Lieutenant Colonel McLachlan’s outstandingachievements are in accordance with the highest ideals and standards of the Australian Army.Lieutenant Colonel Michael Anthony MUMFORD, NSWFor outstanding achievement as the Commanding Officer of Battle Group Faithful onOperation ASTUTE.At short notice Lieutenant Colonel Mumford comprehensively prepared his diverse BattleGroup for operations in Timor Leste, secured the Joint Task Force air head and commandedcomplex stabilisation operations with great skill and focus to bring calm to the city of Dili.Lieutenant Colonel Ian William UPJOHN, VicFor outstanding achievement as Commanding Officer of 4th/19th Prince of Wales’sLight Horse within the 4th Brigade.Lieutenant Colonel Upjohn successfully transitioned 4th/19th Prince of Wales’s Light Horse tothe light cavalry role, providing a model for change within the 2nd Division. His outstandingleadership, coupled with a dynamic change management strategy, enabled him to achieve anew unit structure and role with the support of all major stakeholders, while simultaneouslymaintaining an operational focus.
