Since early history, flags and banners have been used by many armies in battle.<br />

They served several purposes: to identify units, for signaling and to be a common<br />

point <strong>of</strong> reference for the movements <strong>of</strong> the soldiers in the unit, enabling them<br />

to keep formation. The flag was also a symbol <strong>of</strong> the unit. The loss <strong>of</strong> a unit’s<br />

flag was not only shameful, but losing this central point <strong>of</strong> reference could make<br />

the unit break up. To protect the flag, a detachment <strong>of</strong> soldiers was assigned to<br />

guard it. We now use Honor or Color Guards for ceremonial purposes, but the<br />

members <strong>of</strong> every color guard detail are carefully selected based on clean reputations<br />

and command presence. Being assigned to the Honor Guard is considered<br />

an honor due to the fact that these individuals present and carry the symbols <strong>of</strong><br />

our state and country.<br />

The WV DOC Honor Guard is currently under the direct supervision <strong>of</strong> the Honor<br />

Guard Commander Leonard Barnett from Huttonsville Correctional Center.<br />

His responsibilities include training and equipping the members to perform in<br />

many areas, to include parades and private ceremonies, funerals, and DOC <strong>of</strong>ficial<br />

functions. The Honor Guard Commander’s functions are assigned by Director<br />

<strong>of</strong> Training Colonel Randy Perdue. Colonel Perdue stated that based on<br />

his experience with Color Guard details, he ranks the WV DOC Honor Guard’s<br />

performance and appearance among the most prestigious in the nation.<br />

Every year, the Correctional Peace Officers Foundation (CPOF) holds a memorial<br />

ceremony honoring those who lost their lives in pursuit <strong>of</strong> their chosen pr<strong>of</strong>ession<br />

<strong>of</strong> protecting the public from those remanded to correctional custody and<br />

supervision in the nation’s prisons and jails. This year it was held from June 24-<br />

27, 2010, in LaSalle Park, Buffalo, New York. The members <strong>of</strong> the WV DOC<br />

Honor Guard for that function were Leonard Barnett, James Day, and Michael<br />

Smith from Huttonsville Correctional Center, and Bobby Berry from Mt Olive<br />

Correctional Center.<br />

I would like to extend my sincere appreciation to the WV DOC Honor Guard for<br />

what they do and in doing it with such dignity. They always carry out their duties<br />

with such pride and pr<strong>of</strong>essionalism while representing the WV DOC, and this<br />

year at the ceremony in Buffalo was certainly no exception.<br />

Every year we attend the Correctional Peace Officers Foundation,<br />

(CPOF) Annual Memorial Ceremony, we say, “This<br />

is the best one”, I don’t know how they improve every year,<br />

but they always do. From the time you hit the front door <strong>of</strong><br />

the hotel, someone is there to send you in the right direction.<br />

The fallen family honorees are treated with such respect by<br />

everyone, not just the CPOF Employees and Volunteers.<br />

I don’t know anyone who attends that is not touched by the<br />

honoring <strong>of</strong> our fallen <strong>of</strong>ficers. I work in <strong>Corrections</strong> everyday<br />

and in a maximum security environment for 10 years.<br />

I am well aware <strong>of</strong> the dangers that our <strong>of</strong>ficers face each<br />

day.<br />

For anyone who works in corrections and is not a member,<br />

I urge you to join. The work they do for our people in need<br />

is phenomenal. They are only a phone call away when disaster<br />

strikes.<br />

I was so proud that the WV Honor Guard came this year. I<br />

was moved by Jim Rubenstein, Commissioner <strong>of</strong> the <strong>West</strong><br />

<strong>Virginia</strong> <strong>Division</strong> <strong>of</strong> <strong>Corrections</strong> for his message about the<br />

fallen miners and how our state pulled together for the families<br />

and the media that came into our state to cover the story.<br />

I would like to thank our CPOF Ray Wagoner for his hard<br />

work on the golf tournament that raised $13,000 for the<br />

CPOF.<br />

And the Sunday morning prayer breakfast brought me to<br />

tears. It was so sad to have to say goodbye to everyone for<br />

another year.

