Fiveof the nine United States SupremeCourt justices have justoverturned a century-old ban oncorporations putting money incampaigns.According to the aggressivecourt majority, corporations arelike people. And so, under theFirst Amendment to the U.S.Constitution, banning corporatecontributions is an infringementon their freedom of speech.(The First Amendment: “Congressshall make no law respectingan establishment of religion,or prohibiting the free exercisethereof; or abridging the freedomof speech, or of the press; or theright of the people peaceably toassemble, and to petition thegovernment for a redress of grievances.”)The reasoning of the court majority,in an opinion written by thecourt’s swing man, Ronald Reaganappointee Anthony M. Kennedy,was that as long as votersand company shareholders knowwhich corporations are giving howmuch campaign cash to whichpoliticians, they can consider thatinformation in voting and investing.“With the advent of the Internet,prompt disclosure of expenditurescan provide shareholdersand citizens with the informationneeded to hold corporationsand elected officialsaccountable for theirpositions and supporters,”Kennedy wrote. “Shareholderscan determinewhether their corporation’spolitical speech advancesthe corporation’sinterest in making profits,and citizens can seewhether elected officialsare ‘in the pocket’ of socalledmoneyed interests.“The First Amendment protectspolitical speech; and disclosurepermits citizens and shareholdersto react to the speech of corporateentities in a proper way. Thistransparency enables the electorateto make informed decisionsand give proper weight to differentspeakers and messages.”This defense of what might becalled corporate populism is interestingbecause the Populist era ofthe late 19th and early 20th centurieswas the force that broughtabout government limitations oncorporate money in political campaignsin the first place.The Texas Railroad Commissionwas established in 1891, aimedat stopping railroad companiesfrom gouging farmers with freightrates. Texas, which set up theTexas Railroad Commission in1891 to stop railroadsfrom gouging farmerson freight rates, was agroundbreaker for thenation on banning corporatecash in politics in1905. The federal governmentdid so in 1907.Swing man Kennedysometimes sides – as hedid on this opinion – withthe more conservativegroup: Chief Justice JohnG. Roberts Jr., Samuel A. AlitoJr., Antonin Scalia and ClarenceThomas.Sometimes Kennedy is alliedwith the more liberal justices:Ruth Bader Ginsburg, Stephen G.Breyer, new Justice Sonia Sotomayorand John Paul Stevens,who wrote the stinging dissentcastigating the more conservativequintet.“The Court’s blinkered andaphoristic approach to the FirstAmendment may well promotecorporate power at the cost of theindividual and collective selfexpressionthe Amendment wasmeant to serve,” Stevens wrote.(“Blinkered” essentially meanshaving tunnel vision.)“It will undoubtedly crippleMCNEELYthe ability of ordinary citizens,Congress and the States to adopteven limited measures to protectagainst corporate domination ofthe electoral process. Americansmay be forgiven if they do not feelthe Court has advanced the causeof self-government today.”It’s hard to know who will beright in the long run, althoughthere’s a good chance that today’ssolution by the court will betomorrow’s problem, and therewill be unforeseen unintendedconsequences.No telling what economic forceson politics this will bring about,although trying to control howmoney gets to politicians, and howmuch, has usually been problematic.Some already predict thatthe decision may be the catalystto bring about public financing ofcampaigns.President Barack Obamawasted no time in castigating theopinion. He called it “a major victoryfor big oil, Wall Street banks,health insurance companies andthe other powerful interests thatmarshal their power every dayin Washington to drown out thevoices of everyday Americans.”Justice Stevens’ final sentencetook a parting shot at the courtmajority.“While American democracy isimperfect,” Stevens wrote, “fewoutside the majority of this courtwould have thought its flawsincluded a dearth of corporatemoney in politics.”In the short run, while the aftershocksof the decision continue,one possible interim suggestion:require politicians to copy NAS-CAR drivers, and wear logos oftheir corporate sponsors on theirsuits.!And so onIf you were curious about whythe first President George Bushand wife Barbara endorsed U.S.Sen. Kay Bailey Hutchison in herchallenge to incumbent Gov. I forget which lie theyare selling today.The flawed report that AlGore won a Nobel Peace prizefor has been debunked by thevery author WHO wrote it. Herecently came out and said thathis predictions weren’t based onscientific evidence.Here’s some evidence that Ican prove – the climate doeschange every so often. It’s calledspring, summer, winter and fall.I believe all these facts speakfor themselves, and these arefacts, not