The University of Texas at El PasoEnvironmental Health <strong>and</strong> SafetyAuthorization <strong>Guidel<strong>in</strong>es</strong> <strong>for</strong> Access by <strong>M<strong>in</strong>ors</strong> <strong>in</strong>to <strong>UTEP</strong> Laboratories <strong>and</strong> OtherPotentially Hazardous AreasIntroductionThe follow<strong>in</strong>g guidel<strong>in</strong>es have been established to protect the health <strong>and</strong> well-be<strong>in</strong>g of m<strong>in</strong>ors fromexposure to potentially hazardous environments on the University of Texas at El Paso campus. Thisguidance also establishes operat<strong>in</strong>g procedures to assist <strong>UTEP</strong> departments <strong>and</strong> <strong>in</strong>dividuals <strong>in</strong>address<strong>in</strong>g the requirements <strong>for</strong> the admittance of m<strong>in</strong>ors <strong>for</strong> <strong>in</strong>ternships, volunteer work or participation<strong>in</strong> <strong>UTEP</strong> sponsored programs or activities <strong>in</strong>volv<strong>in</strong>g the use of potentially hazardous work areas orconditions at the <strong>UTEP</strong> campus. For the purpose of this guidance, a m<strong>in</strong>or is def<strong>in</strong>ed as any personunder the age of eighteen (18). Depend<strong>in</strong>g on age, federal <strong>and</strong> state laws place restrictions on the typeof jobs or work m<strong>in</strong>ors may per<strong>for</strong>m.Access to university premises identified as hazardous work areas shall be limited to AUTHORIZED <strong>UTEP</strong>faculty, staff <strong>and</strong> students or other persons on official university related bus<strong>in</strong>ess. For the purpose of thisguidance, hazardous work areas will be def<strong>in</strong>ed as laboratories, workshops, mechanical rooms <strong>and</strong> otherwork areas hous<strong>in</strong>g potentially dangerous materials, conditions, mach<strong>in</strong>ery or processes. <strong>Persons</strong>enter<strong>in</strong>g these areas must be <strong>in</strong><strong>for</strong>med about the hazards <strong>in</strong>volved, safety <strong>and</strong> emergency procedures,appropriately tra<strong>in</strong>ed <strong>in</strong> accordance with established norms, <strong>and</strong> adequately protected from hazardsrelevant to their activities.Children under the age of sixteen (16) are strictly prohibited from enter<strong>in</strong>g any hazardous work areawhere potentially hazardous materials or conditions may be present unless the conditions outl<strong>in</strong>ed belowhave been met <strong>and</strong> approval by Environmental Health <strong>and</strong> Safety (EH&S) has been granted. Examples<strong>in</strong>clude but are not limited to laboratories or facilities where possible <strong>in</strong>fectious or biohazardous materialsare present, hazardous chemicals, ioniz<strong>in</strong>g radiation, explosive or carc<strong>in</strong>ogenic material, <strong>and</strong> powerdrivenor laser emitt<strong>in</strong>g mach<strong>in</strong>ery may be <strong>in</strong> use. Visit<strong>in</strong>g children under twelve (12) years of age WILLNOT be allowed <strong>in</strong>to areas posted with restrictive warn<strong>in</strong>g sign such as, “Danger – High Voltage,” or“Biosafety Level 3 – Authorized Personnel Only.”ProceduresUnplanned Tours or Activities <strong>in</strong> Hazardous Work AreasUnplanned tours or activities are NOT permitted <strong>in</strong> hazardous work areas. EH&S has the authority tostop any unplanned tours, activities or events that could harm the well-be<strong>in</strong>g of m<strong>in</strong>ors.University Sponsored Tours, Events <strong>and</strong> Demonstrations Involv<strong>in</strong>g Hazardous Work Areas orConditions NOT Includ<strong>in</strong>g H<strong>and</strong>s-On Use of Hazardous Materials by <strong>M<strong>in</strong>ors</strong>Planned events, tours or demonstrations <strong>in</strong>volv<strong>in</strong>g hazardous work areas or conditions <strong>in</strong> which am<strong>in</strong>or(s) is not directly <strong>in</strong>volved <strong>in</strong> the h<strong>and</strong>s-on work <strong>and</strong> is strictly a spectator shall be required to complywith the follow<strong>in</strong>g requirements. The organizer of the event will notify EH&S <strong>in</strong> writ<strong>in</strong>g <strong>and</strong> submit