. The Medical Department is not responsible for supplying visitors with any type ofmedication (i.e. Tylenol, Aspirin, etc.) Visitors will not be permitted to bring in anytype of narcotics into the facility. The only pain relievers that will be permitted toenter the facility are Tylenol, Aspirin, and Ibuprofen.13. Tables and chairs will be placed throughout the yard. Patios are off limits to inmatesand visitors.14. All buildings, with the exceptions of the gymnasium, exchange and MDR 1 and 2, areoff limits. Inmate workers will be authorized entrance to buildings (with theexception of the housing units) under escort by staff members.15. Lewd behavior and/or physical contact of a sexual nature between inmates andvisitors are prohibited. THE VISIT WILL BE TERMINATED IMMEDIATELY<strong>AND</strong> CHARGES WILL BE FILLED AGAINST THE INMATE! Inmates mayEmbrace their visitors upon arrival and upon departure.16. *****An adult visitor (eighteen (18) years of age) must accompany minors at alltimes. Minors will not be permitted to supervise themselves in any area of <strong>MOCC</strong>. Ifa minor is found to be unsupervised my an adult visitor the visit will be terminatedimmediately!!!! *********************************************************17. All inmates will be pat-searched before being released from the pod.• 12 September 2009, inmates Stuart, Paugh, and Birch will remain in their podduring Open House, unless working or a special visit has been approved. Inmatesin their pod will have day room privileges.• 13 September 2009, inmates in Elm, Oak, and Pine will remain in their podduring Open House, unless working or a special visit has been approved. Inmatesin their pod will have day room privileges.18. Inmates without visitors will remain in their Housing Units.19. Inmates will be allowed to take the following items to the yard only:• Sodas and other food items.• One (1) deck of playing cards.


• One (1) Hat.• One (1) pair of sunglasses.20. Inmates will be allowed to take the following items back to their Housing Unit:• One (1) deck of cards.• One (1) Hat.• One (1) pair of sunglasses.21. Inmates will be strip searched upon arrival in their housing unit.22. Inmates will not be permitted to return back to their housing units for any forgottenitems. Once an inmates has been released from his housing unit for Open House, hemust stay on the yard until his visit is completed.23. Inmates must dress in state issue khaki pants and state issue khaki shirts, all of whichwhich must be properly stamped. Shirts must remain tucked in pants at all times.Failure to comply will result in termination of the visit! At no time may a visitor orinmate exchange, swap, or borrow one another’s clothing. Inmates must be properlyshaven and have proper haircuts or they will not be released from their housing unit.The Inmate Open House may be shortened, limited, canceled,or terminated due to lack of security staff, facilitydisturbances, inclement weather, or other cause at thediscretion of the Warden, Deputy Warden, of Designee.______________________________________Paul Parry, Open House Coordinator_______________Date______________________________________David Ballard, Warden________________Date
