<strong>2010</strong> annual report1Letter from the Chairman and PresidentFor the <strong>Institute</strong> <strong>for</strong> <strong>Defense</strong> and <strong>Business</strong> (IDB), <strong>2010</strong> was a year ofsignificant expansion, growth, and diversification. The dedicated team ofprofessionals at the IDB secured participation by additional governmentagencies, delivered more programs than at any time in the history ofthe organization, launched a number of new initiatives, and achievedrecord financial results. In accomplishing this, the IDB maintained thehigh quality of our existing programs while enhancing the organization’sreputation as an innovative research and education institution thatfosters learning and collaboration in a joint, interagency, and “Whole ofNation” environment. We look <strong>for</strong>ward to many more years of deliveringcustom education programs to the men and women who defend andserve our nation.We are pleased to report that during <strong>2010</strong>, other major componentsof the Department of Homeland Security (DHS) joined the U.S.Coast Guard in sending participants to IDB programs. CongressmanDavid Price, a long-standing supporter of IDB’s unique educationmission, secured funding from Congress <strong>for</strong> full DHS participation.New participants hailed from DHS Headquarters, DHS Science andTechnology Directorate, Customs and Border Protection, Immigrationand Customs En<strong>for</strong>cement, Transportation Security Administration,and Federal Emergency Management Agency. These DHS participantsbrought a variety of new perspectives and contributed a great deal tothe learning experience in the classroom.Other departments and agencies have also begun sending, or plan tosend, participants to various IDB offerings. The Department of VeteransAffairs (DVA) has included a number of IDB programs in its new careerdevelopment initiative <strong>for</strong> logistics and sustainment professionals, andwill begin sending participants in 2011. A new logistics-focused programthis year from our Center <strong>for</strong> Stabilization and Economic Reconstruction(CSER) has attracted participants from DoD’s Combatant Commands,the Department of State, the U.S. Agency <strong>for</strong> International Development,the United Nations, and a wide range of non-governmental organizationssuch as the Red Cross, as well as private sector companies. Theseadditions have added to the richness and depth of the classroomexperience and placed the IDB at the <strong>for</strong>efront of joint, interagency, andthe increasingly important “Whole of Nation” education experience.Programmatically, there were a number of noteworthy developmentsduring the year. Due to increased demand, LOGTECH added twoofferings of the Advanced Program in Logistics and Technology,bringing that program to six offerings <strong>for</strong> the year. Concurrently, the U.S.Army Materiel Command chose to fund only two LOGTECH Programs<strong>for</strong> Executives in Logistics and Technology <strong>for</strong> <strong>2010</strong>, rather than the threeofferings delivered every year since 2002. We are closely monitoringdemand <strong>for</strong> the LOGTECH Executive Program and hope to add back thethird annual offering in the future. CSER delivered the pilot offering of itsSeminar on Logistics Cooperation in Stabilization and Reconstruction,under the sponsorship of the Director <strong>for</strong> Logistics, J4, The Joint Staff. Itwas received very positively by all participants. Progress also continuedon securing the new Military Vehicles High Per<strong>for</strong>mance CapabilitiesProject, and we expect to be under way early in 2011 on this initiativebringing motorsports technologies and capabilities to the militarywheeled vehicle community.A significant change took place during <strong>2010</strong>, with the LOGTECHMBA transitioning to the IU-UNC LogMBA. The name change <strong>for</strong> thisunique MBA program better highlights the two top-ranked schoolsthat collaborate on this unique degree-granting program run by theIDB, and it depicts the logistics focus more clearly. The program alsotransitioned from central funding and sponsorship by the U.S. ArmyMateriel Command to a free-standing degree program with funding bythe students’ organizations, the students themselves, or the Post-9/11GI Bill. A small IU-UNC LogMBA transition class with DHS, military, andprivate sector students enrolled in the fall, and IDB is actively recruiting<strong>for</strong> the next class in 2011.Financially, the IDB achieved gross revenues of $5,357,000, an increaseof $585,000 over 2009 results, and the organization closed out the yearwith positive net asset growth.All of us with the IDB look <strong>for</strong>ward to 2011 with optimism tempered bythe reality of federal deficits, pressure on the <strong>Defense</strong> budget, and arenewed focus on efficiencies. We remain dedicated to providing thehigh-quality programs that address these realities and meet the needsof our nation’s warfighters, their civilian government counterparts, andthe private sector that supports them.Sincerely,Gov.
