Handover of Sector 1 of the KStory by Lieutenant Colonel Peter O’Halloran, IrishDefence ForcesPhotos by Master Sergeant Steffen Maluche, GermanArmyOn 22 January 2011, in a historic occasion, KosovoForce Commander (COM KFOR), Major GeneralErhard Bühler, handed over the policing of Sector 1 ofthe Kosovo border with the former Yugoslav Republicof Macedonia (FYROM) to the Kosovo Police (KP).The ceremony was conducted in the ‘Batcave’ in FilmCity and was attended by many dignitaries. Thedignitaries were led by COMKFOR, the Minister ofInternal Affairs of Kosovo, Mr Bajram Rexhepi, theMinister of Internal Affairs of the former YugoslavRepublic of Macedonia, Ms Gordana Jankulovska andthe Deputy Head of European Union Rule of LawMission (EULEX), Mr Andy Sparkes. Also presentwere the Command Group of KFOR plus highranking officers of KP, the Kosovo Border Police,Montenegro Border Police and Albanian BorderPolice.28 KFOR Chronicle, January 2011
Kosovo Border with FYROM*COMKFOR, in front of a spectacular canvas backdropof the mountains between the former YugoslavRepublic of Macedonia and Kosovo, praised thedevelopments within the KP and congratulated themon achieving the capabilities and capacity to undertakethe new task of policing Sector 1 of the Kosovo Borderwith the former Yugoslav Republic of Macedonia.Sector 1 of the border measures 66.12 kilometres longand will be policed from the sub-station in Zur. Similarsentiments were also expressed in speeches by MsGordana Jankulovska, Mr Rexhepi and Mr AndySparkes.To acknowledge the historic occasion a signingceremony took place witnessed by the largegathering. The ceremony itself was the culmination ofmuch effort and hard work within the framework of theJoint Implementation Commission. Working closelywith the other stakeholders, EULEX and KP, a rigorousprocedure was put in place and enacted to the letter ofthe law.To complete the process the Prime Minister of Kosovo,Mr Hashim Thaci, wrote to COMKFOR on 17 January2011 informing him that KP had acquired thenecessary capacities for the task. This request by thePrime Minister was supported by apositive recommendation and assessment by EULEX.Then on 19 January 2011 COMKFOR informed thePrime Minister in writing that he would handoverSector 1 of the Kosovo Border with the formerYugoslav Republic of Macedonia on 22 January 2011.The next phase in the process of border handover willbe sector 2 of the Kosovo Border with the formerYugoslav Republic of Macedonia which should takeplace towards the end of the first quarter 2011 with thecomplete handover by mid-summer 2011. This shouldthen be followed by the handover of the KosovoBorder with Montenegro in autumn 2011.*Turkey recognizes the Republic of Macedonia with its constitutional nameKFOR Chronicle, December 201029
