84<strong>conference</strong> reportsAustralian Protection Symposium 2008Sept 25 - Oct 2The Australian ProtectionSymposium 2008 was heldin Australia, in fivedifferent locations.from around the worldAdelaiderailwaystation.The Australian ProtectionSymposium 2008 was an eventquite different from typical<strong>conference</strong>s and symposiums.While usually people fromdifferent parts of a country gettogether at a single location todiscuss a set of issues, in this case thesymposium was organized as fiveone day events that took place in fivedifferent locations.The protection symposium tookplace from 25 September 2008 to2 October 2008, in the followingcities:SydneyMelbourneBrisbaneAdelaidePerthA core group of speakers traveledacross Australia and was joined bylocal speakers and participants ateach city.The aim of the Symposium wasto support the electrical supplyindustry by providing a forumhighlighting the processes neededto effectively implement a soundprotection scheme.Following the success ofthe 2007 event, the organizersconsidered the fact that design andtest engineers play complimentaryroles in the establishment ofeffective and reliable protectionsystems. Often, without havingmet or on many occasions nothaving direct communications,they need to have a sound mutualunderstanding of the principles andapplication of protection schemesand a clear vision of how a specificapplication is intended in an area oftechnology where there are manyvariables.The goal was to focus thedetails and different aspects of aspecific protection subject. 86<strong>conference</strong> reportsfrom around the worldThe symposiumvenue - SchattenburginFeldkirch .International ProtectionTesting Symposium, AustriaThe Symposium was held inSchattenburg in Feldkirch,Austria - 23-24 October, 2008Protection and control specialistsfrom more than thirty countriesgathered for the two day protectiontesting symposium to discussthe challenges resulting from thechanging utility environment andthe advancements in protectionand communications technology.More than twenty paperscovered a wide range of topics,starting from advanced toolsfor testing of electromechanicalprotection relays. Several paperspresented case studies on testingof generator and power stationprotection including the dynamicbehavior of the excitation system.Many papers focused on testingissues related to the use of IEC61850 for protection schemes,interoperability between devicesfrom different manufacturers anddifferent protection and controlapplications. The requirementsfor testing in modern protection,automation and control systemsgo beyond the testing of protectionrelays. Several different topicswere discussed:Testing of phasor measurementunits (PMUs)Testing of SCADATesting of underfrequencyload-shedding schemeDynamic testing, the useof MATLAB/SIMULINK,modeling of relay settings andautomatic commissioning ofmultifunctional protection IEDswere also discussed. The programof the symposium also includedlive demonstrations of the latesttesting technology and an eveningnetworking event.InternationalIEC 61850SeminarThe XXI CenturyCommunications, Controland Protection ArchitectureSeminar was held inBuenos Aires, Argentina.CIGRE and IEC Argentinahave jointly organized for thefirst time in this country anInternational Seminar, with expertsof recognized international status ofthe two organizations lecturing onthe Standard IEC 61850, describingimplementation experiences insubstations and power plants,the state-of-the-art, on-goingworks and trends on technologyof protection, automation andcommunications, as well as onchallenges and solutions forecastedfor the 21st century, both in theengineering of substations andin the different levels of SCADAsystems, especially in ControlCenters.The speakers were chairmenand experts from working groupsof both CIGRE and IEC. Duringthe first day, the ongoing workin selected working groups waspresented. Carlos Samitier fromSpain reported as convenor aboutthe work done in CIGRE WGMore than 100 attendantsmainly from South Americaparticipated in the event.<strong>PAC</strong>.WINTER.2009

Itis located onthe southernshore of theRio de laPlata.D2.23 - “The use of Ethernettechnology in the Power Utilityenvironment”. That working groupis addressing different aspects ofEthernet networks including newtrends in the implementation ofEthernet networks and the use ofEthernet IP networks for WideArea Networks. The CIGRE WGD2.24 - “EMS Architectures for the21st Century” has been created incooperation with an InternationalGroup of Very Large Power GridOperators (VLPGO). The convenorof that group, Alain Steven from theU.S. reported about the status.With regard to the activitiesrelated to IEC 61850, ChristophBrunner, Switzerland, convenorof IEC WG10 and Claes Malcolm,The event closed with an opendiscussion session.Sweden, convenor of IEC WG18reported on the status of IEC 61850activities. John Newbury, U.K.,convenor of WG20, reported onon-going works on the StandardIEC 62488 Ed. 1.0 that will replaceStandards IEC 60495 -Singlesideband power-line carrierterminals- and IEC 60663.The speakers reported abouttopics associated with the differentworking groups. With regardto IEC 61850, the status of IEC61850 as process bus, the use ofIEC 61850 for communicationbetween substations and fromsubstation to control centerswas discussed. Experience fromusers implementing IEC 61850was shared. Clemens Hoga fromGermany, member of WG10,reported on IEC 61850 andindustrial Ethernet. y Graeme Topham, ESKOM, South Africa88<strong>conference</strong> reports2008 Southern African Power SystemProtection Conferencefrom around the worldThe <strong>conference</strong> provides aunique forum for delegates andexhibitors.Eskom, the South Africanelectricity utility, once againhosted the biennial SouthernAfrican Power System ProtectionConference in Johannesburg,South Africa from the 12th to 14thNovember 2008.The <strong>conference</strong> was yet again fullysubscribed with 350 delegatesattending the two and a half days.An exhibition ran concurrentlywith the <strong>conference</strong> with 17suppliers exhibiting electricalprotection and related equipment.Both the <strong>conference</strong> and exhibitionprovided a valuable opportunityfor attendees to see new equipmentand hold discussions with technicalexperts from international andlocal companies.The 350 registered delegatesincluded 225 from Eskom, 30from twelve different overseascompanies and the remainderfrom local suppliers, industry,municipalities, consultants andacademia.The keynote address titled“Overview of asset managementin Transmission” was given by MrWilly Majola, General Manager inthe Transmission Services Divisionof Eskom. The keynote addressfocused on the rationale behindasset management, the variousstages in the asset managementprocess, and an overview of thecurrent status and future directionof Eskom Transmission in termsof the overall asset managementprocess. Mr Majola indicatedthat effective asset managementis an optimum balance betweencost, performance and risk and a10 to 20 year view of operatingand capital expenditure plans areneeded in order to make optimizedThe<strong>conference</strong>was fullysubscribed.Eskom's TrainingCenter, thevenue of the<strong>conference</strong>.decisions. Customers, the regulatorand other stakeholders must alsobe convinced that investmentdecisions are based on sound,scientific and repeatable evidence.Following the keynote address,thirty one technical papers werepresented over the two and a halfdays.
