Volume 3 Issue3
Since early history, flags and banners have been used by many armies in battle.
They served several purposes: to identify units, for signaling and to be a common
point of reference for the movements of the soldiers in the unit, enabling them
to keep formation. The flag was also a symbol of the unit. The loss of a unit’s
flag was not only shameful, but losing this central point of reference could make
the unit break up. To protect the flag, a detachment of soldiers was assigned to
guard it. We now use Honor or Color Guards for ceremonial purposes, but the
members of every color guard detail are carefully selected based on clean reputations
and command presence. Being assigned to the Honor Guard is considered
an honor due to the fact that these individuals present and carry the symbols of
our state and country.
The WV DOC Honor Guard is currently under the direct supervision of the Honor
Guard Commander Leonard Barnett from Huttonsville Correctional Center.
His responsibilities include training and equipping the members to perform in
many areas, to include parades and private ceremonies, funerals, and DOC official
functions. The Honor Guard Commander’s functions are assigned by Director
of Training Colonel Randy Perdue. Colonel Perdue stated that based on
his experience with Color Guard details, he ranks the WV DOC Honor Guard’s
performance and appearance among the most prestigious in the nation.
Every year, the Correctional Peace Officers Foundation (CPOF) holds a memorial
ceremony honoring those who lost their lives in pursuit of their chosen profession
of protecting the public from those remanded to correctional custody and
supervision in the nation’s prisons and jails. This year it was held from June 24-
27, 2010, in LaSalle Park, Buffalo, New York. The members of the WV DOC
Honor Guard for that function were Leonard Barnett, James Day, and Michael
Smith from Huttonsville Correctional Center, and Bobby Berry from Mt Olive
Correctional Center.
I would like to extend my sincere appreciation to the WV DOC Honor Guard for
what they do and in doing it with such dignity. They always carry out their duties
with such pride and professionalism while representing the WV DOC, and this
year at the ceremony in Buffalo was certainly no exception.
If any officer is interested in becoming a member of the WV DOC Honor Guard,
please contact Leonard Barnett at Huttonsville Correctional Center or Randy
Perdue at the Academy.
Bobby Berry from Mount Olive Correctional
Every year we attend the Correctional Peace Officers Foundation,
(CPOF) Annual Memorial Ceremony, we say, “This
is the best one”, I don’t know how they improve every year,
but they always do. From the time you hit the front door of
the hotel, someone is there to send you in the right direction.
The fallen family honorees are treated with such respect by
everyone, not just the CPOF Employees and Volunteers.
I don’t know anyone who attends that is not touched by the
honoring of our fallen officers. I work in Corrections everyday
and in a maximum security environment for 10 years.
I am well aware of the dangers that our officers face each
day.
For anyone who works in corrections and is not a member,
I urge you to join. The work they do for our people in need
is phenomenal. They are only a phone call away when disaster
strikes.
I was so proud that the WV Honor Guard came this year. I
was moved by Jim Rubenstein, Commissioner of the West
Virginia Division of Corrections for his message about the
fallen miners and how our state pulled together for the families
and the media that came into our state to cover the story.
I would like to thank our CPOF Ray Wagoner for his hard
work on the golf tournament that raised $13,000 for the
CPOF.
And the Sunday morning prayer breakfast brought me to
tears. It was so sad to have to say goodbye to everyone for
another year.

World Changers is an initiative of the
North American Mission Board of
the Southern Baptist Convention that
sends groups of teens and adults to
cities throughout the country to repair
houses in low-income areas. Projects
include building porches, fixing roofs
and painting or installing new siding.
In Charleston, the project is coordinated
and funded by the Mayor’s Office
of Economic and Community Development.
Money from Community
Development Block Grants, provided
by the Federal Office of Housing and
Urban Development, pays for materials
such as shingles, nails, tools, scaffolding,
portable toilets and testing for
health hazards such as lead-based paint
and asbestos. Homes must be located
within city limits and the homeowner
must meet federally mandated income
Inmates from Charleston Work Release Center
assisting World Changers
requirements. Homes are also chosen
based on repair needs and volunteer
availability.
More than 350 teens and adults participated
in World Changers in Charleston
this summer. Inmates at the Charleston
Work Release Center helped to give
back to the community by assisting in
hauling supplies up a hill to a residence
in preparation of a house repair.