COII Rebecca Coleman was invited<br />

to attend the July 14, 2010, monthly<br />

Warden's Meeting at Lakin Correctional<br />

Center. Correctional Peace Officer<br />

Foundation (CPOF) WV District<br />

Representative, Ray Wagoner, accompanied<br />

by Commissioner Jim Rubenstein<br />

presented Ms. Coleman a monetary<br />

donation and certificate, after<br />

the recent death <strong>of</strong> her eldest son, First<br />

Sgt. Robert Nicholas Barton II.<br />

First Sgt. Barton was serving with A<br />

Company, 2nd Battalion, 327th Infantry<br />

Regiment, 101st Airborne <strong>Division</strong><br />

in Afghanistan when the Humvee he<br />

was riding in with four other soldiers<br />

hit an IED and exploded. All five soldiers<br />

were killed in this explosion. He<br />

had completed overseas tours in Bosnia,<br />

Kuwait, Iraq and most recently<br />

Afghanistan.<br />

He was awarded the Bronze Star for<br />

meritorious service and the Purple<br />

Heart, both posthumously. He was<br />

buried with full military honors at the<br />

World Changers is an initiative <strong>of</strong> the<br />

North American Mission Board <strong>of</strong><br />

the Southern Baptist Convention that<br />

sends groups <strong>of</strong> teens and adults to<br />

cities throughout the country to repair<br />

houses in low-income areas. Projects<br />

include building porches, fixing ro<strong>of</strong>s<br />

and painting or installing new siding.<br />

In Charleston, the project is coordinated<br />

and funded by the Mayor’s Office<br />

<strong>of</strong> Economic and Community Development.<br />

Money from Community<br />

Development Block Grants, provided<br />

by the Federal Office <strong>of</strong> Housing and<br />

Urban Development, pays for materials<br />

such as shingles, nails, tools, scaffolding,<br />

portable toilets and testing for<br />

health hazards such as lead-based paint<br />

and asbestos. Homes must be located<br />

within city limits and the homeowner<br />

must meet federally mandated income<br />

requirements. Homes are also chosen<br />

based on repair needs and volunteer<br />

availability.<br />

More than 350 teens and adults participated<br />

in World Changers in Charleston<br />

this summer. Inmates at the Charleston<br />

Work Release Center helped to give<br />

back to the community by assisting in<br />

hauling supplies up a hill to a residence<br />

in preparation <strong>of</strong> a house repair.<br />

PAROLE SERVICES UPDATES<br />

US Probation for the Northern &<br />

Southern Districts <strong>of</strong> WV, WV <strong>Division</strong><br />

<strong>of</strong> Probation Services and WV<br />

Parole Services held a Sex Offender<br />

Supervision Training Seminar at the<br />

Charleston Civic Center on August<br />

30-31 and September 1, 2010. US<br />

Probation Officers, Supreme Court<br />

Sex Offender Supervision Officers<br />

and Parole Officers attended this conference.<br />

Also, the Annual WV Parole Services<br />

Conference was held at the Stonewall<br />

Jackson Resort, on September 15-17,<br />

2010.<br />

MOCC RECEIVES GRANT FUNDS<br />

The Education Department received a<br />

$20,000 modernization grant for their<br />

welding program. This is the third time<br />

they have applied and been awarded<br />

this grant. It was awarded in the past,<br />

twice for graphic communications.<br />

Thanks to teacher Tim Grigsby, they<br />

have received a total <strong>of</strong> $60,000 for<br />

their programs. Congratulations!<br />

NEW DEPUTY WARDEN AT LCC<br />

J.D. Sallaz has been selected to fill the<br />

Deputy Warden position at Lakin Correctional<br />

Center (LCC) beginning September<br />

15, 2010. J.D. is currently the<br />

Investigator at LCC and has served in<br />

that position since August 2007. Prior<br />

to his Investigator status, he held the<br />

position <strong>of</strong> Captain at Lakin Correctional<br />

Center.<br />

Former WV DOC Deputy Commissioner, Wyetta Fredericks had a dream that the <strong>West</strong> <strong>Virginia</strong><br />

DOC would provide direct services to victims and June 18, 2010 marked the 9th anniversary <strong>of</strong><br />

that dream. Victim Services began June 18, 2001, and has served many victims. In the last<br />

fiscal year, approximately 1,907 victims received direct services. I want to take this time to<br />

let you know Victim Services would not have grown without the assistance <strong>of</strong> many caring<br />

and dedicated staff from the DOC. Everyone has helped to give victims a voice and an understanding<br />

