The sessi<strong>on</strong> c<strong>on</strong>tinued with a number<br />
of presentati<strong>on</strong>s of nati<strong>on</strong>al electromobility<br />
strategies from selected countries.<br />
Chen Chunmei of China‘s Ministry of Industry and Informati<strong>on</strong> Technology<br />
began by describing the development of China‘s c<strong>on</strong>tinually growing<br />
automobile producti<strong>on</strong> and sales starting from 2001; it is projected that by<br />
2015 the producti<strong>on</strong> and sales volume will have exceeded 25 milli<strong>on</strong> vehicles<br />
per year. The Chinese strategy is to use various measures and incentives to<br />
support the producti<strong>on</strong> of fuel-efficient vehicles with internal combusti<strong>on</strong><br />
engines while at the same time promoting the development of new, alternative<br />
drive vehicles. One such measure is the development of a system based<br />
<strong>on</strong> standard fuel c<strong>on</strong>sumpti<strong>on</strong> limits. This process is being implemented <strong>on</strong><br />
the basis of uniform standards, and pilot projects are being carried out in 25<br />
selected model cities. As regards electric vehicles, 56 Chinese „new energy<br />
vehicle standards“ – for example, <strong>on</strong> charging interfaces or <strong>on</strong> communicati<strong>on</strong>s<br />
protocols - have already been published, and further standards are<br />
either in preparati<strong>on</strong> or due to be published so<strong>on</strong>. China is also interested in<br />
an internati<strong>on</strong>al exchange of ideas, and has entered numerous cooperati<strong>on</strong>s<br />
with Germany, the EU, France and the US, for „standardizati<strong>on</strong> and harm<strong>on</strong>izati<strong>on</strong><br />
are very important for a rapid development of the auto industry,“ said<br />
Chen Chunmei, who emphasized China‘s intenti<strong>on</strong> to further expand their<br />
internati<strong>on</strong>al cooperati<strong>on</strong>s.<br />

Jack Pokrzywa, Director of Ground Vehicle Standards for SAE, presented<br />
the US approach and perspective <strong>on</strong> electromobility and standardizati<strong>on</strong>, for<br />
instance as regards battery development or designing the charging infrastructure.<br />
Mr. Pokrzywa described how his „formula for success“ – comprising the<br />
factors policy, infrastructure, reliability, affordability, and of course standardizati<strong>on</strong><br />
and interoperability between systems – determines market demand<br />
and customer acceptance. One challenge is to bring the various stakeholder<br />
interests together, for they form an important part of this system approach.<br />
Several completed and current standard projects – e.g. <strong>on</strong> the combined charging<br />
system for AC and DC charging, <strong>on</strong> communicati<strong>on</strong>s, or <strong>on</strong> batteries – are<br />
examples of SAE‘s efforts to effectively meet this challenge.<br />
Igor Demay, Chairman of AFNOR‘s strategic coordinati<strong>on</strong> group for lowcarb<strong>on</strong><br />
vehicles and electromobility, which was founded in September 2010,<br />
provided insight into the Group‘s missi<strong>on</strong>, which is to c<strong>on</strong>solidate the various<br />
interests within France and then promote the French positi<strong>on</strong> in the bodies<br />
c<strong>on</strong>cerned. This involves not <strong>on</strong>ly the development of specific standards projects,<br />
but also strategic policy acti<strong>on</strong>s such as the establishment of a French positi<strong>on</strong><br />
paper and a c<strong>on</strong>tributi<strong>on</strong> to the Green Book <strong>on</strong> publicly accessible charging<br />
infrastructures for “low-carb<strong>on</strong>” vehicles. Representatives from industry,<br />
research and politics are all equally involved in this work. Future endeavours<br />
will include sharing the French nati<strong>on</strong>al approach with other countries, thus<br />
helping to increase the efficiency of the developing electromobility.