Anniversary of Victim Services
Summer 2010
Page 5
Former WV DOC Deputy Commissioner, Wyetta Fredericks had a dream that the West Virginia
DOC would provide direct services to victims and June 18, 2010 marked the 9th anniversary of
that dream. Victim Services began June 18, 2001, and has served many victims. In the last
fiscal year, approximately 1,907 victims received direct services. I want to take this time to
let you know Victim Services would not have grown without the assistance of many caring
and dedicated staff from the DOC. Everyone has helped to give victims a voice and an understanding
of Corrections. I feel such pride when I look back and see how far we’ve come
as an agency in the field of providing direct services to crime victims.
Commissioner Jim Rubenstein’s leadership has been the driving force in victim services moving
forward. He has always given support, advice and understanding. He has received high praise
from local, state and national advocates. National Consultant, Anne Seymour always applauds him
for the
assistance he gives to victims. Every national conference I attend and she is present, Anne talks about “how awesome”
the WV DOC Victim Services is and that Commissioner Rubenstein is committed to serving victims of crime along with
providing support to Victim Services. Thank you so much Commissioner for encouraging and listening over the past 9
years.
Deputy Commissioner William Haines, Director of Programs, Jennifer Ballard and Religious and Civilian Programs Manager,
C.J. Rider’s assistance is greatly appreciated. Everyone working together only makes the services provided to victims
continue to grow and improve. The team effort is needed and I appreciate these folks being there to give encouragement
and help.
The DOC staff has given so much to the victims with the projects they do each year which has helped move WV from 50th
to 3rd in the country in Victim Services. We have received national attention for the work done by our staff. In the field
of Victim Services, the WV DOC is praised by advocates, national consultants, prosecutors, law enforcement and several
federal agencies.
Wardens...your support is very much appreciated. Every staff member on your committees has gone “above and beyond”
in working on your projects. Your leadership is what motivates your staff in doing their best. The dedicated work of the
Victim Services Representatives, Institutional Parole Officers and Security who attend parole hearings gives victims the
respect, kindness, and understanding that help them during a very stressful time. The Parole Officers are also to be commended
for the work they do in their contacts with the victims. They give victims an added sense of not being alone when
an inmate is paroled.
I also want to acknowledge the Parole Board for their help and assistance in Victim Services.
As I always tell our staff at trainings, “corrections is a family, a little dysfunctional,... but still a family.” Thank you seems
so inadequate when expressing my gratitude for all everyone has done to assist victims, but there are not enough words to
tell you how special you and what you do are so I guess I will just say...
Thank You!
was performed by Chaplain Mark Morrow
on 3 children in the K.I.D.S. Unit.
(Pictured on left) Inmates at Lakin Correctional Center participated
in the Crochet Project through Anthony Correctional Center,
where they crocheted 70 blankets that were later distributed
to local law enforcement and shelters. An additional 18 blankets
were made and distributed to local churches.
There was a Blood Drive sponsored by the
Red Cross held at LCC on Tuesday, August
31, 2010. Enough blood was collected to
help 74 people in need.
Thank you to all participating staff!
Recently, PSIMED hired Sara Jarvis, PsyD, (Pictured Above) as the new psychologist
at Lakin Correctional Center. Sara obtained her doctoral degree
from Marshall University. She has experience working with adult psychiatric
inpatient and outpatient, medical and cardiac rehabilitation, DBT and
Emotional Skills Training, Geriatric and Substance Abuse Units and has also
worked as a Sexual Assault Education/Prevention Specialist.
Sara is a member of the Psi Chi National Honor Society in Psychology, the
Robert “Bobby” Updegrave, is a Substance
Abuse Therapist, at Lakin Correctional
Center. Prior to employment with
Lakin Correctional Center in May 2003,
he was employed in the Community Mental
Health field.
Mr. Updegrave was invited to be a guest
speaker at the 2010 International Convention
of Alcoholic Anonymous in San
Antonio, Texas from July 1-4, 2010. This
was the 75th anniversary for AA and
the Convention was titled, “A Vision for
You”. Over 40,000 people attended this
convention in Texas.
During the speech he spoke about his
experience with the people he had met
in AA and the spirituality of their SER-
VICE, more specifically, about alcoholics
helping themselves and their recovery
through helping others. He spoke about
how in recovery the importance of “carry
the message” and “giving back that which
was so freely given” and the importance
that sobriety is given through the act of
service.
Mr. Updegrave spoke about Lakin Correctional
Center and the Cognitive-Behavioral
Programs and Psycho-educational groups
that he facilitates to the female inmates.
He further advised that even though a
Lakin Correctional Center
large percentage of female offenders have
substance abuse and addiction issues, only
a small percentage of these same offenders
have received treatment prior to their
incarceration, including attendance at AA
or NA Meetings. These offenders have a
history of being the victim of childhood
abuse and/or domestic violence, mothers
with several minor children, lacking
education and unemployed or on welfare.