<strong>of</strong> <strong>Corrections</strong>. I feel such pride when I look back and see how far we’ve come<br />

as an agency in the field <strong>of</strong> providing direct services to crime victims.<br />

Commissioner Jim Rubenstein’s leadership has been the driving force in victim services moving<br />

forward. He has always given support, advice and understanding. He has received high praise<br />

from local, state and national advocates. National Consultant, Anne Seymour always applauds him<br />

for the<br />

assistance he gives to victims. Every national conference I attend and she is present, Anne talks about “how awesome”<br />

the WV DOC Victim Services is and that Commissioner Rubenstein is committed to serving victims <strong>of</strong> crime along with<br />

providing support to Victim Services. Thank you so much Commissioner for encouraging and listening over the past 9<br />

years.<br />

Deputy Commissioner William Haines, Director <strong>of</strong> Programs, Jennifer Ballard and Religious and Civilian Programs Manager,<br />

C.J. Rider’s assistance is greatly appreciated. Everyone working together only makes the services provided to victims<br />

continue to grow and improve. The team effort is needed and I appreciate these folks being there to give encouragement<br />

and help.<br />

The DOC staff has given so much to the victims with the projects they do each year which has helped move WV from 50th<br />

to 3rd in the country in Victim Services. We have received national attention for the work done by our staff. In the field<br />

<strong>of</strong> Victim Services, the WV DOC is praised by advocates, national consultants, prosecutors, law enforcement and several<br />

federal agencies.<br />

Wardens...your support is very much appreciated. Every staff member on your committees has gone “above and beyond”<br />

in working on your projects. Your leadership is what motivates your staff in doing their best. The dedicated work <strong>of</strong> the<br />

Victim Services Representatives, Institutional Parole Officers and Security who attend parole hearings gives victims the<br />

respect, kindness, and understanding that help them during a very stressful time. The Parole Officers are also to be commended<br />

for the work they do in their contacts with the victims. They give victims an added sense <strong>of</strong> not being alone when<br />

an inmate is paroled.<br />

I also want to acknowledge the Parole Board for their help and assistance in Victim Services.<br />

As I always tell our staff at trainings, “corrections is a family, a little dysfunctional,... but still a family.” Thank you seems<br />

so inadequate when expressing my gratitude for all everyone has done to assist victims, but there are not enough words to<br />

tell you how special you and what you do are so I guess I will just say...<br />

Congratulations to Colonel Randy Perdue,<br />

WV DOC Director <strong>of</strong> Training, who<br />

was recently elected as President <strong>of</strong> the<br />

International Association for Correctional<br />

Training Personnel (IACTP). IACTP is an<br />

international pr<strong>of</strong>essional association <strong>of</strong><br />

trainers, training adminstrators, and educators<br />

representing all aspects <strong>of</strong> the field <strong>of</strong><br />

adult and juvenile justice. The mission <strong>of</strong><br />

IACTP is to enhance public safety and the<br />

fair and humane treatment <strong>of</strong> <strong>of</strong>fenders by<br />

promoting organizational and individual<br />

excellence in the pr<strong>of</strong>ession <strong>of</strong> training.<br />

Randy began his career with <strong>Corrections</strong> in<br />

1997 as a COI at Mount Olive Correctional<br />

Lakin Correctional Center<br />

On Wednesday, August 18, 2010, at<br />

Lakin Correctional Center, a dedication<br />

was performed by Chaplain Mark Morrow<br />

on 3 children in the K.I.D.S. Unit.<br />

(Pictured on left) Inmates at Lakin Correctional Center participated<br />

in the Crochet Project through Anthony Correctional Center,<br />

where they crocheted 70 blankets that were later distributed<br />

to local law enforcement and shelters. An additional 18 blankets<br />

were made and distributed to local churches.<br />

There was a Blood Drive sponsored by the<br />

Red Cross held at LCC on Tuesday, August<br />

31, 2010. Enough blood was collected to<br />

help 74 people in need.<br />

Recently, PSIMED hired Sara Jarvis, PsyD, (Pictured Above) as the new psychologist<br />

at Lakin Correctional Center. Sara obtained her doctoral degree<br />

from Marshall University. She has experience working with adult psychiatric<br />

inpatient and outpatient, medical and cardiac rehabilitation, DBT and<br />

Emotional Skills Training, Geriatric and Substance Abuse Units and has also<br />

worked as a Sexual Assault Education/Prevention Specialist.<br />

Sara is a member <strong>of</strong> the Psi Chi National Honor Society in Psychology, the<br />

