SUBJECT: Transportability <strong>Approval</strong> for the Containerized Batch Laundry (<strong>CBL</strong>)<br />

(DP 04-07)<br />

2. In accordance with ref 1a, <strong>and</strong> as requested in reference 1b, we have conducted a<br />

Transportability Engineering Analysis <strong>and</strong> grant Transportability <strong>Approval</strong> to the <strong>CBL</strong> for the<br />

highway, rail, marine, <strong>and</strong> air modes of transport.<br />

3. The <strong>CBL</strong> is an integrated system with the capability of performing all laundry functions,<br />

including collection, sorting, folding, <strong>and</strong> distribution. The <strong>CBL</strong> will replace the current M-85<br />

series (line item number L48315) trailer mounted field laundry in medical <strong>and</strong> special<br />

operations units, with a system that uses less water <strong>and</strong> is more reliable <strong>and</strong> supportable. The<br />

<strong>CBL</strong> is strategically <strong>and</strong> tactically mobile. In the transport configuration, the <strong>CBL</strong> is<br />

transportable by the palletized load system (PLS), heavy exp<strong>and</strong>ed mobility tactical truck<br />

(HEMTT) load-h<strong>and</strong>ling system (LHS), semitrailer, or other systems designed to transport<br />

International Organization for St<strong>and</strong>ardization (ISO) configured containers, <strong>and</strong> is compatible<br />

with the deployable medical system (DEPMEDS) side opening shipping container. It is<br />

transportable by dolly mobilizers <strong>and</strong> is capable of cross-country <strong>and</strong> highway travel consistent<br />

with the capability of the transport vehicle. The <strong>CBL</strong> is housed in an 8- by 8- by 20-foot side<br />

opening ISO container <strong>and</strong> has two possible pack out configurations. The pack out #1<br />

configuration is used when the M1022A1 mobilizer will be the transporter.

The pack out #2 configuration is used when the PLS, HEMTT LHS, <strong>and</strong> FMTV LHS will be<br />

the transporter. The characteristic data of the <strong>CBL</strong> in both of its pack out configurations, <strong>and</strong><br />

one of its potential transporters, the M1022 mobilizer, are shown in the following table:<br />

4. The transportability requirements for the <strong>CBL</strong>, excerpted from reference 1c, are as follows:<br />

“The <strong>CBL</strong> will be containerized in one container <strong>and</strong> will be rapidly deployed by air, sea, or<br />

l<strong>and</strong> transportation assets.”<br />

“The <strong>CBL</strong> container size must be compatible with the DEPMEDS side opening - shipping<br />

container (T). Weight <strong>and</strong> size must be consistent with the guidelines of the st<strong>and</strong>ard<br />

International St<strong>and</strong>ard Organization (ISO) containers for transport by air (C-130, C-141, C-5A<br />

<strong>and</strong> C-17), rail, or sea transport requirements (T). In a transport configuration, the <strong>CBL</strong> must<br />

be compatible/transportable by the Palletized Load System (PLS), HEMTT LHS, using<br />

integrated pickup points. The <strong>CBL</strong> shall be transportable by dolly mobilizers used by<br />

DEPMEDS <strong>and</strong> it must be capable of cross-country <strong>and</strong> highway travel consistent with the<br />

capabilities of the transport vehicle (T/O).”<br />

“The <strong>CBL</strong>, while in a shipping configuration, will be deployable by air, marine, rail, <strong>and</strong><br />

highway modes of transportation. It shall have st<strong>and</strong>ard lifting <strong>and</strong> tie-down provisions. Within<br />

the AO, the <strong>CBL</strong> will be deployed using organic assets.”<br />

5. Since the <strong>CBL</strong> is an ISO container, it is capable of all-mode transport. Therefore, TEA<br />

grants Transportability <strong>Approval</strong>, as detailed in the following paragraphs:<br />

a. Highway. The <strong>CBL</strong> can be transported by highway on any ISO capable semitrailer, the<br />

PLS, HEMTT LHS, <strong>and</strong> the M1022A1 Dolly Set. If the M1022A1 is to be used, the towing<br />

capability of the truck used to tow the M1022A1/shelter combination must be checked to make<br />

sure the towing capability is not exceeded. The towing capacity of the Army’s older M809 <strong>and</strong><br />

M939 series 5-ton trucks is 15,000 pounds. The Department of the Army has granted a waiver<br />

to these trucks for towing the M1022A1 Dolly Set/Shelter combination at a total weight of<br />

21,150 pounds, as long as the truck has at least 3 tons of cargo in its cargo bed. The newer<br />

5-ton truck, the FMTV M1084A1, has a towing capacity of 21,000 pounds. The Department of<br />

the Army has granted a waiver to the FMTV for towing the M1022A1 Dolly Set/Shelter<br />

combination at a total weight of 21,150 pounds. The M1022A1/shelter combination should not<br />

be towed by 5-ton trucks at weights above 21,150 pounds. Because the M1022A1/<strong>CBL</strong> in<br />

pack out configuration #1 weighs less than the waived towing capacity, use of Army 5-ton<br />

trucks to tow this configuration will be allowed. The <strong>CBL</strong> in pack out configuration #2 cannot<br />

be transported on the M1022A1, because it exceeds both the payload limit of the M1022 <strong>and</strong><br />

the towing capacity of Army 5-ton trucks.<br />

b. Rail. The <strong>CBL</strong>, since it is ISO compatible, can be transported worldwide without<br />

restriction by rail. The <strong>CBL</strong> successfully passed rail impact testing at Aberdeen Proving<br />

Ground, MD (ref 1d), demonstrating that it can withst<strong>and</strong> the rigors of rail transport without<br />

damage.<br />

c. Marine. The <strong>CBL</strong>, since it is ISO compatible, can be transported worldwide without<br />

restriction by the marine mode.<br />

d. Air. The U.S. Air Force has previously certified a 20-foot ISO container <strong>and</strong> M1022A1<br />

Dolly Set for transport by C-130, C-141, C-17, <strong>and</strong> C-5 aircraft. A new certification for the<br />

<strong>CBL</strong> will not be necessary.<br />
