Sites with lower benefitcost r<strong>at</strong>ios would be less economic to develop. Although the standard for economicviability is a benefit cost r<strong>at</strong>io of gre<strong>at</strong>er than 1.0, sites with benefit cost r<strong>at</strong>iosof 0.75 and higher were ranked given the preliminary n<strong>at</strong>ure of the analysis. Theresults show a potential of approxim<strong>at</strong>ely 225MW of installed capacity and 1.0million MWh of energy could be produced annually <strong>at</strong> existing Reclam<strong>at</strong>ionfacilities if all sites with a benefit cost r<strong>at</strong>io gre<strong>at</strong>er than 0.75 are summed.Individual sites range from a 125 kW installed capacity to about 26 MWinstalled capacity.Because of the uncertainty in green energy incentive prices, benefit cost r<strong>at</strong>ioswith and without green incentives are calcul<strong>at</strong>ed. Of the 17 western st<strong>at</strong>es, st<strong>at</strong>elevel green incentive programs were identified in Arizona, California, andWashington. Federal green incentives are also available. The benefits analysisincludes available st<strong>at</strong>e and Federal green incentives to calcul<strong>at</strong>e economicbenefits, and the resulting benefit cost r<strong>at</strong>ios.The <strong>Resource</strong> <strong>Assessment</strong> considers potential regul<strong>at</strong>ory constraints rel<strong>at</strong>ed tow<strong>at</strong>er supply, fish and wildlife consider<strong>at</strong>ions, and effects on N<strong>at</strong>ive Americans,ES-4 – March 2011
