. ELIGIBILITY CRITERIA OF THE ORGANIZATION FOR SUBMISSION OF APPLICATIONThe eligibility criteria for application of intending organizations for consideration of selection ofthe Organization for operation and management of the Hospital under PPP are provided asunder:The Organization (Limited Company/Private Limited Company / Partnership or Proprietary Firm /NGO / Trust) must be registered under appropriate statutory authority of Government of WestBengal / Government of India or under Companies ActThe Organization may be located any where in India but has experience in health care activitiesfor more than three years.The Organization has been operating and managing a Hospital / Nursing Home for last threeyears and having facilities for Dialysis services (if the application is for operation andmanagement of Dialysis Services) or having in-house investigation facilities for CT scan orMRI scan (if the application is for operation and management of CT scan services) orhaving in-house investigation facilities for CT scan or MRI scan or Digital X-Ray (CR or DR)services at present (If the application is for operation and management of Digital X-Rayservices [CR]).OrThe Organization has been operating and managing a Diagnostic and Investigation Centre forlast three years and above and having investigation facilities for CT scan or MRI scan (if theapplication is for operation and management of CT scan services). In case of applicationfor Digital X-ray (CT) services, the Organization has in-house CT scan or MRI scan or DigitalX-Ray (CR or DR) services at present.The annual turn over of the Organization (in Rupees) shall be considered for being eligible toapply are as under:Rs Eight Crore in aggregate of last two financial years ending March 2012 in case theOrganization has been running a Hospital or Nursing Home as mentioned under point 3aboveorRs Four Crore in aggregate of last two financial years ending March 2012 in case theOrganization has been running a Diagnostic and Investigation Centre as mentioned underpoint 3 aboveNo litigation is pending on date and no penal measures were taken against the applicant underapplicable Acts and lawsApplicant failing to fulfill any of the above-mentioned Eligibility Criteria will not be considered forselection. However, the SC may relax one or more of the eligibility criteria in case of deservingapplicantsc. SELECTION PROCESS1. Selection process would involve short-listing of applicants based on marks scored by theapplicants on each of the criteria as under. Physical inspection at the facilities of the applicants9
with prior intimation may be undertaken by SC or members authorized by SC for gatheringinformation relating to short listing of applicants for further processing for selection.CriteriaMarks1. The Organization has experience ofrunning the existing Hospital/NursingHome/Diagnostic Center for last three yearsand above.2.
