Passenger Load Survey 2012Q11.0 BackgroundThe Passenger Load Survey (PLS) is undertaken to act as a snapshot of passenger loadings,network capacity and service utilisation. This survey is a physical head count, the PLS countsQueensland Rail passengers as they board or alight City Network services during both the AM andPM peak demand periods.The PLS’s primary focus is peak flow services – services travelling towards Central Station in theAM peak and services travelling away from Central Station in the PM peak. These servicesrepresent the greater proportion of the travelling public and therefore are at greater risk ofbreaching Design Load guidelines (refer to Design Load definition).Over the course of the PLS (usually consisting of 4 weeks), every ‘Peak’ and ‘Contra-Peak’ servicewithin the peak periods are counted (refer to AM Peak and PM Peak definition). Counts are onlyundertaken on Tuesdays, Wednesdays and Thursdays of each week to capture maximumdemand. Each service is counted once during the course of the survey by a team of loadsurveyors; one load surveyor is positioned on board each carriage of the train, countingpassengers as they board and alight at each station as the train travels along its route.After the completion of the count, the data is then compiled and this report is produced.