They usually have a minimal family support
system with significant histories of
generational family alcoholism and drug
addiction with behavior involving the
criminal justice system.
He further advised that his most powerful
relationship with AA are his volunteers,
who he calls “my angels with skin on
em”. These volunteers assist in bringing
the meeting to inmates ‘behind the walls’
of the institution. He mentioned in his
speech the connection between the services
of these volunteers, their recovery
and their willingness to make a difference
with inmates. These volunteers, besides
bringing meetings to the institution, also
donate Big Books, Twelve and Twelve’s,
Daily Reflections, audio tapes and cd’s
for the inmates to use in their recovery
process.
We are honored and privileged to have
Mr. Updegrave on our staff at Lakin
Correctional Center and appreciate his
knowledge, diligence and compassion in
dealing with inmates with substance
abuse addictions.
John “Buz” McCormick, began his career in the WV DOC in November,
2003 and retired from the Charleston Work Release Center in June, 2010.
During this time, Mr. McCormick has counseled hundreds of inmates assigned
to the Charleston Work Release Center. He not only counseled
during his scheduled periods, but whenever an inmate was dealing with
a traumatic event in their life, Mr. McCormick could always be counted
upon to drop whatever he was doing regardless of the hour and travel to the
facility to assist the inmate. After funding was exhausted for the year, Mr.
McCormick would continue counseling inmates and holding classes without
pay because he felt strongly that inmates needed his help. He worked
tirelessly on many Division of Corrections committees and never said no
when he was needed. The Charleston Work Release Center, WV Division
of Corrections, and DOC inmates all owe John “Buz” McCormick thanks
for his selfless actions during his time with the center and wish him good
luck in all his future endeavors.
Suzi Davis, OAI with the Records Department in Central Office retired effective
August 31, 2010. Suzi has been with Corrections for over 33 years.
We thank Suzi for her years of service to the DOC and we wish her the
BEST in the future!
Safety Program, a Division Safety Committee, and to work
with institutional Safety Officers to create a safer environment
for our staff, inmates, contractors, and visitors.
Multiple Sclerosis Bike Ride
Multiple Sclerosis (or MS) is a chronic, often disabling disease that attacks the
central nervous system (CNS), which is made up of the brain, spinal cord, and
optic nerves. The progress, severity, and specific symptoms of MS are unpredictable
and vary from one person to another. Today, new treatments and advances
in research are giving new hope to people affected by the disease.
Contributions help to fund cutting-edge research, drive change through advocacy,
facilitate professional education, and provide programs and services to
help people with MS and their families move their lives forward
Gary Walker and Mary Perdue participating
in the Bike MS WV Country Roads Ride
The Bike MS: WV Country Roads Ride 2010 began in Lewisburg, WV. Riders
had the option of two routes: a 150 mile road route or a 120 mile route on the
Greenbrier River Trail. Both routes for this scenic bicycling adventure begin in
Lewisburg, WV and end at Snowshoe Mountain.
Last year WV DOC Academy Training Director Randy Perdue’s wife Mary and Office Assistant Fay Walker’s husband,
National Preparedness Month (NPM)
is sponsored by the Ready Campaign
in partnership with Citizen Corps and
the Advertising Council. NPM is held
each September to encourage Americans
to take simple steps to prepare for
emergencies in their homes, businesses,
and communities. September 2010
is the seventh annual NPM. This year
will focus on encouraging Americans
to work together to take concrete actions
toward emergency preparedness.
We are encouraging all Americans to
join the readiness team and truly help
themselves, their neighbors, and their
communities be ready.
EMERGENCY SUPPLIES
When preparing for emergency situations,
its best to think first about the
basics of survival: fresh water, food,
clean air and warmth. Everyone is encouraged
to have a portable emergency
supply kit customized to meet their
personal needs, such as the inclusion
of essential medications.
KNOW EMERGENCY PLANS AT
SCHOOL AND WORK
Talk to your children’s schools and
your employer about emergency plans.
Find out how they will communicate
with families during an emergency.
GET INVOLVED IN PREPARING
YOUR COMMUNITY
After preparing yourself and your family
for possible emergencies, take the
next step and get involved in preparing
your community. Join Citizen Corps,
(www.citizencorps.gov) which actively
involves citizens in making our communities
and our nation safer, stronger
and better prepared. We all have a role
to play in keeping our hometowns secure
from emergencies of all kinds.
PLANNING TO STAY OR GO
Depending on your circumstances and
the nature of the disaster, the first important
decision after an incident occurs
is whether to shelter-in-place or
evacuate. You should understand and
plan for both possibilites in advance
by developing clear, well-thought-out
plans.