WV Psychological Association and the American Psychological Association.<br />

Welcome Sara to the WV <strong>Division</strong> <strong>of</strong> <strong>Corrections</strong> and Lakin Correctional<br />

Center team.

Robert “Bobby” Updegrave, is a Substance<br />

Abuse Therapist, at Lakin Correctional<br />

Center. Prior to employment with<br />

Lakin Correctional Center in May 2003,<br />

he was employed in the Community Mental<br />

Health field.<br />

Mr. Updegrave was invited to be a guest<br />

speaker at the 2010 International Convention<br />

<strong>of</strong> Alcoholic Anonymous in San<br />

Antonio, Texas from July 1-4, 2010. This<br />

was the 75th anniversary for AA and<br />

the Convention was titled, “A Vision for<br />

You”. Over 40,000 people attended this<br />

convention in Texas.<br />

During the speech he spoke about his<br />

experience with the people he had met<br />

in AA and the spirituality <strong>of</strong> their SER-<br />

VICE, more specifically, about alcoholics<br />

helping themselves and their recovery<br />

through helping others. He spoke about<br />

how in recovery the importance <strong>of</strong> “carry<br />

the message” and “giving back that which<br />

was so freely given” and the importance<br />

that sobriety is given through the act <strong>of</strong><br />

service.<br />

Mr. Updegrave spoke about Lakin Correctional<br />

Center and the Cognitive-Behavioral<br />

Programs and Psycho-educational groups<br />

that he facilitates to the female inmates.<br />

He further advised that even though a<br />

Lakin Correctional Center<br />

large percentage <strong>of</strong> female <strong>of</strong>fenders have<br />

substance abuse and addiction issues, only<br />

a small percentage <strong>of</strong> these same <strong>of</strong>fenders<br />

have received treatment prior to their<br />

incarceration, including attendance at AA<br />

or NA Meetings. These <strong>of</strong>fenders have a<br />

history <strong>of</strong> being the victim <strong>of</strong> childhood<br />

abuse and/or domestic violence, mothers<br />

with several minor children, lacking<br />

education and unemployed or on welfare.<br />

They usually have a minimal family support<br />

system with significant histories <strong>of</strong><br />

generational family alcoholism and drug<br />

addiction with behavior involving the<br />

criminal justice system.<br />

He further advised that his most powerful<br />

relationship with AA are his volunteers,<br />

who he calls “my angels with skin on<br />

em”. These volunteers assist in bringing<br />

the meeting to inmates ‘behind the walls’<br />

<strong>of</strong> the institution. He mentioned in his<br />

speech the connection between the services<br />

<strong>of</strong> these volunteers, their recovery<br />

and their willingness to make a difference<br />

with inmates. These volunteers, besides<br />

bringing meetings to the institution, also<br />

donate Big Books, Twelve and Twelve’s,<br />

Daily Reflections, audio tapes and cd’s<br />

for the inmates to use in their recovery<br />

process.<br />

We are honored and privileged to have<br />

Mr. Updegrave on our staff at Lakin<br />

Correctional Center and appreciate his<br />

knowledge, diligence and compassion in<br />

dealing with inmates with substance<br />

abuse addictions.<br />

On September 2, 2010, the Victim’s Garden at Lakin Correctional Center (LCC) was completed with the addition <strong>of</strong> the<br />

monument with the enscription: “Fairness, Dignity, Respect, Dedicated to All Victims <strong>of</strong> Crime”. This project was funded<br />

by the inmates at LCC, through numerous fundraisers over the past year.<br />

Tots “New Shoes for School Children Program” in a positive<br />

effort to give back to those in need.<br />

The new <strong>of</strong>ficers recently held their first meeting and have<br />