thefollow<strong>in</strong>g at least one (1) week prior to the event:1. Procedures/protocol detail<strong>in</strong>g the activities that the organizer or presenter will be <strong>in</strong>volved <strong>in</strong> (i.e.,specific protocols/techniques to be used, list of chemicals or biological organisms to be h<strong>and</strong>led,etc.)2. Safety procedures <strong>and</strong> protective equipment to be implemented <strong>and</strong> provided to ensure thesafety of the view<strong>in</strong>g public specifically m<strong>in</strong>or(s) present dur<strong>in</strong>g the potentially hazardous activity3. Completed copy of UT System “Release <strong>and</strong> Indemnity Agreement <strong>for</strong> <strong>M<strong>in</strong>ors</strong>”http://www.utsystem.edu/ogc/Contract/MINORREL.HTM4. Documented evidence of completed tra<strong>in</strong><strong>in</strong>g relevant to the activity proposed <strong>for</strong> the organizer orpresenter with<strong>in</strong> the current calendar year (i.e., copies of Laboratory Safety Tra<strong>in</strong><strong>in</strong>g by EH&S)<strong>UTEP</strong> Confidential Revised 09-29-2003 Page 1 of 2


The University of Texas at El PasoEnvironmental Health <strong>and</strong> SafetyEH&S will make additional safety recommendations where appropriate to the organizer. Once allrecommendations have been implemented <strong>and</strong> paperwork is complete EH&S will grant approval <strong>for</strong> theplanned activity or event. EH&S will <strong>for</strong>ward a copy of the “Release <strong>and</strong> Indemnity Agreement <strong>for</strong><strong>M<strong>in</strong>ors</strong>,” to the <strong>UTEP</strong> Office of Risk Management. The organizer or PI will be responsible <strong>for</strong> furnish<strong>in</strong>gproper protective equipment, ensure that m<strong>in</strong>or(s) are under constant direct supervision by a tra<strong>in</strong>edresponsible <strong>in</strong>dividual at ALL times <strong>and</strong> <strong>in</strong><strong>for</strong>m all <strong>in</strong>volved about emergency procedures applicable to theactivities be<strong>in</strong>g per<strong>for</strong>med.University Sponsored Programs, Planned Demonstrations, Events <strong>and</strong> Internships Involv<strong>in</strong>g theH<strong>and</strong>s-On Use of Hazardous Materials by <strong>M<strong>in</strong>ors</strong>University sponsored programs, planned events, tours or demonstrations <strong>in</strong>volv<strong>in</strong>g hazardous work areasor conditions <strong>in</strong> which a m<strong>in</strong>or(s) is directly <strong>in</strong>volved <strong>in</strong> the h<strong>and</strong>s-on work shall be required to comply withthe follow<strong>in</strong>g requirements. The organizer of the event will notify Environmental Health &Safety <strong>in</strong> writ<strong>in</strong>g<strong>and</strong> submit the follow<strong>in</strong>g at least two (2) weeks prior to the event:1. Procedures/protocol detail<strong>in</strong>g the activities that the m<strong>in</strong>or(s) will be <strong>in</strong>volved <strong>in</strong> (i.e., specificprotocols/techniques to be used, list of chemicals or biological organisms to be h<strong>and</strong>led, etc.)2. Safety procedures <strong>and</strong> protective equipment to be implemented <strong>and</strong> provided to ensure thesafety of the m<strong>in</strong>or(s) <strong>in</strong>volved <strong>in</strong> the potentially hazardous activity.3. Once all recommendations have been implemented <strong>and</strong>paperwork is complete EH&S will grant approval <strong>for</strong> the planned activity or event. EH&S will <strong>for</strong>ward acopy of the “Release <strong>and</strong> Indemnity Agreement <strong>for</strong> <strong>M<strong>in</strong>ors</strong>,” to the <strong>UTEP</strong> Office of Risk Management.The PI or organizer will then be responsible <strong>for</strong> furnish<strong>in</strong>g proper protective equipment, ensure thatm<strong>in</strong>or(s) are under constant direct supervision by a tra<strong>in</strong>ed responsible <strong>in</strong>dividual at ALL times <strong>and</strong> <strong>in</strong><strong>for</strong>mall <strong>in</strong>volved about the emergency response procedures applicable to the activities be<strong>in</strong>g per<strong>for</strong>med.<strong>UTEP</strong> Confidential Revised 09-29-2003 Page 2 of 2