opinions. If you choosenot to believe in God, that’sbetween you and him. Butdon’t try to shove a lie downmy throat that can’t be proven.Even proponents of evolutionadmit that it can’t stand underscrutiny – that’s why they don’twant you to look too closely orask too may questions about it.Well, it looks like the science issettled, folks. I can’t help butIt seems to me that there’s nothingblind about the faith of children.Yes, children trust without question.They believe with conviction. Theirconfidence is unwavering. And theirexpectancy is definite. There is nothingprovisional or hesitant about thefaith of a child.Children have faith because theyknow in their hearts what is true.Their faith rests entirely upon thecertainty of their knowledge. So, ofcourse, children are confident. Ofcourse, they have no fear. Of course,they have no reason to doubt.Oh, to have childlike faith!I’ve had times in my life whenmy faith was shaky. And it’s been inthose times when I learned that myanswer was found in “an absolutefaith that all things are possible toGod — a spiritual understanding ofHim, an unselfed love,” as Mary BakerEddy writes.Understanding God as love, goodand all is pretty powerful when youconsider what these spiritual factsmust then mean for you and your lifeas a child of God.God’s love for His children surelymeans He is “a very present help introuble.” (Psalms 46:1) God’s goodnessmust certainly mean He onlywants good for His children. Thismay be the first time thatwe’ve had a layoff that anyoneremembers,” she said.“As far as budget cuts, wewent through a spell in the‘80s and ‘90s that they wererunning on a very tight budget.”Huitt has been with thecity since 2003, a time whengrowth picked up and revenuesincreased.“This is the first year that’ve been here that we’veut budgets to this extent,”uitt said. “We cut budetslast year by 5 percentcross the board on all baseudgets, but we didn’t haveo do layoffs. This year, wead to do another 5 percentase cut, then we took thoseumbers and cut everythinggain by 5 more.”The city announced theayoffs Tuesday, citing dereasedsales tax revenuesuring the first quarter.Among other cuts in thebudget, the city cut two fulltimestreet maintenanceworkers; one full-time parksmaintenance worker; onefull-time marshal/bailiff;one full-time capital projectsdirector; one full-time secretaryin the capital projectsdepartment; and one parttimelibrary assistant.Huitt said that after twoongoing capital projects arecompleted, the city does notanticipate any capital projectsin the future other thana sewer line under the directionof the Economic DevelopmentCorp. As EnergyWay roadway and the DryIn the article, “City cutsjobs, trims budget,” pubishedThursday, Jan. 28, itas incorrectly stated thathe household hazardousaste program was caneled.Creek Sewer Main is completedover the next coupleof weeks, infrastructure servicesdirector Russell Hansonwill oversee the projects.Hanson will also take overduties as the airport servicesdirector.Duties handled by themarshal/bailiff will fall tothe police department.The Main Street Managerposition, which has been vacantsince November, willremain under the duties ofinterim director Amber Fogelman,who also serves asexecutive assistant and communityrelations specialist.“We’re going to leave thatin the interim capacity atthis time. The council decidedto leave it at an interimbasis and reexamine it in afew months and see whereour budget numbers arecoming in,” Huitt said. “Wearen’t filling any vacanciesthat aren’t absolutely necessary,and that’s how westarted the year.”The city will continue thesearch for a new city administrator,a position left vacantby Van James in mid-December.“We expect to narrow downinterview candidates withinthe next couple of weeks. To be anti is to be against or contrast to someoneor something. To teach something contrary to the teachings of Christ shouldbe considered anti. Is there going to be a one world ruler before the secondcoming of Christ? Not according to the prophecy of Daniel... “but they shallnot cleave one to another, even as iron is not mixed with clay. And in the daysof these kings (notice plural) shall God of heaven set up a kingdom whichshall never be destroyed…but it shall break in pieces and consume all thesekingdoms (notice plural)…”(Daniel chap2). A careful reading of the scripturereveals who are the antichrist teachers to beware of: “For many deceivers areentered into the world, who confess (or acknowledge) not that Jesus Christ iscome in the fl esh. This is a deceiver and an antichrist” (2nd John :7). A carefulunderstanding is needed of the word fl esh. It is translated from the Greekword sarx, meaning human nature or human being. Jesus was born just likeyou and I, 100% human being. Remember “No man hath seen God”. Howmany men saw Jesus? “…and as ye have heard that antichrist shall come,even now are there many antichrists (plural)…” (1st John 2:18). No need lookingfor the antichrists