3. Authorisati<strong>on</strong>3.1 When to apply for authorisati<strong>on</strong>A pers<strong>on</strong> should normally apply for a <strong>PCC</strong> authorisati<strong>on</strong> at least <strong>on</strong>e m<strong>on</strong>th before he needs touse the procedure.When a pers<strong>on</strong> applies he should provide as much informati<strong>on</strong> as possible about the goods hewill be importing, and the processing operati<strong>on</strong>s he intends to carry out. UNMIK <strong>Customs</strong> isrequired to give a decisi<strong>on</strong> <strong>on</strong> the applicati<strong>on</strong> within 60 days of receiving all the necessaryinformati<strong>on</strong> to enable them to make <strong>on</strong>e, but if it is necessary for them to ask the applicant toprovide further informati<strong>on</strong>, this may delay the issue of an authorisati<strong>on</strong>.3.2 Basic c<strong>on</strong>diti<strong>on</strong>s for authorisati<strong>on</strong>Before UNMIK <strong>Customs</strong> grants an <strong>PCC</strong> authorisati<strong>on</strong> they must be satisfied that:1 the applicant is established in Kosovo (see paragraph 1.5)2 the import goods can be identified in the processed products for example by means ofsamples, illustrati<strong>on</strong>s, technical specificati<strong>on</strong>s and so <strong>on</strong> (see paragraphs 1.6 and 2.1)3. the goods cannot be ec<strong>on</strong>omically restored after processing to their descripti<strong>on</strong> or state asit was when they were placed <strong>under</strong> the procedure (see paragraphs 1.6 and 2.1)4 the procedure is not used to circumvent the effects of the rules c<strong>on</strong>cerning origin andquantitative restricti<strong>on</strong>s applicable to the import goods (see paragraph 2.5)5 the ec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>s are fulfilled (see paragraph 2.4)5 they have sufficient resources to oversee the setting up of the <strong>PCC</strong> procedure and also tocarry out the necessary checks <strong>on</strong> the authorisati<strong>on</strong> holders c<strong>on</strong>trol systems and recordsand <strong>on</strong> the goods entered for the procedure3.3 How does a pers<strong>on</strong> apply for an authorisati<strong>on</strong>?He needs to complete the form in Part 9. The completed and signed applicati<strong>on</strong> form must besent to the Director General of UNMIK <strong>Customs</strong>. If the applicati<strong>on</strong> covers more than <strong>on</strong>ecompany in Kosovo, details of the goods to be entered and operati<strong>on</strong>s to be carried out by eachprocessor, including the sequence and locati<strong>on</strong>s must be given.Where a pers<strong>on</strong> wishes to import or receive goods before the result of his applicati<strong>on</strong> is known,he should c<strong>on</strong>tact UNMIK <strong>Customs</strong> immediately.If an applicati<strong>on</strong> is agreed the pers<strong>on</strong> will be issued with an authorisati<strong>on</strong> made out <strong>on</strong> the form inPart 10 and detailing any c<strong>on</strong>diti<strong>on</strong>s of the procedure together with the name and code of thecustoms office resp<strong>on</strong>sible for the authorizati<strong>on</strong>, that is the supervising office.The authorisati<strong>on</strong> number should be quoted <strong>on</strong> all official <strong>PCC</strong> documents and in anycorresp<strong>on</strong>dence with UNMIK <strong>Customs</strong>.3.4 <strong>Customs</strong> visitsUNMIK <strong>Customs</strong> will arrange to visit the applicant to c<strong>on</strong>firm, and if necessary clarify, theinformati<strong>on</strong> he has given them <strong>on</strong> his applicati<strong>on</strong> form. This will also give them the opportunity toexplain the <strong>PCC</strong> procedure in more detail by advising the applicant of what he has to do, for9
