Welcome to Jersey Central Power & Light Company!This <strong>Municipal</strong> <strong>Lighting</strong> <strong>Handbook</strong> has been developedto provide information regarding the different streetlight options that JCP&L offers, along withcorresponding installation charges and monthly rates.It also contains directions on how to apply for newstreetlights, upgrades or removals, and how to reportstreet light problems to the Company.A listing of Company approved street lightmanufacturers has been included in the Appendix,along with web site addresses where the latestphotometric data can be found for the lighting fixturesthat we use. These web sites also contain lightingdesign software that you may find helpful.You may contact JCP&L at 1-800-662-3115 foranswers to any street lighting questions or concernsthat are not addressed in this handbook. If you have amajor street lighting issue that is not resolved to yoursatisfaction, please contact the Area Managerresponsible for your municipality, listed on pages 23through 26.


INTRODUCTIONThe purpose of this handbook is to provide guidance on the application process for newor upgraded street lighting installations along public roadways; to catalog the streetlighting options that are available from Jersey Central Power & Light Company (“JCP&L”or “the Company”); and to provide information on the installation costs and monthlyrates for each of these lighting options. This handbook is subject to revision by theCompany at any time. Revisions will be distributed as soon as practicable after they aremade, but revisions may be effective prior to their distribution.The Company does not provide street lighting design service. It is up to themunicipality to specify the desired level of illumination for a given location. However,the Company will provide a street lighting layout once the municipality has decided onthe appropriate spacing for the type of street lighting fixtures selected. Photometricdata necessary to develop a street lighting design can be obtained from the variouslighting manufacturers’ web sites listed in the Appendix on page 27.The Company’s tariff approved by the New Jersey Board of Public Utilities (“Tariff”)provides for two basic types of lighting service: Sodium Vapor Street <strong>Lighting</strong> andOutdoor <strong>Lighting</strong>. The typical street lighting installation is comprised of a cobra headfixture on a wood distribution pole, known as a “fixture” pole. The Company also offersdecorative colonial type luminaires that can be installed on fixture poles. There areseveral streetlights offered for installation in underground service areas, including thestandard colonial post top, as well as more decorative options.Outdoor <strong>Lighting</strong> Service is not available for the illumination of public streets andhighways. Outdoor <strong>Lighting</strong> is comprised of Sodium Vapor Floodlights. This service isprovided from “dusk to dawn” with operation controlled by a photoelectric cell; timersare not available for shorter periods of operation. The Company will only installfloodlights to furnish Outdoor <strong>Lighting</strong> Service on existing wood distribution poles wheresecondary facilities exist along existing Company rights-of-way. The Company will notinstall new poles for Outdoor <strong>Lighting</strong> Service on private property, nor will the Companyinstall lights on buildings.The Company will no longer install streetlights for the illumination of municipal parkinglots, driveways, walkways, or Park and Ride facilities. The Company will only installstreetlights along public rights-of-way for the illumination of roadways.For more details on Jersey Central Power & Light Company’s Street and Outdoor<strong>Lighting</strong> Service, refer to the Company’s Tariff at www.firstenergycorp.com. Type inthe word “Tariff” in the search field at the top of the screen, and then select “NJTariffs”. Refer to Part III for Street <strong>Lighting</strong> Services.1


