1. IntroductionThe Government of the Republic of the Philippines (GRP) is a signatory to all the majorconventions in international human rights law, including the <strong>Universal</strong> Declaration ofHuman Rights (UDHR, 1948) and the International Covenant on Economic, Social andCultural Rights (ICESCR, 1966), which includes a provision on the Right to Food, andthe International Covenant on Civil and Political Rights (ICCPR, 1966). In 2006 the GRPwas recently elected to the new Human Rights Council of the United Nations. As asignatory and a member of the UN Human rights Council, the GRP has the obligation torespect, protect and fulfil the human rights of its citizens, particularly its most vulnerablesectors including the rural poor.2. Objectives and MethodologyIn light of the above, a number of civil society organisations that have been involved inrural rights advocacy since the late 1980s – namely, the Partnership for Agrarian Reformand Rural Development Services (PARRDS), PEACE (Philippine Ecumenical Action forCommunity Empowerment) Foundation, and the Philippine Section of the FoodfirstInformation and Action Network (FIAN-Philippines) — jointly organised an internationalfact finding mission (IFFM) in the Philippines to investigate the worsening trend ofagrarian reform related human rights violations in the countryside.2.1. Convening PartiesFIAN Philippines is a section of FIAN International (FoodFirst Information and ActionNetwork). FIAN is an international human rights organization working for the right to foodthat was founded in 1986. FIAN has consultative status with the United Nations and withmembers in more than 60 countries around the world. FIAN’s objective is to contribute tothe achievement of the International Bill of Human Rights worldwide. FIAN worksparticularly towards the realisation of the right to food of persons threatened by hungerand malnutrition.PARRDS is a coalition and service center involved in the promotion and advocacy ofland redistribution and agrarian reform. As a service center, it refers farmers withagrarian problems who are affiliated with a member-organisation to the concernedgovernment agencies, particularly the Department of Agrarian Reform (DAR),Department of Agriculture (DA), and Department of Environment and Natural Resources(DENR). As a coalition, it provides a forum for organisations with varying traditions toarticulate their views and experiences in order to come to a consensus on progressiveand workable advocacy positions.PEACE is a polycentric community organising association founded in 1977.