planned an exciting year for fundraising and events for HCC.<br />

Upcoming for the 2010-11 year, include a Hot Dog/Bake<br />

Sale in September, a pie sale during September and October,<br />

a Christmas dinner in December, a Valentine’s dance in<br />

February, other food fund raisers each month, and approved<br />

raffles and sales throughout the year.<br />

The new HCCEA <strong>of</strong>ficers are thrilled to be able to work together<br />

this year to assist in fundraising which provides support<br />

for employees and their families and/or any other employee<br />

function deemed worthy <strong>of</strong> support.<br />

Huttonsville Correctional Center recently hosted its Annual<br />

Open House. Warden Hoke’s first Open House at Huttonsville<br />

ran very smooth. This was thanks to all staff involved<br />

working together to make it an efficient and successful event.<br />

It took cooperation from security, program, operations and<br />

contracted employees and everyone did an excellent job. Attendance<br />

was well over 400 visitors on Saturday and nearly<br />

as many on Sunday. Inmates and visitors alike enjoyed a picnic<br />

lunch prepared by Aramark.<br />

The Inmate Benefit Fund provided prizes and we awarded<br />

the younger visitors a number <strong>of</strong> large gifts including MP3<br />

players, IPOD Shuffles, Razor Scooters, and even a portable<br />

DVD Player on each day. Games, raffles and competitions<br />

were a huge hit with the kids.<br />

MT. OLIVE CORRECTIONAL COMPLEX<br />

MOCC will be undergoing ACA re-accreditation audit on<br />

September 20-22, 2010. A pre-audit involving WVDOC<br />

ACA Managers and other key personnel from other facilities<br />

occurred on July 12-13, 2010, and the outcome <strong>of</strong> this<br />

pre-audit was very positive. Thanks to all who assisted with<br />

the pre-audit!<br />

The Mount Olive Employees Association held elections in<br />

July, 2010. The new <strong>of</strong>ficers are: Nate Kendrick, President;<br />

Shane Ryan, Vice President; Valorie Adkins, Secretary; Lisa<br />

Boggs, Treasurer. Congratulations to all and thank you for<br />

your hard work!<br />

NORTHERN CORRECTIONAL CENTER<br />

On August 10, 2010, Huttonsville Correctional Center Warden<br />

Adrian F. Hoke presented a donation <strong>of</strong> $635 to the<br />

Toys for Tots program coordinated by Marine Corps League<br />

Detachment 956 <strong>of</strong> Elkins. The donation was accepted by<br />

newly elected Detachment Commandant correctional <strong>of</strong>ficer<br />

Jack Moore, state Marine Corps League Commandant Roger<br />

Officers return to work after completing their tour <strong>of</strong> duty in<br />

John “Buz” McCormick, began his career in the WV DOC in November,<br />

2003 and retired from the Charleston Work Release Center in June, 2010.<br />

During this time, Mr. McCormick has counseled hundreds <strong>of</strong> inmates assigned<br />

to the Charleston Work Release Center. He not only counseled<br />

during his scheduled periods, but whenever an inmate was dealing with<br />

a traumatic event in their life, Mr. McCormick could always be counted<br />

upon to drop whatever he was doing regardless <strong>of</strong> the hour and travel to the<br />

facility to assist the inmate. After funding was exhausted for the year, Mr.<br />

McCormick would continue counseling inmates and holding classes without<br />

pay because he felt strongly that inmates needed his help. He worked<br />

tirelessly on many <strong>Division</strong> <strong>of</strong> <strong>Corrections</strong> committees and never said no<br />

when he was needed. The Charleston Work Release Center, WV <strong>Division</strong><br />

<strong>of</strong> <strong>Corrections</strong>, and DOC inmates all owe John “Buz” McCormick thanks<br />

for his selfless actions during his time with the center and wish him good<br />

luck in all his future endeavors.<br />

Suzi Davis, OAI with the Records Department in Central Office retired effective<br />

August 31, 2010. Suzi has been with <strong>Corrections</strong> for over 33 years.<br />

We thank Suzi for her years <strong>of</strong> service to the DOC and we wish her the<br />

BEST in the future!<br />

Central Office Welcomes New Directors<br />

WV DOC Central Office welcomes two new Directors. Chuck<br />

Mankins was selected to fill the newly established position <strong>of</strong><br />