ELIMINATION OF MERCURY VAPOR STREET LIGHTSMercury Vapor street lighting service has been restricted in JCP&L’s Tariff since July1982. Sodium Vapor fixtures were considered standard at that time due to theirsuperior energy efficiency. The Tariff allowed the Company to maintain all the existingMercury Vapor street lights, but did not allow the installation of new Mercury Vaporfixtures.The Energy Policy Act of 2005 bans the manufacture or import of Mercury Vaporballasts after January 1, 2008. The Act does NOT prohibit the continued maintenanceof Mercury Vapor fixtures beyond this date –- as long as inventory remains. Onceinventory has been depleted however, any Mercury Vapor fixtures that require newballasts will need to be replaced with Sodium Vapor fixtures.There is a table on page 5, in the section on Upgrading Existing Streetlights, showingthe recommended Mercury Vapor to Sodium Vapor lamp wattage conversion. SinceSodium Vapor fixtures are more energy efficient than Mercury Vapor, a smaller lampsize will provide equal or greater lumen output per kilowatt-hour of electricity, resultingin a net savings in the monthly energy cost. The current difference in cost is shown inthe same table on page 5.STREET LIGHTING SERVICE OPTIONSJCP&L offers three facilities options for Street <strong>Lighting</strong> Service, with three correspondingmonthly rates. The three options are categorized as Company Fixtures, ContributionFixtures, and Customer Fixtures.Company FixturesCompany Fixtures refer to all street lighting equipment, including brackets andluminaires installed by JCP&L at its expense on wood distribution poles or Street LightPoles, in accordance with its standard specifications, and all other equipment necessaryin rendering the required Service. Company Fixtures shall be owned, operated,maintained and serviced by the Company. The monthly billing rates for CompanyFixtures are shown on the Street <strong>Lighting</strong> Options pages contained in this handbook.Contribution FixturesContribution Fixtures refer to Company Fixtures for which the customer has paid an upfront “contributed installation” cost, in order to have lower monthly streetlight billingrates. Contribution Fixtures are installed, owned, operated, maintained and serviced bythe Company. The “contributed installation” cost is $405.45, which includes the current2


Federal Income Tax gross-up for Contributions in Aid to Construction, in accordancewith paragraph 3.14 found in Part II, Section 3 of JCP&L’s Tariff. Please note that theTax gross-up is subject to change on an annual basis. The monthly billing rates forContribution Fixtures are shown on the Street <strong>Lighting</strong> Options pages contained in thishandbook.Customer FixturesCustomer Fixtures refer to all customer provided and installed street lighting equipment,including brackets, luminaires, and wire required for connection by the Company to adesignated point on the Company’s existing distribution system, which may be meteredor unmetered. Such fixtures must be contiguous to one another, and installed oncustomer provided and installed poles located in areas which allow them to be clearlydiscernable from Company owned street light facilities. Customer fixtures and polesmust be installed in accordance with the current edition of the National Electrical Code,as well as equipment standards established and approved by the Company. TheCustomer must make any necessary maintenance, repairs, or replacements to CustomerFixtures or poles, including luminaire cleaning, or lamp and photoelectric controlreplacements. The monthly billing rate will be based upon the metered consumption atthe General Secondary Service Rate, or a predetermined fixed rate for unmeteredinstallations. Unmetered service is not available for Customer fixtures and/or poles thatinclude electrical outlets for seasonal decorations.3


APPLICATION PROCEDURE FOR STREET LIGHTINGInstallation of New StreetlightsThe installation of new streetlights may be authorized only by a <strong>Municipal</strong>ity, since the<strong>Municipal</strong>ity is ultimately responsible for paying the monthly street lighting bills. Whena <strong>Municipal</strong>ity requires the installation of new streetlights in an Underground Residential(URD) Subdivision, the developer must obtain <strong>Municipal</strong> approval for the proposedlighting layout and the fixtures that have been selected. If the <strong>Municipal</strong>ity desires afixture style other than the standards offered by JCP&L, the Company will furnishmetered or unmetered connection points for the installation of Customer Fixtures (referto page 3.)JCP&L will install streetlights in a URD subdivision as part of the installation of electricaldistribution facilities only after the developer has obtained approval of the streetlighting design from the <strong>Municipal</strong>ity, and after the developer has executed allnecessary contracts/agreements and paid all required costs pursuant to JCP&L’s tariff.When a <strong>Municipal</strong>ity desires to have new streetlights installed in an area other than aURD Subdivision, the request may be initiated by contacting the JCP&L CustomerService Center at 1-800-662-3115. The following information is needed. Name of <strong>Municipal</strong>ity Type of lighting desired (overhead or underground service) Style/Fixture Type (standard, ornate, colonial, etc.) Spacing Between Fixtures (for desired illumination level) Locations (House numbers, street names, lot/block numbers) Billing Rate (Company or Contribution Fixture) Lamp Wattage (based on availability for light style)The Customer Service representative will create a telememo, and forward theinformation to the appropriate Region, where a streetlight request will be assigned to aLayout Technician, who will contact the requestor to obtain further details, and then willprepare a Streetlight Modification Agreement. The Streetlight Modification Agreementwill be sent to the municipality for approval signature. When the <strong>Municipal</strong>ity returnsthe executed document to the Layout Technician, the streetlight installation(s) will bescheduled.The term of the Streetlight Contract for the installation of Company Fixtures will be fiveyears, with a monthly basis thereafter. If streetlight service is terminated before theend of the contract term, the <strong>Municipal</strong>ity will be billed the total of the light’s monthlyfixture charge, plus the KWH Distribution Charge applicable to the light’s billing monthKWH, times the remaining months of the contract term.When streetlights are required within a new URD Subdivision, the developer isresponsible for obtaining <strong>Municipal</strong> approval for the streetlight layout proposed by the4