to come, they have been around a long time. Deceptionis what got man in trouble from the beginning. So how do we keep from beingdeceived? “Beloved, believe not every spirit (or teaching), but try (test) thespirits…because many false prophets are gone out into the world” (1st John4:1). Chief FinancialOfficer Jon Graswich and AssistantSuperintendent forFacilities, Planning and ConstructionDennis McCreary each shared theirforecasts with the board, with hopes forincreased building in the area, but conservativeprojections.Graswich said that the district wouldbe able to keep a balanced budget withthe current interest and sinking rateof $.335, but would need to dip into thedebt service fund balance to buy downthe interest and sinking rate.In a document presented to theboard, Graswich explains that the districthad a balance of $14.2 million asof Aug. 31, 2009, in the debt servicefund. “That money can be used to buydown the interest and sinking tax rateif the required growth in the assessedvalue of taxable property is not met inany year,” the report said. “The forecastcalls for $16.7 million, which currentlyexceeds the approximate $14.2 milliondebt services funds fund balance,but the district ... adds approximately$1 million annually to the debt servicefund balance.”Graswich said that the interest andsinking rate should remain unchangeduntil the next bond authorization. If atthat time, the property value returnshave not rebounded, the district wouldneed to consider increasing the rate.Graswich recommended that the districtincrease the current maintenanceand operations rate from $1.02 to $1.04,which would not require an election.“The forecast calls for us to staywithin the additional 2 cents, at leastuntil 2014,” Graswich said.“We are able to manage our obligationsas they currently stand,” Graswichsaid. “We show ourselvesin a very solid position. In thefuture, it will just be harder tomanage.”Dennis McCreary projectedan 8-percent growth rate forthe year, equivalent to lastyear’s rate. The rate is a decreasefrom the 10 percent orabove growth rates the districtRUEexperienced last decade. Mc-Creary cited the downturn inthe local housing industry.However, the district still ranks secondin the state, just behind Frisco, ingrowth rate.Originally, the district had severalconstruction projects scheduled to openbefore or during 2012. The board in thefall approved pushing several of thoseprojects back.Those projects included:! elementary No. 15 – originallyscheduled to open for the 2010-2011school year, now scheduled for 2011-2012! elementary No. 17 – originallyscheduled for 2011-2012, now moved to2012-2013! elementary No. 18 – originallyscheduled for 2011-2012, now pushedback to at least 2015-2016! elementary No. 19 – originallyscheduled for 2012-2013, now pushedto 2015-2016 or beyond! middle school No. 5 – originallyscheduled for 2011-2012, now pushedto 2012-2013“We did most of the planning in 2006— in 2006 we grew by 19 percent,” Mc-Creary said. “But despite that, we feellike we’re on the mark.”McCreary said that while growth hasslowed, the slower construction pacehas allowed the district to get schoolsonline prior to buildings becoming overcrowded.In other business, the board heard areport on the 2010-2014 strategic plan,which district staff began work on inJuly 2008. Assistant Superintendent forAdministrative Services Mona Benottisaid that while the district will approveits third “official” strategic plan thisyear, the district has always planned indetail for the future.Benotti said that there were commonthemes and goals in each of the previousplans as compared to this year’splan, but the 2010-2014 document isfocused on preparing students for the21st century.“We are preparing our kids for, well,we’re not exactly sure what,” she said.“I know that sounds strange, but thinkback to our days in elementary school.How many of us had computers in ourclassrooms? Schools will start competitionin the new leagues in August. Teams willstay in the districts through June 2012.Since October when schools turned intheir official enrollments to the UIL, everyonehas been trying to guess what theagency will draw up and what it will meanfor their individual district.“You always want to know who is going tobe in your new district,” said Decatur athleticdirector Kyle Story. “We don’t have aclue where we're going to go.”The anticipation for districts in Class 2Aand A is at a fever pitch this year with anew, split-division system in the two categories.Starting this fall for football only, thetwo smaller classifications will be split intotwo divisions of 16 districts. She hit 12 ofher 16 free throws.“It feels good; real good,”Staley said. “We were ready.This is a game we wanted towin. We looked for more opportunities.We were playingscared before. Tonightwe didn’t. Hopefully we keepplaying like that.”Playing aggressively andtaking the ball toward thebasket throughout the game,Decatur earned 39 freethrows, hitting 27.