Director <strong>of</strong> Safety effective June 16, 2010. For the last eight<br />

years, Chuck has been working with the WV DOC Human Resources<br />

Section as our Safety/Loss Control Specialist. He is<br />

now tasked with establishing a <strong>Division</strong> Safety Policy, a <strong>Division</strong><br />

Safety Program, a <strong>Division</strong> Safety Committee, and to work<br />

with institutional Safety Officers to create a safer environment<br />

for our staff, inmates, contractors, and visitors.<br />

Patti Randolph has been selected to fill the Director <strong>of</strong> Administration<br />

postion at Central Office effective August 1, 2010. She<br />

has worked for the State Budget Office for two years with additional<br />

experience as an auditor and accountant with other state<br />

agencies. She brings a wealth <strong>of</strong> knowledge and experience and<br />

will be a valuable asset to the <strong>Corrections</strong> Team.<br />

Multiple Sclerosis Bike Ride<br />

Multiple Sclerosis (or MS) is a chronic, <strong>of</strong>ten disabling disease that attacks the<br />

central nervous system (CNS), which is made up <strong>of</strong> the brain, spinal cord, and<br />

optic nerves. The progress, severity, and specific symptoms <strong>of</strong> MS are unpredictable<br />

and vary from one person to another. Today, new treatments and advances<br />

in research are giving new hope to people affected by the disease.<br />

Contributions help to fund cutting-edge research, drive change through advocacy,<br />

facilitate pr<strong>of</strong>essional education, and provide programs and services to<br />

help people with MS and their families move their lives forward<br />

in the Bike MS WV Country Roads Ride<br />

The Bike MS: WV Country Roads Ride 2010 began in Lewisburg, WV. Riders<br />

had the option <strong>of</strong> two routes: a 150 mile road route or a 120 mile route on the<br />

Greenbrier River Trail. Both routes for this scenic bicycling adventure begin in<br />

Lewisburg, WV and end at Snowshoe Mountain.<br />

Last year WV DOC Academy Training Director Randy Perdue’s wife Mary and Office Assistant Fay Walker’s husband,<br />

Gary, participated in the WV Country Roads Ride, raising over $1000 for Multiple Sclerosis, thanks to the pledges and donations<br />

<strong>of</strong> family and friends. This year they rode again on August 28-29, 2010, again raising over $1000 for the cause.<br />

Thank you again, to all <strong>of</strong> you who helped make this year’s ride in WV a success.<br />

IN Memory<br />

Randall Brake started as a Correctional Officer<br />

at Huttonsville Correctional Center on<br />

June 16, 1979, and on February 15, 1998, he<br />

moved into the Chaplain’s position. He was<br />

reallocated to <strong>Corrections</strong> Program Specialist<br />

Senior, on October 16, 2002, as two more<br />

Chaplains were added to the staff. Randy had<br />

a stroke while working at the facility on June<br />

16, 2008, and was transported to the hospital.<br />

He was never able to return to work and retired<br />

effective July 1, 2009. Randy passed away on<br />

August 2, 2010.<br />

Huttonsville Correctional Center recently<br />

had two other employees pass away. Thomas<br />

Walden (pictured on left) was hired as a Correctional<br />

Officer in February 2008; he passed<br />

away on September 3, 2010.<br />

Joretta Coleman was hired as an Office Assistant<br />

II in December 2007 and promoted to<br />

Chaplain in July 2009. Joretta’s battle with<br />

cancer ended on August 31, 2010.<br />

Cpl. Rhonda Bennett passed away on September<br />

7, 2010, after a long battle with cancer.<br />

Cpl. Bennett was hired at St. Mary’s Correctional<br />

Center on June 1, 1998 as a Correctional<br />

Officer I, after being employed at the former<br />

Colin Anderson Center.<br />

On February 27, 2002 she was selected for<br />

Controlled Dangerous Substance K-9 Officer<br />

and after completing at 13-week training<br />

course with K-9 Raven (her first dog), she was<br />

promoted to the rank <strong>of</strong> Corporal on May 31,<br />

2002. She was teamed up with her new and<br />

current K-9 partner Champ in 2003.<br />

These individuals will be missed by their <strong>Corrections</strong> Family.<br />