Company. It is the developer’s responsibility to provide the Company with initialinformation concerning the <strong>Municipal</strong>ity’s streetlight requirements for a givensubdivision, so that an appropriate street lighting layout can be developed.Upgrading Existing StreetlightsStreetlight upgrades can be classified into three basic categories: (1) an increase inlamp wattage, subject to the limitations of the luminaire style; (2) conversion ofmercury vapor or incandescent street lights to sodium vapor; and (3) conversion ofstandard fixtures to ornate fixtures.To request an increase in lamp wattage for an existing street light, the <strong>Municipal</strong>ity maycontact the Customer Service Center at 1-800-662-3115 to initiate the process. The<strong>Municipal</strong>ity must furnish the location of the streetlights to be upgraded, preferably witha street address and the Company’s pole number, which can be found on the pole.Refer to the Street <strong>Lighting</strong> Options section of this handbook to determine themaximum wattage for each fixture style that the Company offers. The assigned LayoutTechnician will issue a Streetlight Modification Agreement reflecting the change in lampwattage, for signature approval by the <strong>Municipal</strong>ity. The work will be scheduled by theCompany upon receipt of the signed approval form, and payment of a labor charge forthe upgrade.Conversions of mercury vapor or incandescent streetlights to sodium vapor shall bescheduled in accordance with the Company’s Sodium Vapor <strong>Lighting</strong> (SVL) ConversionProgram. The Company may limit the number of conversions to no more than 5% ofthe lamps served under this service classification (SVL) at the end of the previous year.Sodium vapor lamps are more energy efficient and provide greater light output perkilowatt-hour of electricity. The request will be forwarded to the appropriate Operating District forprocessing. Whenever there is a streetlight conversion, the <strong>Municipal</strong>ity will be requiredto sign the Streetlight Modification Agreement for proper accounting changes. Therewill be no labor charge for this type of conversion. Also, if the Company must replace amercury vapor or incandescent luminaire (the fixture, not the bulb) due to failure ordamage, it will be replaced with a sodium vapor luminaire sized according to therecommended conversion charts shown above. The <strong>Municipal</strong>ity will be notified of thischange by receipt of a Streetlight Modification Agreement, which must be signed andreturned to the Company.A <strong>Municipal</strong>ity interested in the conversion of existing standard overhead streetlights(cobra heads) to ornate overhead fixtures may contact the Company’s Customer ServiceCenter at 1-800-662-3115 to initiate the request. This type of conversion will involvebilling for the removal of the existing fixtures and installation of the ornate fixtures, plusadditional charges for removal of any lights installed less than five years. Ornateoverhead fixtures are installed with a two foot bracket located fifteen feet above ground(see pages 11 & 12). Therefore, in order to maintain the same level of illumination,additional fixtures may be required.Removal of Existing StreetlightsWhen a <strong>Municipal</strong>ity desires to have certain streetlights taken out of operation, it mustcontact the Company’s Customer Service Center at 1-800-662-3115. It will benecessary to provide the location of the streetlights, including street address andCompany pole number. The Company will issue a Streetlight Modification Agreementfor the <strong>Municipal</strong>ity to sign regarding deactivation of the streetlights. The form must besigned and returned to the Company in order to reflect the changes in the <strong>Municipal</strong>ity’sstreetlight account.When the Company receives a request for the removal of a streetlight, the streetlight isleft in place, but the photoelectric cell is removed to prevent the light from operating.6


