1996 21 educational and training needs of women teachers in a sensitive manner.January1997 22 - Formalisation of the matrix system of management: each Programme Officerin the state office assigned area responsibility for seven to eight blocks.- Formalisation of the Block Education Management Committee (with powersto sanction schools/NFE centres delegated to it by the Executive Committee)and introduction of matrix system at the block level. The block emerged asthe principal level of planning and implementation and comprised one ProjectOfficer, three Assistant Project Officers and one Samyukta. Each APO andSamyukta made responsible not only for a subject area but also foroverseeing implementation in LJ cluster.- Monthly cluster-level RPMs formalised.- Decision to hold state RPMs on rotation basis in different districts.- MIS system stabilised –– village-level information flows upwards throughthe BSG.- Handbook for school mapping and micro planning printed and disseminated.- Micro planning the main vehicle for universal enrolment and retention.(All these processes were initiated in 1993–94 and by 1997 were effectively inplace.)January - Action plans prepared at the cluster and block levels.1998 23 - Cluster-level RPMs gained momentum.- Introduction of following initiatives in response to specific needs ofunreached children:!"Muktangan Yojana (a flexible education programme for tribal children)introduced in 17 villages in Khandela (Baran district) and 20 in Kotra(Udaipur district).!"Madrassa education programme interfaced with Madrassa.!"Residential camps for mainstreaming children with disabilities.!"Hostels for tribal children (short-duration and long-duration) with freeboarding and lodging to meet the needs of seasonal migrants and childrenliving in remote habitations.!"Balika Shikshan Shivir (short-term residential camps for adolescent girls,many of whom are married and/or missed the opportunity for schooling).Four experimental camps started in early 1997.