If the streetlight has been installed for more than five years, there is no charge fordeactivation in this manner. If the <strong>Municipal</strong>ity wants the fixture physically removed,then there will be billing charges for the associated labor. If the streetlight has beeninstalled for less than five years, and was billed under the Company Fixture rate, therewill be additional charges involved for early termination, as described in the next to lastparagraph on page 4. There will be a reconnection charge of $70.00 per fixture, forany subsequent requests from a <strong>Municipal</strong>ity to reactivate streetlights.7


STREET LIGHTING OPTIONS – OVERHEAD SERVICEThe Company will install new cobra head luminaires and brackets on existingwood distribution (fixture) poles, without charge, when such facilities arerequested by a <strong>Municipal</strong>ity. If a new fixture pole is needed along public rightsof-wayin order to install a streetlight, then the Company will install the pole andassociated streetlight wires without charge to the <strong>Municipal</strong>ity. Span poles,which are installed to carry wire to fixture poles, shall only be installed uponpayment of a non-refundable contribution.There are two styles of colonial post top luminaires shown on the followingpages for installation on fixture poles, with 2.5 foot brackets. The prices shownfor these lights are for new installations only where there are no existingstreetlights; they are not applicable for conversions of existing cobra heads tothis type of decorative lighting. Additional charges would be incurred for theremoval of the existing cobra head luminaires, as well as backing out the creditthat is included in the new installation prices for the equivalent cobra head thatthe Company furnishes without charge.8

STREET LIGHTING OPTIONS – UNDERGROUND SERVICEUnderground service for street lights is furnished by the Company in newresidential subdivisions consisting of three of more building lots (URD), or inconventional underground secondary networks found in more urban areas of theCompany’s service territory. Conventional underground networks can be foundin portions of Asbury Park, Belmar, Bradley Beach, Deal, Freehold Borough,Harding Township, Lakewood, Long Branch, Monmouth Beach, Morristown,Neptune, Point Pleasant Beach, Pompton Lakes, Red Bank, Rumson, Spring Lake,and Summit.The standard lighting option offered by the Company for installation inunderground residential subdivisions is the Colonial Post Top Luminaire on a 16foot fiberglass pole. This standard is an economical choice, and is available inblack. There are several additional ornate options, including the Ornate ColonialPost Top with two pole choices, as well as the Acorn Style Post Top Luminaire.There is one additional lighting choice for underground residential subdivisions,which consists of a cobra head luminaire with a six foot bracket, mounted on a30 foot gray fiberglass pole. This type of installation allows for greaterseparation between lights due to the increased mounting height. The installationcosts shown on the following pages for the various underground streetlightfixtures, are only applicable to new installations within URDsubdivisions, made at the time of initial construction. The cost to retrofitadditional streetlights within a URD subdivision subsequent to initial construction,will be based upon fixed billing charges.The cobra head luminaire shown on an aluminum pole is typically only installedin conventional underground network areas. The pole is available in two heights,with a 6 and 12 foot mounting bracket. There is no charge to the <strong>Municipal</strong>ityfor this type of installation in a conventional underground network area, providedthere are no existing streetlights that would need to be removed.The installation costs shown on the following pages for the various undergroundfixtures are greater than the values found in Appendix A, Part II of theCompany’s Tariff. This difference is due to the fact that the costs have beenmarked up to include the Federal Income Tax that the Company must pay on allContributions in Aid of Construction, in accordance with Section 3.14, Part II ofthe Tariff.13

STREETLIGHT MAINTENANCE PROCEDUREThe Company provides lamp replacement and luminaire cleaning on a scheduled basis,as well as non-scheduled fixture maintenance or replacement as required for Companyand Contribution Fixtures. A <strong>Municipal</strong>ity can contact the Company at 1-800-662-3115 to report a street light problem. Notification should include a street address, thenumber of the nearest building, crossroad or landmark, as well as the municipality.Reporting the pole number, when available, would be very helpful to the Company.Another way to contact the Company regarding street light problems is to visit our website at www.firstenergycorp.com. Once you are on the home page, select “Reportan Outage” from the menu choices on the left, beneath the heading “Online you can:”.This action will bring you to a page with several options listed under “ServiceRequests”. Select “Report Streetlight Outage”, which is located at the top of theselection list, and you will be prompted for information as shown on the next twopages.20
